[NARRATIVE #1 on May 02, 2026]

On May 2, 2026, at approximately 0320 hours, Deputy Wright was dispatched to a Stolen vehicle report. I was checking the area around the residents when Deputy Wright informed me that the Vehicle could be on Hog Mountain Road (53).

I was driving south near Argonne Road. I observed a black Ram 1550 parked sideways in the driveway of [700 BLOCK] Hog Mountain Road. I observed significant damage to the vehicle’s front bumper.

I observed that the Ram was traveling west on Hog Mountain Road, left the roadway, and entered the eastbound lane of traffic. Driving into the ditch, driving into the embankment of the driveway of [700 BLOCK] Hog Mountain Road, and driving over the mailbox. This was observed by the physical evidence at the scene, the tracks in the grass, and the dirt being kicked up, which supported that the vehicle was driving north.

I observed the Georgia tag [REDACTED]. I informed Deputy Wright that I located the vehicle. The vehicle was unoccupied, with multiple airbag deployments. The driver’s side curtain had a small amount of blood. I observed the steering column, and the key ignition was in working order. So, no one had broken it to drive the vehicle without the key. I spoke to the homeowners who did not see anything. I observed multiple sealed beer cans in the truck and an open beer can on the ground near the driver’s door.

Deputy Wright was speaking with Juan Jose Guevara Ramo. Juan was telling Deputy Wright that he had been drinking, and someone had stolen the truck. Deputy Wright said that Juan was unable to give a name or show any phone calls or messages. I observed that the driver’s side seat belt was locked out after the crash. I asked Deputy Wright to see if Juan had any marks on his person. Deputy Wright confirmed that Juan had a mark on his chest that would have been from the seatbelt and was bleeding from his finger.

Deputy Wright arrested Juan and transported him to northeast Barrow. Based on the severity of his injuries, they had to transport Juan to a trauma center.

I will be obtaining two arrest warrants for Juan. One for OCGA striking a fixed object, and one for OCGA failure to maintain lane. The arrest warrant were sent to the Barrow County Dispatch on May 2, 2026, at around 0715 hours and placed on GCIC.

[NARRATIVE #2 on May 03, 2026]

On May 3, 2026, at approximately 1610 hours, I was dispatched to [200 BLOCK] Scott Circle for a follow-up. The caller was identified as Juan Guevara Ramos, who wanted to know where his truck was towed. Juan had warrants for his arrest, so the call was later changed to a warrant attempt. I responded code 1 (routine response).

Once I arrived at the residence, I saw Juan coming outside from his residence. I walked up to Juan, and while speaking to him about his vehicle, I had dispatch confirm the warrants. I told Juan to turn around and put his hands behind his back. Juan complied, and I handcuffed him behind his back, making sure they were properly fitted and double locked. I told Juan that he was currently being detained until his warrants were confirmed. Shortly after I detained Juan, I was advised by dispatch that his warrants were confirmed. I told Juan that he was under arrest. I advised to Juan that he had warrants for his arrest, and I would explain his charges to him when we got to the detention center.

I searched Juan for an incident to arrest, and I did not locate any drugs or weapons on his person. I escorted Juan to my patrol car and secured him in the backseat. I transported Juan to the Barrow County Detention Center and turned him over to the jail staff. I read and served the warrants to Juan at the detention center. Juan was served with one count of striking a fixed object and one count of improper lane change/ failure to maintain lane. I searched the back seat of my patrol car, and no contraband was located.
