Officer’s Narrative:

[NARRATIVE #1 on September 10, 2026]

On September 10, 2026 at approximately 2311 hours, I was on routine patrol in Statham. On Thurmond Rd and Greeson Rd, I responded to a Road Rage incident.

Listening to the 911 call, I could hear a male voice claim he was just run off the road. Upon arrival, [VICTIM #1] and [VICTIM #2] were standing next to a blue BMW X1 with GA tag [REDACTED]. The vehicle was in the front yard of [SINGLE DIGIT BLOCK] Thurmond Rd SE; grass furrows could be observed leading up to the vehicle and skid marks on the roadway at the intersection above showing a clear trajectory of the vehicle spinning out from the roadway onto the front yard.

[VICTIM #2] informed me that she was at a guy friend’s house and that guy friend hit [VICTIM #1]’s car and spun them off the road, then fled the scene. She gave me the full name of the suspect, Juliani Malachi Bush. She stated that she didn’t know the address but knew how to get there. I was informed that he drove a red pickup truck and his house was approximately 7 minutes away. [VICTIM #1] stated that Juliani was constantly hitting him for about a quarter of a mile. [VICTIM #1] stated he tried to keep in front of him so Juliani wouldn’t pin him or hit him and then got spun off the road after the final hit. [VICTIM #1] stated he was being chased since they pulled out of the suspect’s neighborhood. Deputy Holland arrived on scene and noticed a decorative brick was in the middle of the road. It was unclear where the brick came from since there was none surrounding the [VICTIM #1]’s vehicle or near it.

[VICTIM #2] provided me an address that was not Juliani’s. Juliani’s address, [1900 BLOCK] Diamond Ridge Dr, is approximately 1.5 miles from the scene of the crash. This corroborates with [VICTIM #1]’s testimony of the distance traveled. I asked [VICTIM #1] to describe Juliani; he stated he only saw a flash of him when Juliani opened his door. I asked if Juliani grabbed him and he said yes, after telling me he tried to yank him out the car. I asked if he was afraid when he was grabbed and he said yes. I asked [VICTIM #1] if he would like to press charges and he said yes.

Talking to both [VICTIM #1] and [VICTIM #2], I referenced that the address they provided doesn’t match what is on his license. [VICTIM #2] stated that he lives with his grandmother right now. [VICTIM #1] was on the phone with someone and told the person on the phone he was hit three or four times. While talking to [VICTIM #2], the odor of an alcoholic beverage emanated from her person. She referenced that her vehicle was still at the address and wanted to go get her vehicle. I advised that she should not go back to the address tonight. See Crash Report for details of the accident.

Deputy Holland and I went to [1900 BLOCK] Diamond Ridge Dr. Prior to arriving at the address, I observed a red square body pick up truck in the driveway and its lights were on but turned off just as we pulled up. I turned on my lights and walked up the driveway. A male in a wheel chair was in the driveway in front of the garage. I observed a male’s head, matching the description of Juliani, sticking out a door in the garage and quickly dart into the home. Talking to the male in the wheelchair, [REDACTED], he was defensive in tone and in possession of a firearm in his waistband.

I told [REDACTED] that we are not going to talk with that on his person. The firearm was removed from his waistband and place on the hood of a vehicle nearby. [REDACTED] refused to identify himself and I asked Deputy Holland to knock on the door and tell Juliani to come out. Moments later an elderly woman answered the front door and Juliani exited the residence. I requested a tertiary unit and Sgt Shultz stated he was enroute. I had Juliani step next to the red Mazda B4000 with GA tag [REDACTED], which is the same truck I observed with its lights on.

I shined my flashlight on the driver’s fender and front bumper. Damage was visible on the front fender, front bumper and the hood was caved in. I asked Juliani what happened tonight. He stated that his female friend was supposed to stay the night and she told him that someone was coming to pick her up. He stated that she leaves the house and he was trying to see who was in the car. Juliani admits to opening up the car door and then being dragged down the road. Abrasions were visible on Juliani’s body, I observed one on his elbow and he informed me one was on his hip.

Juliani admits to getting in his vehicle and following [VICTIM #1] and [VICTIM #2]. He stated he was getting close but “wasn’t too close.” He denied colliding with [VICTIM #1]’s vehicle. He stated that he guessed [VICTIM #1] was trying to see how close he was getting and then ran off the road. Juliani then stated that after [VICTIM #1]’s vehicle went off the road he returned home. I asked who [VICTIM #2] was to him, he said “that was supposed to be my girlfriend.” He followed up with “Not yet, she wanted to be.” I asked about the damage to his truck. Juliani said the damage was from a deer and has always been there. I walked around to the passenger side of the vehicle to inspect for additional damage. While at the front bumper I observed foliage wedged in the grill and near the passenger front headlight. I held up the green leaf and asked how it got there. He stated he sometimes goes in the woods and goes drifting and stuff. I noticed the foliage was green and showed almost no sign of withering. This led me to believe the green leaves were fresh and not old and weathered.

I asked Juliani why he hit [VICTIM #1]’s vehicle with his truck and he denies the allegation. When I informed him that the damage I see is consistent with the damage to [VICTIM #1]’s vehicle and his truck was positively identified, he admits again that he did chase them. However, he did not do anything reckless and only chased them to see who he was and where they were going. I begin to inquire about Juliani’s drinking. During this interview a strong odor of an alcoholic beverage was coming from his person. I noticed a slur to his speech and he admitted to drinking a beer after he got back from the incident. I asked him if he would allow me to look at his eyes and he agreed. I had Juliani step behind his truck and sit on his rear bumper due to our height difference. This exercise was explained and appropriately demonstrated prior to having Juliani perform. Juliani also provided an affirmative response stating that he understood my instructions.

Horizontal Gaze Nystagmus (explained and observed); I asked Juliani to look forward and not move his head. I told Juliani to follow my stimulus with his eyes only. I asked Juliani if he understood, and he stated that he did. Juliani’s eyes displayed equal tracking and equal pupil size. I then checked for lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and onset of nystagmus prior to forty-five degrees in both eyes. Juliani displayed the following 6 clue(s) during the Horizontal Gaze Nystagmus exercise:

• Lack of smooth pursuit – Left eye then right eye
• Distinct and sustained nystagmus at maximum deviation – Left eye then right eye
• Onset of nystagmus prior to forty-five degrees – Left eye then right eye

I then utilized the Portable Breath Test and had a positive result. (0.113) I attempted to have Juliani be honest with me regarding his alcohol consumption. He admitted to drinking wine earlier but claimed it was hours prior. He stated it was two or three glasses of wine and then when he got back had a “Cayman” which was a tall can of beer. I asked how long it was until he returned. He stated he was home approximately 20 minutes but wasn’t drinking when he was driving and was drove to the residence.

Asking for clarification, I was informed that [VICTIM #2] drove him to the residence. I followed up asking “But then you chased after him in the truck?” Juliani stated yes. I reaffirmed that he was home for 20 minutes after the incident and then he replied with “I drank more.” He later told me that he shouldn’t have chased them down because it was “dumb.” Based on my observations, the traffic violations and the general demeanor of Juliani led me to conclude that Juliani was operating a motor vehicle under the influence of alcohol. Juliani was informed he was being placed under arrest. I immediately read the Georgia Implied Consent Notice for drivers 21 years old or older. Juliani agreed to submit to a state administered chemical test of his breath.

Juliani Bush was handcuffed behind the back. The handcuffs were double locked and checked for fit. A search of his person was conducted incident to arrest. No weapons or contraband or means of escape were located. Juliani was secured in the rear seat with a seat belt. During the arrest, Juliani exclaimed that [VICTIM #2] “took his nicotine” and that was the reason he was trying to interact with [VICTIM #1]. This statement never got mentioned until after he was arrested and I pointed out this fact. Sgt Shultz, Deputy Holland and I spoke with Juliani’s grandmother, [REDACTED]. She showed disdain for her grandson’s arrest, resulting in her being vitriolic and petulant for the remainder of the conversation.

I observed a silver Chevrolet Impala with GA tag [REDACTED], which returned to [VICTIM #2]. It was parked in front of [1900 BLOCK] Diamond Ridge Dr and appeared to have no visible damage to it when I walked the perimeter of the vehicle. During Sgt Shultz’s conversation with [REDACTED], she bitterly spoke of retaliating by having the Impala towed. She was instructed that if she does then she would be charged because it is not on her property and is on the street. Juliani was escorted to the detention center.

A search of my rear seat was conducted before and after transport. No items were found. While at the detention center, Juliani registered a BAC of 0.111 on the Intoxilyzer 9000. (serial number 90-000602). The test was conducted by me and my permit number is 957268. Juliani was then release to jail staff with out issue. I returned to the crash site to inspect the crash further. I was able to determine that after Juliani’s red truck collided with [VICTIM #1]’s SUV, Juliani swerved into the opposite lane and off the roadway. Evidence of tire tracks in the grass behind the mailbox of [SINGLE DIGIT BLOCK] Thurmond Rd SE was found. Additionally red decorative bricks were damaged and consistent with the brick Deputy Holland found in the roadway. Surrounding the mailbox were green leaf plants that matched the foliage found wedge on Juliani’s truck.

The tracks in the grass show that the right side of the truck collided with the bricks and foliage, just missing the mailbox. The tracks then show the vehicle curved back towards the roadway in the direction were the decorative brick was found in the road. My probable cause of arrest is when Juliani Bush knowingly and willingly opened the door of a blue BMW X1 with GA tag [REDACTED] and intentionally grabbing the [VICTIM #1], the driver, putting him in reasonable fear of injury. Juliani Bush then admitted to chasing the blue BMW X1 with GA tag [REDACTED], transporting [VICTIM #1] and [VICTIM #2], and following too closely in a red Mazda B4000 with GA tag [REDACTED]. Juliani Bush then struck the blue BMW X1 with GA tag [REDACTED] causing the vehicle to spin out of control into the front yard of [SINGLE DIGIT BLOCK] Thurmond Rd SE then fled the scene. Upon further investigation it was determined that Juliani Bush was under the influence of alcohol, in which he resulted in a 0.111% BAC on the intoxilyzer9000.

Juliani was issued a DDS 1205 form, which was explained to him, and he signed.

[NARRATIVE #2 on September 10, 2026]

V1 chased V2 South on Thurmond Rd and struck V2 from the rear at the intersection of Greeson Rd. V1 esstentially initiated a P.I.T. manuver on V2. Resulting in V2 spinning out of control into the front yard of [SINGLE DIGIT BLOCK] Thurmond Rd SE. V1 continued traveling South after the collision and off the roadway and struck bricks and bushes surrounding a mailbox of the address above. V1 then fled the scene and D1 was found at his home address intoxicated.

V1 sustained functional damage to the driver front fender and passenger front fender. V2 sustained functional damage to the passenger rear fender. D1 was charged with multiple driving offenses, see case report for more details.

D1 stated: he did chase V2 because he wanted to know who was driving his lady friend. D1 admitted to consuming alcohol prior to driving.

D2 stated: he was picking up a friend when D1 assaulted him so he fled with his passenger, resulting in V1 chasing his car and then running him off the roadway.

No injuries were reported. No vehicles were towed. Written statements were not completed.
