On 06/29/2026 at approximately 2100 Hours, I was dispatched to [90 BLOCK] Market St, Winder GA. 30680 in reference to a dispute at the community pool where one party possibly had a knife pulled. I traveled code 3 in my marked patrol vehicle #398.

Upon my arrival, I met with Ryan Moen, who was the alleged suspect at the time, and I asked him what happened. Ryan stated that he and his friend [WITNESS #1] were hanging out at the pool all day. Ryan stated that he began playing country music that had racist lyrics, and the people across the pool who were black got upset and confronted him. Ryan then stated that after the black male who confronted him, he got “within Striking Distance,” which led to Ryan retrieving his pocket knife for protection.

While speaking with Ryan, I observed a strong odor of alcoholic beverage emanating from his person as well as multiple open alcohol containers next to him. I asked Ryan how much he had had to drink today, and he stated “about 3 and a half’. I asked Ryan about the confrontation, and he stated that after the black male ([VICTIM #1]) approached him, they proceeded to get into a screaming match about the music. I asked Ryan about the knife, and he proceeded to show me a brown handheld box-cutter style knife and stated that he had the knife out but did not open the blade.

I then spoke with [VICTIM #1] and asked him to tell me what happened. He stated that he was at the pool but eventually left as he had been outside all day and wanted to relax. He then stated that his (JUVENILE) sisters and cousins [REDACTED], [REDACTED], [REDACTED BY AGENCY] and [REDACTED BY AGENCY] were still at the pool. He stated that they all came home and showed him the offensive song that Ryan was playing loudly. I asked what song it was, and he showed me “Rebel Johnny- Ni*ger Hating Me,” which has very offensive and vulgar language. [VICTIM #1] then got dressed and went back to the pool to speak with Ryan about turning the music off and how it is inappropriate for minors to hear. He stated that Ryan then stood up and began yelling and arguing with him before grabbing his knife. After Ryan grabbed a knife, [VICTIM #1] then walked away and called law enforcement. While calling law enforcement, he stated that Ryan continued to scream and cuss and act in a disorderly manner.

At this moment, the juvenile sisters and cousins mentioned above arrived back at the pool so I could speak with them. While speaking with the juveniles, I asked them to tell me what happened, and they confirmed that Ryan was playing the racist music and acting disorderly.

Shortly after, Ryan’s friend [WITNESS #1] arrived back at the pool to tell me what happened. He stated that Ryan started playing the music out of nowhere and that Ryan got upset and began arguing with [VICTIM #1]. [WITNESS #1] then stated that he even went up to [VICTIM #1] and apologized on Ryan’s behalf and attempted to mediate the situation. [VICTIM #1] agreed and stated that [WITNESS #1] was polite and not part of the problem at all.

At this time, another female witness named [WITNESS #2] was on scene and stated that Ryan was also yelling at her and called her an “Anchor Baby,” which she also believed to be a racist slur.

At this time, with Ryan intentionally playing loud racist music, intentionally starting multiple confrontations and appearing to be in an inebriated state, I decided I had probable cause to arrest him.

Ryan was then placed in handcuffs, double locked, and checked for proper fit. Ryan was then searched for any weapons, contraband, or means of escape, with negative findings. Ofc. Perry then escorted Ryan to the marked patrol vehicles in front of the pool. The back seat of my patrol vehicle was also cleared of any weapons, contraband, or means of escape, with negative findings. Ryan was then placed in the rear passenger side seat of my marked patrol vehicle, with the seatbelt being placed over him and buckled in for safety.

At this time, [WITNESS #1] was also run through GCIC and had a return of a possible warrant out of the Douglasville Police Department. [WITNESS #1] was also placed in handcuffs behind his back, double locked, and checked for proper fit. Central dispatch then confirmed the warrant but stated that Douglasville was not going to extradite. [WITNESS #1] was then un-detained and the handcuffs removed from his person.

I then provided Central Dispatch with my starting mileage before proceeding to the Barrow County Detention Center. Upon arrival at BCDC, I relinquished custody of (PERSON) and his property to Barrow County Sheriff’s Office Correctional Officers. I then cleared the backseat of patrol vehicle #402 of any weapons, contraband, or means of escape with negative findings.
