Officer’s Narrative:

On 6/20/26 At 1738 hours I Deputy Antwune McCurry was dispatched to Loganville Highway regarding a hit and run involving injuries. Upon arrival I met with the subject’s whose vehicle was struck who identified herself to be [VICTIM #1].

I spoke with [VICTIM #1] she stated that while stopped during congested traffic on Loganville Highway a gold in color sedan collided with the rear end of her vehicle and fled the scene, along with advising me that she had video footage of the accident captured from her vehicle.

As I was conducting the crash investigation, [VICTIM #1] allowed me to view the video footage. During this time, I observed the suspect vehicle approaching in her rear at a high rate of speed which included the vehicle driving recklessly by willfully disregarding for the safety of people and property as the vehicle approached a congested area, with heavy traffic as the vehicle was approaching slow moving or stopped vehicles. The driver was observed failing to maintain lane by crossing over the centerline of travel into the opposite lane, before colliding with the rear end of [VICTIM #1]’s at vehicle at a high rate of speed.

The suspect vehicle then improperly back up into oncoming traffic and conducted an improper u turn and fled the scene of the accident. [VICTIM #1] was able to provide in detail a vehicle description, direction of travel, and a license plate number. While utilizing all information provided and the department flock camera system, officers were able to positively identify the vehicle, and damage on a flock hit as it fled the immediate area. Officers were able to contact a male subject who was attached to the vehicle in our local cad who identified himself to be [WITNESS #1]. He stated to Deputy Arango that he was the ex-boyfriend of the registered owner and he hadn’t spoken to her in several days but confirmed she was the only person that operates the vehicle but refused to disclose her whereabouts or provide a telephone number.

As the investigation continued, officers located a telephone number associated with the registered owner Leslie Lynn Fanning inside the in-house date base system. After multiple attempts officers spoke with Leslie via telephone and she verbally admitted to driving the vehicle during the crash and agreed to meet with officers to provide a statement. While speaking with her to have a thick slurred raspy speech, along with speaking as if she was in a state of confusion. Being the vehicle was registered in a local jurisdiction officer had Statham Police Department to attempt to locate the vehicle at the address listed on the registration which visual contact was made and officers observed there to have damages to the front end of the vehicle.

At this point Leslie agreed to meet with officers at Statham Police Department. Officers observed her leave her residence with a male subject after swapping vehicle’s and traveling to the police department. Deputy A. McCurry met Leslie at the police department. While speaking with Leslie she verbally admitted to operating the vehicle and colliding with [VICTIM #1]’s vehicle. Leslie went onto state that panicked after she struck the vehicle making the accusation that [VICTIM #1] exited her vehicle after the accident in an irate manner in attempts to start an altercation, so she fled the scene of the accident without rendering aid or making any effort to contact law enforcement.

While speaking with Leslie she was observed to be unsteady to her feet, white cloudy foam around the corners of her mouth, and displayed signs of cottonmouth. I asked Leslie about any medical issues or alcohol or drug use recently and she denied having any issues. I then asked her if she would consent to a field sobriety test which she agreed. The first field sobriety testing I had Leslie complete was the Horizontal Gaze Nystagmus. First, I checked for equal pupil size and equal tracking in both eyes which I observed. Next, I checked for Lack of smooth pursuit, Distinct &Sustained Nystagmus at maximum deviation, and onset of Nystagmus prior to 45 Degrees which Was observed in both eyes. No resting nystagmus was present.

The next field sobriety test, I had Leslie completed was the Walk and Turn (WAT). During the testing he was observed: (1) Failing to balance during instruction stage, (2) Stops while walking, (3) Misses heel-to-toe, (4) Steps off the line, (5) Uses arms for balance, (6) Improper turn.

Lastly, I had Leslie perform the One Leg Stand (OLS). During this testing she was observed: 1) Swaying, and 2) Using arms for balance. Once testing was complete Leslie consented to a breath sample on my department issues alco sensor which was negative (.000) I continued speaking with Leslie, which I noticed her to have extreme cotton mouth, with droopy eyelids, relaxed inhibitions, and poor coordination. She later verbally admitted that she consumes [REDACTED BY AGENCY] daily but hasn’t consumed any this date.

Based on my training and experience, totality of the circumstances, initial contact, and roadside field sobriety testing lead me to believe Leslie was Impaired. I placed her under arrest. She was cuffed to the rear. Cuffs were double locked and fitted for fitted for tightness. I then read to her from the Georgia Implied consent notice for suspects 21 years older requesting a blood sample. She immediately verbally refused the testing.

I pat frisk her incident to arrest. Officers then spoke with the male subject that escorted Leslie to the Police Department identifying him to be [WITNESS #1] the ex-boyfriend. When officers asked refreshed [WITNESS #1] memory about the phone conversation about knowing Leslie whereabouts, he begins to recant his statement and back pedal providing officers with numerous excuses for providing misleading information during the phone conversation.

Once scene was cleared Leslie was transported to Barrow County Detention Center. She was cited and served DDS 1205. She was then released to staff for processing. Leslie was cited for the offenses: 1) Reckless driving 40-6-391, 2) Failure to maintain lane 40-6-48, 3) Improper Backing in the roadway 40-6-240(a), 4) Following to closely 40-649(A), 5) Dui-drugs 40-6-391 (A) (1-5), 6) Hit & Run with injury and / or damage 40-6-270 (A).
