Officer’s Narrative:

On July 29, 2026, at approximately 0836 hours, I was dispatched to [90 BLOCK] Market St, Bethlehem Ga 30620, Apt [REDACTED], in reference to a welfare check for a male who was [REDACTED BY AGENCY]. I traveled to the location code 1 in my marked patrol vehicle 407.

Upon arrival, I began checking the area for the subject. Upon arriving at the [REDACTED] building, I observed a large pool of blood with what appeared to be [REDACTED BY AGENCY] in front of apartment [REDACTED]. Seeing this, I contacted central dispatch to have EMS stage near the scene. I then began knocking on the door repeatedly with no answer. At the same time, Ofc Simmons began knocking on apartment door [REDACTED], also with no answer. At that time, one of the property managers made contact with us. She was identified as Mrs. [WITNESS #1].

[WITNESS #1] stated that she knew the identity of the male, who was later identified as Mr. [VICTIM #1], and that he lived in apartment [REDACTED]. While walking to [VICTIM #1]’s apartment, central dispatch received an additional call stating that they had seen [VICTIM #1] walking all bloody and believed they knew who had caused his injuries. The caller, who was identified as Mrs. [WITNESS #2], identified the suspect as Mr. Ryan “Luke” Moen.

Once Ofc. Simmons and I arrived at Apt [REDACTED]. I observed what appeared to be blood drops on the concrete leading to and from the door. I began knocking on the door as Ofc. Simmons circled back to the porch, where he alerted me that he could see the possible victim. As I rounded the corner I observed who I believed to be [VICTIM #1] holding a bloody towel and wiping his face. [VICTIM #1]’s face and arms were covered in dried and fresh blood. I observed a [REDACTED BY AGENCY].

Once I saw [VICTIM #1], I contacted Central dispatch and had them continue EMS. I then began asking [VICTIM #1] what had happened. [VICTIM #1] stated that he had gone to his friend’s house, whom he identified as Luke. [VICTIM #1] explained that he had gone to Luke’s apartment, which was apartment [REDACTED], to speak with him about a female whom they had both been talking to. [VICTIM #1] stated that he and Luke began having a verbal dispute, which escalated to being physical when Luke struck [VICTIM #1] in the face. [VICTIM #1] stated that that was all he could remember at that time. I then asked [VICTIM #1] how he had gotten to apartment [REDACTED], to which he stated that he did not know, that he [REDACTED BY AGENCY] I asked [VICTIM #1] where Luke was, to which he stated he did not know.

At that time, EMS arrived and began evaluating [VICTIM #1] and his wounds. Cpl. Maleski arrived on scene and accompanied me to Luke’s residence in an attempt to make contact with him, with negative results. Moments later, EMS informed me that they would be transporting [VICTIM #1] to [REDACTED BY AGENCY]. Before [VICTIM #1] was transported, I began taking photos of the visible injuries he sustained. After I had taken photos and [VICTIM #1] was transported to the hospital, Cpl. Maleski stated that due to the exigent circumstances, Luke may be injured, and a protective sweep of his residence was performed with negative contact.

Once the sweep was completed, Cpl. Maleski contacted Central Dispatch and had them put a Be on the lookout BOLO for Luke’s vehicle, a grey Jeep Compass with the Ga tag [REDACTED], to Cpl. Maleski then called [WITNESS #2] to speak with her further. [WITNESS #2] stated that she did not witness the altercation take place, just saw [VICTIM #1], wounded and bloody, walking around the complex. Cpl. Maleski then asked [WITNESS #2] why she believed Luke was the suspect, to which [WITNESS #2] stated that she had seen Luke and [VICTIM #1] have verbal disputes before and that Luke appeared to be a “dark person”.

After speaking with [WITNESS #2], I then proceeded to [REDACTED BY AGENCY], in an attempt to have [VICTIM #1] complete a Winder Police Department written statement form. Upon arrival, I made contact with [VICTIM #1] and asked him if he would be willing to provide a written statement, to which he agreed, but was unable to complete it at that time due to his [REDACTED BY AGENCY]. At that time, I was informed by Central dispatch that the Gwinnett County Police Department had stopped Luke and had him detained due to the BOLO. Please see Gwinnett County Police Department case number (260051317) for further information. I then issued a warrant for aggravated Battery for Luke’s arrest. I contacted the Gwinnett County police department and explained to them that I would be en route to take custody of Luke.

Upon arrival at the meeting point, a Quick Trip gas station (1750 winder Hwy, Dacula Ga 30019), I took custody of Luke from Gwinnett County Police Department officers and placed him into two sets of Winder PD issued handcuffs, ensuring proper fit and double-locking them to ensure they would not tighten. The rear seating area of my marked patrol vehicle was searched for weapons, contraband, or means of escape, with negative results. Luke was also searched for weapons, contraband, or means of escape with negative results before being placed in the rear seat area of my marked patrol vehicle.

I then transported Luke to 652 Barrow Park Dr, Winder, GA 30680 (Barrow County Detention Center). Upon arrival, I met with Detective Hill so she could assist me with the interview of Luke. Once Det. Hill made Luke aware of his Miranda rights we began asking him questions in reference to the altercation. Luke once again stated that no altercation had taken place and that he had not spoken with [VICTIM #1] in some time and that [VICTIM #1] is “kind of nutty”. When Luke was told that [VICTIM #1] stated that they were arguing over a girl, he stated that it was stupid and that no one would argue over a girl. Throughout the interview, Luke repeatedly stated why he would do that, he is “not an aggressive person”. Luke also showed Det. Hill and I, his hands, stating that if he hit someone, wouldn’t his hands be bruised? I observed Luke’s right hand appeared slightly swollen and what appeared to be slight bruising on his middle and ring finger knuckles. Det. Hill then took pictures of Luke, including his hands.

Once Det. Hill and I completed the interview, Luke was turned over to the intake deputies. I then searched the rear seating area of my vehicle for any weapons, contraband, or means of escape Luke may have left behind; nothing was located. I then traveled back to [REDACTED BY AGENCY] where I followed up with [VICTIM #1] to obtain a written statement. I then went back into service without further incident.

At this time, I took two warrants for Ryan Luke Moen’s arrest
