[NARRATIVE #1 on May 16, 2026]

On May 16, 2026, at approximately 0121 hours, I was assisting with locating a vehicle that was doing burnouts and had wrecked near the area of Tanners Bridge Road and Loganville Hwy. A caller called 911, saying a pickup truck was pulling a wrecked Mustang onto Morrow Drive. I was approaching Morrow Drive when I observed the pickup truck turning right onto it.

The Ford F250 drove and parked in front of [1400 BLOCK] Sedgefield Trl. A tall black male with a white tank top gets out of the driver’s seat and runs toward the right side of the house. The male jumps the privacy fence.

While standing in the driveway, I observed a male walking from the pickup truck and mustang away from the house. The male was instructed to come. The male was identified as [WITNESS #1]. [WITNESS #1] was placed in handcuffs and detained. I asked [WITNESS #1] who was driving the pickup truck. To which he stated that his uncle, Mansfield Yancey, was. A quick search of [WITNESS #1] for weapons was conducted, and he was placed in the back seat of my patrol vehicle. I went back and spoke with Deputy Wright, who said that he saw someone moving the blinds in the house.

I went back and spoke with [WITNESS #1], who said that he would attempt to call Mansfield to come out. [WITNESS #1] said that it was just him and Mansfield at the house at the time. [WITNESS #1] called Mansfield’s cell phone and sent it a text message. Deputy Simmons located Mansfield’s cell phone ringing in the driver’s seat. I asked [WITNESS #1] was driving the Mustang during the accident. [WITNESS #1] said that Mansfield was in possession of the mustang.

Mansfield’s mother arrived at the scene and said she would knock on the door and attempt to get him out. Mansfield responded from behind the door, asking who the Deputy was. I informed him it was Ferguson. Mansfield stated that he was coming out. Mansfield opened the door and asked me to come in. I grabbed Mansfield’s arm and attempted to escort him out. Mansfield went to close the door, and I placed my foot to block the door from closing. Mansfield walked outside. Mansfield stated that his cousin [WITNESS #1] was driving the Mustang when it was wrecked. Mansfield said he was at home when he was asked to come get the car. I asked why he had run from us, and I knew he had seen the blue lights. Mansfield said that he was scared and ran. I noticed an odor of mouthwash coming from Mansfield’s breath while he was speaking. Mansfield admitted to having something to drink prior to the accident.

I spoke with [WITNESS #1], who stated that at around 0117 hours, Mansfield called him to help him get the mustang. The caller had the original call in at around 0121 hours. [WITNESS #1] was released.

Mansfield was placed under arrest for OCGA Reckless driving and OCGA obstruction of Law enforcement.

The vehicle’s keys were turned over to the registered owner.

On May 17, 2026, at around 1830 hours, I was informed that a separate case number should be opened due to the venue being different from the original call. I completed a case report and crash. I obtained an arrest warrant for OCGA Hit and Run. The arrest warrant was placed on GCIC.

After clearing the call, I went to Tanner’s Bridge Road and Coach House Lane. I observed that a Ford Mustang was driving west on Tanners Bridge Road. The vehicle leaves the roadway onto the eastbound shoulder. Once off the roadway, it drives into a tree. This was supported by the physical evidence at the scene. I observed that the grass was kicked up towards the roadway, and that many red parts and black trim from the front bumpers and sides were visible.

The Mustang was left in the yard of [1400 BLOCK] Sedgefield Trl. Vehicle 1 had steering and side-curtain airbag deployment.

[NARRATIVE #2 on May 18, 2026]

On Monday 05/18/2026, Investigator Mulla-Lawrence assigned to the Barrow County Sheriff’s Office Special Investigations Sex Offender unit, received an email notification from the Barrow County Detention center of a sex offender incarceration form of an offender identified as Mansfield Yancy. According to paperwork, Mansfield Yancy was arrested in the early morning hours of 05/16/2026 for the charges of Reckless Driving and willful obstruction of a law enforcement officer.

Mansfield Yancy has been on the Sex Offender Registry since 08/17/2022 for the offense of felony statutory rape in Barrow County with an offense date of 02/05/2018 and a conviction date of 12/09/2019. He has been registered in Barrow County since 08/19/2022. Investigator Mulla-Lawrence also observed a later email from the Barrow County Detention Center for a sex offender release notification of Mansfield Yancy on the evening of 05/16/2026 after he bonded out of jail on the two previously noted charges.

With this information, Investigator Mulla-Lawrence ran Mansfield Yancy’s name through the GCIC/NCIC database to gather more information about the circumstances of his arrest. While doing so, Mansfield Yancy returned with an active warrant for his arrest for the offense of Hit and Run, which was obtained after he was released on 05/16/2026. The warrant is dated 05/17/2026. Investigator Mulla-Lawrence looked up further information of the case number assigned to his arrest on 05/16/2026 as well as his active hit and run warrant taken on 05/17/2026. (Please reference Barrow County Sheriff’s Office case number 2026-00029412 and 2026-00029680.

During the incident, deputies obtained probable cause that Mansfield Yancy was driving his 2018 Red Ford Mustang with Georgia license plate [REDACTED] recklessly and crashed near the intersection of Tanners Bridge Lane and Coach house Lane in Bethlehem. Yancy later returned to the scene in a Black 2024 Ford F250 with Georgia license plate [REDACTED] and retrieved the mustang. Investigator Mulla-Lawrence inquired about two vehicles Mansfield Yancy was driving both associated with him, (1: Red 2018 Ford Mustang Georgia license plate [REDACTED], 2: Black 2024 Ford F-250 Georgia license plate [REDACTED]. Both vehicles are not listed on Mansfield Yancy’s registry information. The 2018 Ford Mustang is registered to Mansfield Yancy as well as his girlfriend [REDACTED] with an initial registration date of 02/24/2026.

The Black Ford F-250 is registered only to [REDACTED] with the same registration date, however, information determines that Mansfield Yancy operates this vehicle as well as the Ford Mustang. On 05/01/2026 at approximately 2332 hours, Barrow County Sheriff’s Office Road patrol deputies made a traffic stop on multiple vehicles at the intersection of Loganville Highway and Exchange Boulevard. During this incident, Mansfield Yancy was detained and identified as one of the drivers in his 2018 Red Ford Mustang Georgia license plate [REDACTED]. On the morning of 01/14/2026 at approximately 0637 hours, Deputy K. Brito responded to [1400 BLOCK] Sedgefield Trail in reference to a Black Ford F-250 [REDACTED] that was blocking the roadway along with a trailer. (Please reference Barrow COunty Sheriff’s Office case number 2026-00003091) It is notated in the call that the owner of the vehicle came outside and identified himself as the owner of the vehicle’s, and that he was not going to move them.

Investigator Mulla-Lawrence confirmed with Deputy Brito that the male who identified himself as the owner of the vehicles fir the description of Mansfielf Yancy and was most certainly not a female. Both vehicles were later impounded during this incident.

As outlined in OCGA 42-1-12 F(5) Update the required registration information with the sheriff of the county in which the sexual offender resides within 72 hours of any change to the required registration information, other than where he or she resides or sleeps if such person is homeless. Mansfield Yancy had a window of 72 hours based off when he first registered the vehicle in his name on 02/24/2026 until 02/27/2026 at 1700 hours. OCGA 42-1-12 Section 16 (I) refers to Vehicle make, model, color, and license tag number as required registration information. Investigator Mulla-Lawrence looked back into all documented contacts (Note: attached to this report) and observed that Mansfield Yancy did not report to the Barrow County Sheriff’s Office and inform the sheriff’s office of this vehicle as well as the 2024 Black Ford F-250 at any point after 02/24/2026 or leading up to that date.

On Mansfield Yancy’s most recent registration packet on 07/02/2025, he did not list any vehicles associated with him or registered to him. He was informed by Lieutenant F. Spaulding, (Barrow County Sheriff’s Office Sex Offender Unit Supervisor) that he was report back and list all vehicles he has or has access to on a regular basis. On 07/21/2025, a Barrow County Sheriff’s Office deputy responded to Mansfield Yancy’s residence and had to collect all the information themselves due to Mansfield Yancy neglecting to do so and disregarding instruction previously given by Lieutenant Spaulding.

Investigator Mulla-Lawrence contacted Mansfield Yancy on 05/18/2026 and requested Mansfield Yancy report to the Barrow County Sheriff’s Office giving him an opportunity to make sure all information is correct. Initially he stated he would be in the following day at 0900 hours on 05/19/2026 due to him working in Lithia Springs according to him late into the evening of 05/18/2026. A male later contacted Investigator Mulla-Lawrence via telephone and identified himself as Mansfield Yancy’s father and requested to know information why he was being called into the Sheriff’s Office. Investigator Mulla-Lawrence respectfully advised the man that Mansfield Yancy is an adult and if requesting information about him then he could contact himself.

It is believed that his alleged father contacted due to knowing Mansfield Yancy has an active warrant for his arrest from the previous incident unrelated to this one. On the morning of 05/19/2026, Mansfield Yancy did not report to the Barrow County Sheriff’s Office or make an attempt to contact via telephone. Investigator Mulla-Lawrence obtained warrant 2026-1558FW for Failure to register/ Comply with the requirements of the sex offender registry from the magistrate judge.

[NARRATIVE #3 on May 26, 2026]

On the morning of 05/26/2026, Investigator Mulla-Lawrence, an investigator assigned to the Barrow County Sheriff’s Office Special Investigations Sex Offender Unit, received an email in reference to a sex offender incarceration form for Mansfield Yancy, who was arrested on 05/25/2026.

Mansfield Yancy has been on the Sex Offender Registry since 08/17/2022 for the offense of felony statutory rape in Barrow County with an offense date of 02/05/2018 and a conviction date of 12/09/2019. He has been registered in Barrow County since 08/19/2022.

On 05/25/2026 at approximately 1649 Hours, Mansfield Yancy turned himself in to the Barrow County Detention Center due to having two active warrants for his arrest. (Hit and Run: 20261548MW dated 05/17/2026, Failure to Register: 20261558FW dated 05/19/2026. Please reference Barrow County Sheriff’s Office case number 2026-00029680 and 2026-00030058.

On 05/20/2026 at approximately 0832 hours, Barrow County Sheriff’s Office uniform patrol conducted a warrant attempt at [1400 BLOCK] Sedgefield Trail in Bethlehem, Georgia, in an attempt to make contact with Mansfield Yancy in reference to his active warrant for his arrest. While at the residence, no contact was made at the house and appeared to be vacant. Barrow County Sheriff’s Office Deputy S. Bond S171, who was familiar with Mansfield Yancy as well as the residence, observed that Mansfield Yancy’s dogs were also not at the property. When relayed this information, Investigator Mulla-Lawrence and Lieutenant Spaulding conducted an address verification this date at approximately 1110 hours. No contact was made with anyone in the residence.

On 05/21/2026 at approximately 0323 hours, The Barrow County Sheriff’s Office SOR email received an anonymous tip alerting offender #45065 (later identified as Mansfield Yancy) was no longer living at his address. Investigator Mulla-Lawrence conducted another address verification at [1400 BLOCK] Sedgefield Trail at approximately 1623 hours. No contact was made once again, and the residence appeared to be vacant. Investigator Mulla-Lawrence made contact with the neighbors at [1400 BLOCK] Sedgefield Trail via telephone. The homeowner advised since Mansfield Yancy was originally taken into custody of a prior incident on 05/16/2026, he had not returned to his house at [1400 BLOCK] Sedgefield Trail. The homeowner did advise however, different individuals had been sporadically showing up in different vehicles and emptying items out of the house including bags of clothes.

On 05/22/2026 at approximately 1849 hours, Investigator Mulla-Lawrence conducted another address verification and no contact was made. The homeowner at [1400 BLOCK] Sedgefield Trail observed Investigator Mulla-Lawrence conducting the verification and approached him outside his vehicle. He again advised that different people had been showing up at random times and had been emptying items out of the house. The homeowner was adamant and sure none of the individuals showing up were Mansfield Yancy.

On Saturday, 05/23/2026 at approximately 1420 hours, Investigator Mulla-Lawrence received notification via telephone from the homeowners of [1400 BLOCK] Sedgefield Trail, a truck was actively loading up items at [1400 BLOCK] Sedgefield Trail that looked like they were picking up the house. Again, they advised they did not see Mansfield Yancy, however, the truck that was there loading up the house had Man’s quality transportation [REDACTED] USDOT [REDACTED] written on the side. No other activity was observed after this notification. Upon Mansfield Yancy turning himself in, he provided an address of [600 BLOCK] Skyland Court in Winder, Georgia. [600 BLOCK] Skyland Court was an address Mansfield Yancy was previously associated with, however, he moved from the residence on 06/29/2023 to [1400 BLOCK] Sedgefield Trail in Bethlehem, GA as reflected on his 2023 SORN packet when he reported the move on 06/30/2023.

OCGA 42-1-12 F(5) . If the information is the sexual offender’s new address, the sexual offender shall give the information regarding the sexual offender’s new address to the sheriff of the county in which the sexual offender last registered within 72 hours PRIOR to any change of address and to the sheriff of the county to which the sexual offender is moving within 72 hours prior to establishing such new address.

Verifications completed on 05/20, 05/21, and 05/22 as well as information and tips being received throughout this time period indicated Mansfield Yancy had moved from the residence and failed to inform the Sheriff’s Office prior to moving. Investigator Mulla-Lawrence obtained warrant 2026-1615FW from the magistrate judge for OCGA 42-1-12 Felony Sex Offender Violation 2nd Offense. Note: Mansfield Yancy is currently being held at the Barrow County Jail on additional Failure to Register violation received on 05/19/2026.
