[NARRATIVE #1 on June 17, 2026]

On 6/17/2026 at 1709 hours I Officer A. Howe (#W157) and Officer J. Bruce (#W137), were dispatched to [REDACTED BY AGENCY] in reference to a suicide threat. Barrow County Dispatch advised us that the caller was threatening to “play in traffic” and “needed [REDACTED BY AGENCY] now”; therefore, Officer Bruce and I traveled code 3 (lights and sirens) in marked patrol vehicle #423. Barrow County Dispatch also advised that another caller at the Royal Blue Wine and Spirits stated they observed the male subject drink a pint of alcohol prior to our arrival.

Officer Bruce and I arrived on scene and witnessed a white male in the parking lot of [REDACTED BY AGENCY] who was actively on the phone and showing us his middle finger. Officer Bruce and I made contact with the individual who repeatedly yelled that he needed mental help. Officer Bruce and I explained to the individual that we were there to help him, but that he needed to calm down and speak to us. The subject had abnormally dilated pupils, along with the odor of alcohol coming from his breath. The male identified himself as Ramsey (later identified as Ramsey Arnold, DOB [REDACTED BY AGENCY] 1986). Ramsey stated his girlfriend had broken up with him that morning, and that he required [REDACTED BY AGENCY] help. Ramsey once again stated that he was going to go “play in traffic” if no one helped him. Officer Bruce and I attempted to talk with the individual and de-escalate.

We attempted to bring Ramsey into the hospital for medical treatment, but he yelled at the front desk and caused a child to cry. We brought Ramsey back outside and attempted one more time to calm Ramsey, and he stated he would calm down. We brought Ramsey back inside and had him sit down to wait for medical treatment. Ramsey repeatedly stood up and used profanity, directly going against our lawful orders for him to remain seated and calm.

Ramsey then stood up and yelled “F*ck you” and “F*ck all of yall” to the hospital staff. Ramsey actively pushed against Officer Tello (#W138) and I, and was placed into handcuffs due to his continuous yelling and resistance. Due to this behavior, Officer Bruce placed handcuffs on Ramsey, which were double-locked and checked for proper fit. Ramsey was escorted to the emergency room. where a nurse [REDACTED] stated he had already been treated for substance use [REDACTED BY AGENCY]. The nurse did not advise us on what substance Ramsey had used, but advised that he had been [REDACTED BY AGENCY], and she would medically clear him for us to take him into custody. While waiting for hospital staff to conduct their duties, Ramsey repeatedly yelled expletives at Officer Bruce and I, in front of the hospital staff and nearby patients.

Ramsey attempted multiple times to get up from the chair and was repeatedly told to sit back down. Ramsey attempted once again to stand up and became hostile with Officer Bruce, and attempted to strike him in the stomach area with his right shoulder. Due to Ramsey becoming physically combative, and for the safety of the hospital staff, Ramsey was escorted out of the hospital and placed in the back seat of my patrol car. As Officer Bruce and I attempted to place Ramsey in the back of my patrol car, he kicked the floorboard. When he kicked the floorboard, it knocked off the bottom trim of the door. Later, Officer Bruce and I attempted to put the trim back into place, but we were unsuccessful due to the damage. Pictures were taken of the damage and attached to the report.

As we were traveling to the Barrow County Detention Center, Ramsey repeatedly yelled profane language at Officer Bruce and I. As we traveled on N Broad St and approached W Athens St, I noticed Ramsey was repeatedly moving. When we arrived at the intersection of N Broad St and W Athens St, Ramsey had maneuvered his handcuffs beneath his calves and jarred the patrol car door open. Officer Bruce and I stopped the vehicle and immediately went to restrain Ramsey from escaping the vehicle.

While attempting to put him back in the vehicle, Ramsey attempted to kick and charge at Officer Bruce. Ramsey repeatedly disobeyed commands to get back up into an upright position within the vehicle and continued to resist against us. Due to this, Officer Bruce deployed his taser, which yielded positive contact (See Officer Bruce’s case supplemental report for further information regarding use of force incident). Ramsey stated to Officer Bruce, “I’m gonna rock your sh*t”. Due to Ramsey’s repeated attempts at escape and resistance, he was placed into a WRAP device provided by an assisting officer. Ramsey repeated his profane remarks as he was placed into the back of my patrol car again and continued those remarks until we arrived at the Barrow County Detention Center. Upon our arrival, Ramsey was released into the custody of Barrow County deputies at the jail. Ramsey Arnold is charged with the following offenses:

Disorderly Conduct (x2) — Arnold is charged with Disorderly Conduct (x2) for knowingly and willingly acting in a violent or tumultuous manner toward the staff and patients of [REDACTED BY AGENCY], by yelling expletives at the staff and becoming physically combative with officers, while attempting to disrupt the operation of the hospital and displaying non-compliance towards law enforcement. Occurring twice, both in the main waiting room of the hospital and within the emergency room of the hospital. Arnold repeatedly yelled profanity directed at Officer Bruce, including a racial slur, in the back of my patrol car. WARRANT NUMBER: 2026-1839MW

Felony Obstruction of a Law Enforcement Officer — Arnold is charged with Felony Obstruction of a Law Enforcement Officer for knowingly and willfully resisting Officer J. Bruce and Officer A. Howe, law enforcement officers, by physically kicking and charging at said officers. Officer Bruce and I were in the lawful discharge of our official duties, where Ramsey Collins Arnold offered violence both verbally and physically. Ramsey Collins Arnold willingly and knowingly attempted to escape from handcuffs in the back of my patrol car and managed to jar the door open. Arnold attempted to escape by jarring the door open and kicking Officer Bruce in the process of trying to restrain him. WARRANT NUMBER: 2026-1840FW

Misdemeanor Obstruction of a Law Enforcement Officer — Arnold is charged with Misdemeanor Obstruction of a Law Enforcement Officer for knowingly and willfully obstructing both myself and Officer J. Bruce in the lawful discharge of our official duties by verbally yelling and disobeying lawful commands. Arnold was told multiple times to stay in his seat at the hospital and to refrain from cursing and disturbing the peace. Arnold repeatedly yelled and cursed at Officer Bruce and I while medical staff attempted to treat Arnold. WARRANT NUMBER: 2026-1841MW

Misdemeanor Terroristic Threats and Acts — Arnold is charged with Misdemeanor Terroristic Threats and Acts for knowingly and willingly offering terroristic threats to Officer J. Bruce by stating that he would look up his name and information, so that he could find him later, and he threatened to fight him as soon as he was released from custody. Arnold offered this in a profane and threatening manner towards Officer Bruce. WARRANT NUMBER: 2026-1842MW

Public Drunkenness — Arnold is charged with Public Drunkenness for appearing in an intoxicated condition under the influence of an unknown narcotic and alcohol at [REDACTED BY AGENCY] a public place, in which his condition was made manifest by profane language and willfully obstructing officers. Officer Bruce smelled the odor of alcohol coming from Arnold’s breath. Barrow County Dispatch advised us that another caller had made a statement regarding Arnold and had witnessed him drink a pint of alcohol before our arrival. Arnold showed signs of suspected narcotic use due to extremely dilated pupils and acting in a tumultuous manner. WARRANT NUMBER: 2026-1843MW

Simple Assault — Arnold is charged with Simple Assault for attempting to strike Officer Bruce with his shoulder in the chest and attempting to kick Officer Bruce as he was lawfully detaining him into a patrol car. WARRANT NUMBER: 2026-1844MW.

[NARRATIVE #2 on June 17, 2026]

On 6/17/2026 at approximately 1709 hours, I was dispatched to [REDACTED BY AGENCY] GA 30680 in reference to a suicide threat call. Officer Howe was assigned to the call for service with me. Barrow County Dispatch advised that the caller stated he was going through a mental episode and implied that he was going to walk into oncoming traffic. Officer Howe and I responded Code 3 to the scene in a marked patrol vehicle (Emergency Lights and Siren). Barrow County Dispatch also advised that another caller, from the Royal Blue Wine and Spirits liquor store, 321 N Broad St, stated they observed the male subject drinking an alcoholic beverage prior to our arrival. As Officer Howe and I arrived at the hospital, I observed a white male on the phone walking from the road and into the hospital parking lot. I checked the CAD system and asked Dispatch if they were still on the phone with the caller. Dispatch confirmed they were. and I determined this male subject was the patient in need. I advised Ofc. Howe that the male subject was the person we needed to check on.

Officer Howe and I made contact with the individual, who repeatedly yelled that he needed [REDACTED BY AGENCY]. I directed the male subject to have a seat on the sidewalk as I attempted to assess the situation. The male was later identified as Mr. Ramsey Collins Arnold. While talking to Mr. Arnold, I observed that his pupils were stretched out. Due to his behavior and dilated pupils, I suspected that he was under the influence of a narcotic. I also smelled the odor of a fruity alcoholic beverage permeating from his breath. Mr. Arnold struggled to focus on our conversation and repeatedly tried to get up and walk into the hospital despite me telling him to wait. While talking to Mr. Arnold, he stated he was going through a relationship break-up, which led to his current mental state. I conducted a terry frisk on Mr. Arnold for weapons with negative results. During the frisk I felt a bulge in his pockets that felt like a vape pen. He stated that [REDACTED BY AGENCY] discharged him against his will as he still wanted help.

Mr. Arnold was shouting and using profane language. I advised Mr. Arnold that we would attempt to help but advised him to calm down first. Mr. Arnold continued trying to get up and walk back into the hospital, so I followed him in.

As we entered the main lobby entrance, Mr. Arnold began shouting at the top of his voice at the desk clerk. His shouting caused a baby in the waiting room to begin loudly crying. I immediately escorted him back outside. I reminded Mr. Arnold that his behavior was not acceptable and that we would not be able to get him seen by the staff if he wasn’t able to calm down. I was able to console Mr. Arnold, and we attempted to get him admitted again. As Mr. Arnold walked back into the hospital, he made eye contact with the security guard and made a derogatory remark targeted towards him. I escorted Mr. Arnold away from the security guard and guided him towards a seat in the lobby, as I attempted to get Mr. Arnold re-admitted into the [REDACTED BY AGENCY] for treatment. I was speaking to the staff member when Mr. Arnold began creating a disturbance in the lobby. I warned Mr. Arnold to refrain from causing a disturbance; however, he continued to shout and use profane language.

I placed Mr. Arnold in handcuffs. Mr. Arnold was arrested with his hands behind his back. The handcuffs were double-locked and checked for proper fitment. During my search incident to arrest, the arrestee’s vape pens and smartphone remained in the subject’s pockets, as we escorted him to the emergency room area to be evaluated by medical staff. Mr. Arnold continued to cause a disturbance in the emergency room area. He continued to curse at me and shouted at the nurses as well. Mr. Arnold repeatedly stood up and interfered with the nurse attempting to provide treatment. Mr. Arnold was told repeatedly to calm down and remain seated. However, he continued to ignore our direct orders.

I had to guide Mr. Arnold back into his seat and hold him in place as the nurse applied the monitor sensors on him. As I released my grip on Mr. Arnold and stood up. Mr. Arnold attempted to strike me in the torso with his right shoulder. The nurse staff no longer felt safe to treat Mr. Arnold due to his aggressive behavior and antics. The medical staff provided discharge paperwork and Mr. Arnold was escorted out of the hospital. Note: We were informed by a nurse on the staff that Mr. Arnold was originally admitted to the hospital for a [REDACTED BY AGENCY]. The nurse did not advise what substance that Mr. Arnold had consumed however, the nurse was able to get a [REDACTED BY AGENCY] done and provided medical discharge paperwork. Mr. Arnold was turned over to Ofc. Howe, and he placed the arrestee in the back seat of his patrol vehicle #423. I advised Ofc. Howe to retrieve the items from Mr. Arnold’s pockets. Also, another staff member came out with more of Mr. Arnold’s personal property and handed it to me. I grabbed that property as well and Mr. Arnold’s phone and placed the items in the front console area.

Once Mr. Arnold was secured and buckled in, Ofc. Howe and I transported the arrestee to the Barrow County Detention Center. Mr. Arnold continued to yell and shout obscenities directed towards me during the entirety of the transport. As we approached the intersection of North Broad St and West Athens St, Ofc. Howe noticed Mr. Arnold fidgeting in the back seat. I suspected that Mr. Arnold was attempting to slip his cuffs. Mr. Arnold had shifted his handcuffs underneath his thighs and managed to get the rear passenger door unlocked. It was determined that the child safety lock button had been disabled unbeknownst to Ofc. Howe. Officer Howe immediately stopped the vehicle, and I got out to restrain Mr. Arnold and prevent him from escaping the patrol vehicle. (Note: As I exited the vehicle, I unintentionally dropped Mr. Arnold’s property and paperwork on the ground; however, the dropped items were recovered by assisting officers and placed back into the patrol vehicle.)

When I approached the rear passenger door, Mr. Arnold was able to get the door fully open and had gotten out on foot. Mr. Arnold gathered feet to attempt to flee, but I grabbed hold of him and forced him back into the vehicle. Due to his positioning during the escape, he slipped off the plastic backseat and fell into the floorboard. As I tried to help Mr. Arnold get back upright on the back seat, he attempted to “deadweight” his body to physically stop me from picking him up. Mr. Arnold was placed back onto the back seat, but he continued to be non-compliant and displayed aggression towards me. Mr. Arnold was eventually placed back into the seat. Additional officers were requested to the scene to assist with a WRAP restraint application. I attempted to keep Mr. Arnold in a seated position until help arrived with the WRAP restraint. However, Mr. Arnold continued to resist and tried to strike me with his shoulder again.

I unholstered my department-issued taser and warned Mr. Arnold not to charge towards me again. Mr. Arnold continued to display aggression towards me, despite giving him warnings to stop. Mr. Arnold lifted his foot and attempted to kick me in the chest. I dodged the strike and deployed my taser. During the initial deployment, one prong made skin contact and lodged into his leg just above his left knee. The second prong landed onto the floorboard and lodged into the metal frame underneath the floor cover. It was determined that the second prong had a conductive reaction to metal in the floorboard, as the deployment created Neuromuscular Incapacitation (NMI). I also felt an electric shock from the wire, which confirmed that a charge was being introduced. I was able to gain temporary compliance; however, due to Mr. Arnold’s arm positioning and longer body frame, it was hard to get Mr. Arnold repositioned properly with the handcuffs positioned behind his back.

I tried to get Mr. Arnold to readjust himself so his hands could move back up behind his back, though he claimed he couldn’t move. I was unsure if this was true or if he was attempting to bait me to come closer to him so he could attempt another attack. I kept Mr. Arnold in his position until assisting officers arrived on scene to assist.

Upon additional units arriving, we directed Mr. Arnold out of the vehicle. As Mr. Arnold exited the vehicle, he stated “I’m gonna rock your sh*t”. This phrase was directed towards me and is considered a slang phrase that’s mean he is going to physically knock me out. As Mr. Arnold was standing up, I visually inspected the impact area of the taser deployment and removed the single prong from his left leg. Another wire prong from a second discharge had been wrapped around his ankle, but no impact had been made into his skin. I assisted officers with getting Mr. Arnold to kneel down into the WRAP restraint system while also adjusting his handcuffs back to the proper position.

As assisting officers took over, I removed the wiring from Mr. Arnold and traced the wiring back to the other prong that was stuck in the floorboard. I was able to force the prong out of the frame. I determined that an electrical fault occurred when the prong impaled the metal frame of the vehicle resulted in the four prongs to discharge simultaneously. Mr. Arnold did have a bleeding entry wound from the prong that struck his left leg. However, due to his active resistance and violent behavior, Mr. Arnold was placed into the WRAP restraint after the prong was removed. Mr. Arnold was secured back into the patrol vehicle without incident. Mr. Arnold was buckled in.

Officer Howe and I continued the transport to the Barrow County Detention Center. Mr. Arnold continued to display violent, tumultuous, and threatening behavior towards me. As we traveled on West Athens Street, Mr. Arnold continued to antagonize me by using profane language. He continued to refer to me as a “B**ch A** boy” as well as a “B**ch A** N*gga”. This was a derogatory slur targeted against me as an African American. Mr. Arnold also stated that he was going to look up my name and personal information, so that he could find me and beat me up when he got released from custody.

Upon arrival at the Barrow County Detention Center, Mr. Arnold was turned over to the jail staff. I advised the jail staff that my arrestee had been tased. However, Mr. Arnold continued to be violent and resistant towards the jail staff before he could be treated for his taser prong wound entry. Mr. Arnold’s property was turned over to the jail staff with his medical discharge paperwork. The back seat of Howe’s patrol vehicle was searched for contraband prior to Mr. Arnold’s entrance and exit of the vehicle with negative results. My Watch Guard body camera was worn and activated. The onboard mobile camera from the patrol vehicle was activated during transportation. Ofc. Howe procured warrants. Note: Due to Mr. Arnold’s active resistance, and violent nature towards me, I was unable to take pictures of the single prong entry, however the extraction was captured on my body camera.
