On July 4, 2026, at approximately 1527 hours, I responded “code 1” (non-emergent) to a welfare later changed to a damage to property located at [800 BLOCK] Hawk Creek Trail, Winder, Georgia, 30680. Per dispatch notes the caller advised her son is out of control, has been agitated and acting erratic, roaming in and out of other people’s yards, and is also [REDACTED BY AGENCY] requesting no lights and sirens. The caller then gave a description of the male wearing gray pants and a blue long sleeve shirt.

Upon arrival in the neighborhood, I was flagged down by the caller/mother [WITNESS #1] in front of the residence of [800 BLOCK] Hawk Creek Trail. I got out of the vehicle and approached [WITNESS #1] asking where he was located. [WITNESS #1] pointed to the bushes in the front yard of the residence, and I could hear movement coming closer to me. [WITNESS #1] then stated to me that Morgan is his name and he needs help, he is [REDACTED BY AGENCY] and is having an episode.

Seconds later the male matching the description wearing gray pants and a blue long sleeve shirt appeared and approached me. The male identified as Morgan Albright stated, “you know what is going on, I need help, she does not care” (referring to his mother). Morgan then continued repeating this pattern of statements while walking around my patrol vehicle pacing back and forth. I then asked Morgan if he wanted an ambulance to come and check him out for a mental evaluation to which morgan agreed. At this time, I then asked Morgan if he would like to sit in the backseat of my patrol vehicle until they arrived and Morgan agreed. Before Morgan sat in the backseat, I asked if he had any weapons or contraband on him while requesting to perform a pat down search to ensure officer safety. Morgan agreed. I then performed a pat down search, yielding no weapons, and had Morgan have a seat in the backseat of my patrol vehicle.

While waiting on EMS arrival, I spoke to [WITNESS #1] about what may have started Morgan’s outburst. [WITNESS #1] stated Morgan left the house earlier in her vehicle to go and cool off and then go to work after. [WITNESS #1] then explained Morgan returned in the vehicle, parking it in front of the residence, and told her the vehicle was acting up so he came home frustrated. [WITNESS #1] stated at this point while he was frustrated due to the car issues it turned into what she believes is an episode due to him having [REDACTED BY AGENCY].

Finishing speaking with [WITNESS #1], MED 5 arrived on scene. I then explained to EMS personal what was taking place believing Morgan to be having a mental episode. I then walked EMS personal to my patrol vehicle and opened the back door where Morgan was located for them to evaluate Morgan. Upon opening the back door, Morgan then greeted them with a hug and ran into the back of the ambulance. While Morgan was being assessed by medical personnel, Deputy Arango arrived on scene to assist. I told Deputy Arango what was taking place at this point, and he stood with Morgan while I went and spoke with the homeowner of [800 BLOCK] Hawk Creek Trail, [VICTIM #1].

While speaking with [VICTIM #1] he stated around 1527 hours he was inside his residence when he heard yelling and what sounded like hitting or kicking on the downstairs back door. [VICTIM #1] then explained his juvenile was outside in the front yard at this time and believing it was them stepped outside to yell for them to come inside the home. [VICTIM #1] stated once the juvenile was inside the home he noticed a male walking up the side of the residence from the backyard into the front yard wearing a blue long sleeve shirt and gray pants. [VICTIM #1] then explained the male then laid down in the front yard and he came out to approach the male but that is when he observed a female and law enforcement.

Continuing to speak with [VICTIM #1], I asked if there was any damage to the door. [VICTIM #1] then walked me to the back of the residence where I observed black marks on the back door. [VICTIM #1] further explained he checked the inside of the door frame as well and learned that the plate on the door frame is now misaligned. I asked [VICTIM #1] if he knew an estimated value of the door with him stating a couple hundred dollars, so around $200. I then asked [VICTIM #1] if he would like to press charges to which he replied yes along with him being trespassed.

After speaking to [VICTIM #1], I returned to the back of the ambulance. Upon arriving back at the ambulance EMS personnel were having a difficult time attempting to evaluate Morgan. Morgan was attempting to stand up, stating he needs water and y’all are going to take me but I’m driving. Morgan then was observed attempting to stand up again and when EMS personnel attempted to have him take a seat, Morgan grabbed a hold of one of their arms. Once this took place Morgan’s hand was pulled away ripping the EMS personal glove. At this time, the EMS personnel told Morgan to get out, stating they are refusing him.

Morgan, hearing this, stepped down the stairs of the ambulance and pushed past me and Deputy Arango that were at the bottom. Due to probable cause for charges, Morgan was told to put his hands behind his back. Morgan complied. Deputy Arango and I then grabbed Morgan’s arms placing his hands behind his back while I then applied handcuffs to his wrist. When the handcuffs were secured, I then ensured for proper fitment, and double locked them. Morgan was then escorted to the back of my patrol vehicle where he was searched incident to arrest, yielding no contraband, and placed in the backseat of my patrol vehicle.

Deputy Arango then filled out the Notice of Prohibited Entry with the correct information with my name as the witness. I then returned to [VICTIM #1], having him sign the document and supplied him with a copy. [VICTIM #1] then stated he may have captured the incident on video at this time but due to the unknown mindset of Morgan I took a mental note of the video remark.

After, I transported Morgan to the Barrow County Detention Center where he was turned over to jail staff. A search of the backseat of my patrol vehicle was conducted before and after transportation yielding no contraband. Morgan was then left his copy of the Notice of prohibited entry that was placed with his belongings.

Once finished at the Detention Center, I conducted a follow up (2026-00042126) at the residence of [800 BLOCK] Hawk Creek Trail. Upon arrival, I spoke with [VICTIM #1] again and asked if it was okay to obtain pictures of the damage to the door. [VICTIM #1] agreed and walked me to the back of the residence where I obtained the pictures that will be attached to this report. While with [VICTIM #1] I then asked to see the camera footage if it was available. [VICTIM #1] agreed and located the video for me to review. With my BWC able to see the video I reviewed the camera footage. In the footage it can be observed that Morgan was wearing a long sleeve shirt with gray pants walking down the side of the residence. While Morgan was walking, he could be heard yelling “There going to let me in”. At this time, Morgan can be observed walking a few steps outside the view of the camera and hearing several loud repeated bangs on the back door of the residence. I then thanked [VICTIM #1] for his time and left.

Based on the totality of the circumstances I obtained probable cause for the arrest of Morgan for the following charges:

OCGA 16-7-21 (criminal trespass damage $500 dollars or less)- The defendant did intentionally damage the wooden back door and door frame, the property of [VICTIM #1], without said owner’s consent by punching and kicking the door, with said damage being estimated to be $200 dollars.

Warrants were later obtained along with the Notice of Prohibited Entry, later turned into the appropriate bin at the Sheriff’s Office. Pictures of the damage and the Notice of Prohibited Entry will be attached to this report.
