Officer’s Narrative:

On 05/18/2026 at approximately 2118 Hours, I Ofc. Dutcher, J #241 was dispatched to 420 Exchange Blvd, Bethlehem GA. 30620 in reference to a Fight call. I traveled code 3 (EMERGENCY EQUIPMENT ACTIVATED) in my marked patrol vehicle #398.

Upon my arrival, I met with Miller Robson, who appeared to be extremely intoxicated and had a strong odor of alcoholic beverages emanating from his person. Miller stated that he and another black guy were sitting at the bar talking when he may have said something offensive to the other party. He then stated that the other party became very irate and yelled at him. At this time, I asked the manager [WITNESS #1], who was standing nearby, where the other party had gone, and [WITNESS #1] escorted me to the west side of the building. I then left Miller in the supervision of Ofc. Robertson #266.

I then located [VICTIM #1] (the other party) and attempted to speak with him. [VICTIM #1] appeared agitated and was hesitant to speak with me. However, his girlfriend, [WITNESS #2], was nearby and began telling me what happened. [WITNESS #2] stated that [VICTIM #1], Miller, and she were at the bar talking, drinking, and getting along fine until Miller became too intoxicated. [WITNESS #2] stated that Miller turned to [VICTIM #1] and made explicit comments to him about [WITNESS #2], such as ” I bet I can eat her pu*sy better than you”. [WITNESS #2] then stated that [VICTIM #1] told Miller to leave him alone and stop talking, and Miller got agitated and stated, “This is why I’m racist”. Miller then got in [VICTIM #1]’s face and began yelling and screaming at him.

Before the altercation could get physical, several bystanders and the manager, [WITNESS #1], intervened and separated the parties and escorted them outside while waiting for Law Enforcement. I asked [VICTIM #1] again to tell me what happened, and he stated that it was exactly like [WITNESS #2] stated and that Miller was the primary aggressor.

I then left [VICTIM #1] and [WITNESS #2] under the supervision of Ofc. Perry #249, while I spoke to [WITNESS #1]. [WITNESS #1] stated that he did not see the start, but that he did see Miller get very upset and start being belligerent towards [VICTIM #1]. [WITNESS #1] stated that he was yelling and getting in [VICTIM #1]’s face and that he had to step in to stop Miller before it became physical. He then informed me that the bartender, [WITNESS #3], was serving Miller and [VICTIM #1] and saw the altercation.

I then went and spoke with [WITNESS #3], who confirmed that Miller and [VICTIM #1] were getting along until Miller made comments about [WITNESS #2]. She then stated that [VICTIM #1] was done with the conversation and that Miller then started making racist remarks and attempting to start a confrontation with [VICTIM #1]. That’s when she, [WITNESS #1], and another bystander eating dinner escorted them outside to separate them.

I then went back outside and spoke with Miller again, and asked him to tell me again what happened. Miller stated there was a confrontation, but it was not physical, and he was blaming [VICTIM #1], stating that [VICTIM #1] started arguing and attempted to fight him. With multiple witnesses stating that Miller was the primary aggressor and causing I decided to place Miller under arrest for Disturbance in a Beer establishment and Public Drunk.

Miller was then placed in handcuffs, double locked, and checked for proper fit. Miller was then searched for any weapons, contraband, or means of escape, with negative findings. The back seat of my patrol vehicle was also cleared of any weapons, contraband, or means of escape with negative findings. Miller was then placed in the rear passenger side seat of my marked patrol vehicle, with the seatbelt being placed over him and buckled in for safety. I then provided Central Dispatch with my starting mileage before proceeding to the Barrow County Detention Center. Upon arrival at BCDC, I relinquished custody of Miller and his property to Barrow County Sheriff’s Office Correctional Officers. I then cleared the backseat of patrol vehicle #398 of any weapons, contraband, or means of escape with negative findings.

Miller Robson has also been criminally trespassed from 420 Exchange Blvd, Bethlehem GA. 30620 (Longhorn Steakhouse)

Miller Robson was arrested on the following Citations:

• WC93100 (Disturbance at a Beer Establishment)
• WC93101 (Public Drunkenness)

[WITNESS #2] also completed a Witness Statement Form, and it is attached to this report. I was wearing my department-issued body camera during the investigation.
