On July 10, 2026, at approximately 1908 hours, I, Ofc Melniciuc, was dispatched to 115 MLK Jr Dr, Winder, GA 30680(Cash and Carry), in reference to suspicious activity. Ofc Harris advised dispatch he needed a second unit. I traveled to the location code 1.
Upon my arrival, Ofc Harris began speaking to the manager of Cash and Carry, later identified as [VICTIM #1]. [VICTIM #1] advised he wanted both males criminally trespassed from Cash and Carry.
During this time, Quincy Jermaine Maxey and [REDACTED] both exited a white SUV and approached me and Ofc Harris. I then began speaking with [REDACTED] and advised him that the manager wanted both him and Quincy criminally trespassed from the property. [REDACTED] began to argue, claiming that the managers knew him and that he was just handing out flyers. [REDACTED] then advised that Quincy had a couple of drinks after work and a couple of shots as well. Quincy then began yelling and screaming and began slurring, trying to speak to both Ofc Harris and me.
I then began speaking to Quincy, but he became erratic and would not answer any questions. Quincy began getting close to me face-to-face and began pointing at my taser. I advised Quincy multiple times to back off. While trying to have a conversation with Quincy, he stated I was a “b*tch a*s”. While speaking to Quincy, he had bloodshot eyes and was swaying back and forth, unable to stand still. A strong odor of an alcoholic beverage was also noticed emitting from his person.
I then advised Ofc Harris to go inside, speak to the manager, and gather more information. During this time, more Winder officers arrived, and I began asking Quincy for his name and date of birth and advised him he could leave and that both he and [REDACTED] were trespassed. Quincy then began yelling and approached me multiple times, stating his name and date of birth, pointing at my taser and yelling. I then advised Quincy to back off, and he began yelling and cursing again. I then approached Quincy and placed him into custody for public intoxication and disorderly conduct.
I placed Quincy in properly fitted handcuffs, double-locked to ensure they didn’t tighten further. Ofc Dutcher then did a search incident to arrest to check for any weapons, illegal contraband, or means of escape. Nothing was found at the time of the search. I then placed Quincy in the back seat of my marked patrol vehicle and secured him.
I drove my marked patrol vehicle code 1 to Barrow County Jail, where Quincy was turned over to BCDC Staff. The back seat of my patrol vehicle was searched before and after the transport of Quincy; nothing was discovered. My body camera was activated during the arrest and transport of Quincy. Quincy was issued a citation for Public Drunkness(WC008501) and a citation for disorderly conduct(WC008502)
