Officer’s Narrative:

On July 3, 2026, at approximately 1306 hours, I, Officer Gibbs, was dispatched to a domestic disturbance located at [REDACTED BY AGENCY], Winder, GA 30680. Central Dispatch advised that a female had a knife in her hand and was slashing bicycle tires. I traveled CODE 3 in marked patrol vehicle 428 to the above location.

Upon arrival, I observed Ms. Khadejah Smith standing on the front porch of [REDACTED BY AGENCY]. I called out to Ms. Smith and asked her to speak to me. Ms. Smith walked towards me with her two juvenile children. I did not observe any weapons in Ms. Smith’s hands. Ms. Smith then explained that she and [REDACTED BY AGENCY] had been in an argument about relationship issues. She explained that [REDACTED BY AGENCY] thought she was cheating on him. She stated that she went to a neighbor’s house to calm down. She then stated that she thought she saw someone go into her residence. She advised that she went to her residence to see who had walked in. She then stated that she got a knife and began slashing the tires on the bicycles so that [REDACTED BY AGENCY] could not leave with the bicycles. She then stated that the bicycles are hers and she did not want him to take them if he decided to leave.

I asked Ms. Smith to clarify when she got the knife and how the argument ended up in the neighbor’s yard. Ms. Smith was unable to clarify; she continued to state that the bikes were hers and she could slash the tires if she wanted to. Ms. Smith never disclosed where the knife was left. She then stated that she went to a different neighbor’s house [REDACTED BY AGENCY]). Ms. Smith explained that she and [REDACTED BY AGENCY] continued to argue. She advised that during the argument she made a slapping motion and possibly made contact with his face. She then advised that she did not believe this was a physical incident.

At this time, Officer Morgan and Corporal Cureington had made contact with [REDACTED BY AGENCY] at [REDACTED BY AGENCY] I then told Ms. Smith I would go speak to [REDACTED BY AGENCY] about the incident. While walking over to Ms. Smith’s residence, Corporal Cureington advised me that [REDACTED BY AGENCY] had scratches to his face. He explained that [REDACTED BY AGENCY] stated Ms. Smith struck him, leaving those marks. I then observed a female, later identified as [WITNESS #1], walking up to me. She explained that she had witnessed the incident.

[WITNESS #1] stated that Ms. Smith and [REDACTED BY AGENCY] had been arguing since the previous night. She explained that she was outside on her front porch with her children and mother when Ms. Smith and [REDACTED BY AGENCY] were arguing. She then stated that she texted a neighbor, [REDACTED], and advised her to contact law enforcement. [WITNESS #1] then stated that all her children as well as Ms. Smith’s children witnessed the argument. She then stated that she and the children witnessed Ms. Smith strike [REDACTED BY AGENCY] in the face. I then obtained names for all the witnesses. Officer Morgan took pictures of the injuries to [REDACTED BY AGENCY]. Ms. Smith then stated that she was punched in the face by [REDACTED BY AGENCY]. Officer Morgan took pictures of Ms. Smith. There were no visible signs of injury to Ms. Smith. None of the witnesses stated they saw [REDACTED BY AGENCY] punch Ms. Smith.

Ms. Smith’s two children, JUVENILE [REDACTED BY AGENCY] and JUVENILE [REDACTED BY AGENCY], were left under the care of Ms. [REDACTED], who is Ms. Smith’s cousin. I then placed handcuffs around her wrists, ensuring they were double-locked and checked for proper fit. I then walked Ms. Smith back to my marked patrol vehicle and conducted a search incident to arrest for weapons, contraband, and means of escape with negative results.

I then placed her in the backseat. I placed a seatbelt on her for safety. I then transported Ms. Smith to the Barrow County Detention Center. Upon arrival at the Barrow County Detention Center, I released Ms. Smith into the custody of the intake deputies. I filled out the necessary paperwork. I then procured the following warrants against Ms. Khadejah Smith
