On 7/1/2026 at approximately 1815 hours, I, Ofc. B. Harris W152 was patrolling the area of S Broad St/John Bowen Way when a female in a red Honda Passenger car (License plate [REDACTED]) was turning left onto John Bowen Way from S Center St. The female, later identified as [REDACTED BY AGENCY], stuck her head out of the driver’s side window, yelling to me that she needed help. I turned my blue lights on in marked patrol vehicle #400 and reversed my vehicle to where [REDACTED BY AGENCY] had stopped.
[REDACTED BY AGENCY] was getting out of her car, screaming for help, and I observed multiple front teeth missing, along with blood pouring from her mouth. I asked [REDACTED BY AGENCY] to explain what happened as I alerted Barrow County Dispatch that I needed additional units and Med Units at my location. [REDACTED BY AGENCY] stated that the passenger, Quantavis Jones, had punched her in the mouth. I advised [REDACTED BY AGENCY] to stand behind my patrol vehicle as I was going to make contact with Mr. Jones. Ofc. A. Maleski W150 arrived on scene and stood by with Ms. [REDACTED].
I went to the passenger side of the vehicle and advised Mr. Jones to step out of the car. As Mr. Jones was getting out of the car, he stated, “I’m already going to jail” multiple times. I explained that he was just being detained, but then Mr. Jones stated, “I’m going to jail; I have an FTA warrant.” Also, as Mr. Jones was exiting the vehicle, he stated: “She hit me first.” I observed no physical marks on Mr Jones’ face where he said [REDACTED BY AGENCY] slapped him. Mr. Jones stated that they were on the way to a car lot and that all of a sudden, [REDACTED BY AGENCY] hit him in the face. I explained again to Mr. Jones that he was just detained, and I placed him in the rear passenger compartment of Ofc. G. Tello W138’s patrol vehicle.
I went over to [REDACTED BY AGENCY] and tried to get her to explain what happened. [REDACTED BY AGENCY] stated that she and Mr. Jones were headed to a car lot, but they then got into an argument. [REDACTED BY AGENCY] stated that she turned the vehicle around to go back home, and Mr. Jones grabbed the steering wheel, almost causing them to collide with another vehicle. At this point, Med Units arrived, and [REDACTED BY AGENCY] went into the ambulance. Barrow County Dispatch advised me that Mr. Jones had an active warrant out of Walton County and confirmed that warrant with Walton County. [REDACTED BY AGENCY] was transported to [REDACTED BY AGENCY] via NEGM Unit 9.
I then placed Mr. Jones into the rear passenger compartment of my patrol vehicle while I sorted things out. I then explained to Mr. Jones that he was under arrest. I removed him from my vehicle and searched his person for weapons, contraband, and means of escape with negative findings. I then placed Mr. Jones into the rear passenger compartment of my patrol vehicle and secured him using a lap-and-shoulder harness for his safety. Ms. [REDACTED]’ vehicle was left at [50 BLOCK] Lily Dr, Winder, GA 30680 to be picked up by her friend.
I then transported Mr. Jones to the Barrow County Detention Center, where he was released from my custody to the Detention Center staff without further incident. I checked the backseat of my patrol vehicle before transporting Mr. Jones and after dropping him off at the Detention Center with negative findings. The Arrest Booking and Victim Notification were completed at the Detention Center.
I left the Barrow County Detention Center and then traveled to [REDACTED BY AGENCY] to speak with [REDACTED BY AGENCY]. I met with [REDACTED BY AGENCY] in the emergency room. [REDACTED BY AGENCY] stated that she got off work at 1700 hours and drove to Mr. Jones’ friend’s house to pick him up. [REDACTED BY AGENCY] stated that Mr. Jones has a drinking problem and had already been drinking at his friend’s house. [REDACTED BY AGENCY] stated that they were on their way to a car lot to look at a vehicle when they got into an argument. [REDACTED BY AGENCY] stated that Mr. Jones has been accusing her of cheating lately, which is what started the argument, but then stated that she has not cheated on Mr. Jones. [REDACTED BY AGENCY] stated that she told Mr. Jones that she wanted to end things with him and went to turn the vehicle into 13 S Center St to turn around.
[REDACTED BY AGENCY] stated that as she was turning into the parking lot, Mr. Jones grabbed the steering wheel and tried to turn the vehicle back into the street, and they almost collided with another vehicle. [REDACTED BY AGENCY] stated that she turned the vehicle around in the parking lot and proceeded to travel south on S Center St, but something told her to look over at Mr. Jones. [REDACTED BY AGENCY] stated that when she looked at Mr. Jones, all she could see was his fist coming at her, and that’s when Mr. Jones punched her in the mouth. [REDACTED BY AGENCY] stated that she tried to call 911, but Mr. Jones took the phone out of her hand and attempted to throw it out of the window. [REDACTED BY AGENCY] stated that right after that was when she saw me and started screaming at me for help. [REDACTED BY AGENCY] stated that she and Mr. Jones live together at [1700 BLOCK] Snapping Ct, Winder, GA 30680.
While at the hospital, [REDACTED BY AGENCY] filled out the witness statement, and I gave her a list of victim services in Barrow County and my business card with case report #2026-00033783. [REDACTED BY AGENCY] asked me about the TPO process since they’re in a relationship and have a child together, so I explained that to her. I then took pictures of [REDACTED BY AGENCY] injuries. [REDACTED BY AGENCY] stated that she is missing 1 tooth and another tooth was jammed to the side. [REDACTED BY AGENCY] also had a laceration to her lip.
