On 06/03/2026 at approximately 2027 hours, I responded to [500 BLOCK] Corinth Dr. Bethlehem, Ga 30620 in reference to a dispute.

Upon arrival, I made contact with the victim/complainant, [VICTIM #1]. [VICTIM #1] stated that his neighbor who they have had multiple problems with started yelling at him and causing issues. [VICTIM #1] stated that he was spraying his lawn and his neighbor, Kurt Ludwig, started yelling at him. [VICTIM #1] and his wife [WITNESS #1] also informed me that they have a Temporary Protective Order against Kurt and they were still waiting to go to court to make it permanent. [VICTIM #1] and his wife showed me the TPO and it stated the Kurt was to have no contact with [WITNESS #1] or her immediately family.

[VICTIM #1] showed me video footage from his Ring cameras of Kurt initiating contact with [VICTIM #1] while [VICTIM #1] was spraying his lawn. Kurt was walking to his trash can and yelled at [VICTIM #1] “a fireman huh!?”. Then Kurt started walking towards the rear of his home giving [VICTIM #1] the middle finger. There was also camera footage of Kurt on the property line of the two properties, pulling grass or weeds, and throwing the grass or weeds onto [VICTIM #1]’s property.

I walked to the rear of Kurt’s home where he was sitting on a picnic table. I asked him what happened between him and his neighbor and he told me that he asked [VICTIM #1] to stop spraying his lawn. Kurt told me that he asked [VICTIM #1] to be a good neighbor and stop spraying whatever he was spraying. I asked Kurt if he knew there was a no contact order between them and he said he knew there was. Kurt also stated that he thought the order was only for [WITNESS #1]. I explained it was not and that he was to have no contact with her or her immediate family.

I placed Kurt under arrest. I placed him in handcuffs, checked them for fitment, and double locked them. I searched him incident to arrest and placed him in the rear seat of my patrol vehicle. I transported him to the Barrow County Detention Center where he was turned over to Detention Staff. I searched the rear seat of my patrol vehicle before and after transport and no contraband was found.

Two videos of Kurt yelling at [VICTIM #1] will be uploaded to a CD and turned into evidence at the Barrow County Sheriff’s Office. A picture of the TPO will also be attached to this report. I established Probable Cause for the following:

OCGA 16-5-91 Aggravated Stalking: Kurt Ludwig did commit the offense of Aggravated Stalking when he knowingly and intentionally yelled at [VICTIM #1] in violation of a Temporary Protective Order in which he was to have no contact with [WITNESS #1] or her immediate family.
