On Saturday, June 6th, 2026, at approximately 2336 hours, I, Ofc. Perry #149 was dispatched to 401 Gainesville Highway, Winder Ga 30680, in reference to a suspicious person. I traveled CODE 1 to the location listed above in my marked patrol vehicle #537.

Upon arrival, I met. Mr. Joseph Sessa, who was standing in a puddle of fluid behind his grey 2010 Hyundai Sonata, Florida Tag [REDACTED], and smelled strongly of an alcoholic beverage. When I asked Joseph what he was doing, his words were slurred, and his eyes were bloodshot. Joseph stated that he was on the phone with a friend.

I advised Joseph that we received a call about him being in the back of the parking lot. Joseph kept telling me he was in the back of the parking lot because he was about to go to sleep, since he was driving to Florida in the morning.

Joseph then turned back around to his vehicle and shoved his hand down his pants. When I told him to take his hand out of his pants, he turned around, and his genitals were revealed through the front slot of his pants. At this point, Joseph began to urinate, closed his pants, and continued to urinate on himself onto the ground. Joseph had a cigarette in his hand that he dropped onto the ground beside multiple other cigarette butts.

When other Winder officers arrived on scene, I placed Joseph in properly fitted double-lock handcuffs and searched his person for any drugs, weapons, or means of escape with no findings. Joseph was then placed in the backseat of my patrol vehicle, and a lap-and-shoulder belt was secured across his person.

When I approached the vehicle again, we checked what was in Joseph’s cup, which appeared to be an alcoholic beverage based on its appearance and smell.

Winder officers stood by with the vehicle while Animal Control 5 was called to the scene to take custody of Joseph’s dog, as no one was able to come get him or his vehicle. Next List was also called, and Browns Wrecking came on scene to tow Joseph’s vehicle. I then transported Joseph and his belongings to 652 Barrow Park Drive, Winder Ga 30680 (Barrow County Detention Center).

Upon arrival, custody of Joseph and his belongings was relinquished to the Barrow County Intake Deputies. I completed all intake forms and left Joseph with 4 citations: WC91680 Public Drunkenness, WC91681 Public Indecency, WC91682 Littering, and WC91683 Alcohol Open Container. I then returned to service with no further issues.

My department’s issued body camera was recording during this investigation. The backseat of my patrol vehicle was cleared before and after each time Joseph was placed in and taken out. Photos of the alcohol and scene were taken and will be attached to this report. A Winder Police Department Impound Sheet was completed and will be attached to this report.
