On June 26, 2025, I was dispatched to [800 BLOCK] Whispering Way, Winder, GA, 30680 in reference to a domestic dispute call. The caller advised that his brother and sister were yelling at each other. He also advised 911 dispatch that the sister attempted to hit the other brother with a back scratcher. He also advised that the brother had gone into their mother’s bedroom and was now yelling at her as well. The caller was identified as Mr. [VICTIM #1]. His siblings were identified as Mr. Joshua Umuna and Ms. Shekinah Umuna. The caller advised that the siblings walked outside and were still actively arguing with each other. I responded Code 1 (No Lights and sirens).

Upon my arrival, I made contact with Mr. [VICTIM #1] standing in the front yard with his sister Shekinah. He advised that his brother Joshua was still inside yelling at his mother. I made entry into the home, announcing myself as law enforcement. I scanned the immediate area but did not see any signs of a physical altercation. I made contact with the mother, Ms. [WITNESS #1], and [JOSHUA] as they walked out of the hallway. As a safety precaution, I asked the individuals to step outside, so I could talk to everyone separately. Ms. [WITNESS #1] advised that she had just had a heart attack and could not walk outside; I also observed that she was using a walker to move around. I then averted my attention to Mr. Joshua who was pacing around and seemed agitated by my presence.

I calmly asked Mr. Joshua to step outside to talk to me. Mr. Joshua initially refused my request and began to approach me. I asked him again to step outside to speak with me. Mr. Joshua was uncooperative and argumentative with my request. I reiterated that I needed him to follow my orders as I was actively investigating the scene and needed all parties separated. Eventually, Mr. Joshua complied and walked out to the driveway. He immediately began shouting that he was assaulted by his brother and sister and wanted to press charges. Mr. Joshua again would not walk down to the road away from his siblings as I asked. I reiterated again that in order for me to investigate what occurred, I needed Mr. Joshua to walk with me toward the road so everyone could be separated. After another verbal protest, Mr. Joshua finally complied. He was visibly angry and using profane language as we walked toward my patrol vehicle #423.

Mr. Joshua stated again that he was assaulted by his sister Shekinah. He claimed that she “put her hands” on him several times and pushed him several times. He claimed that their mother [WITNESS #1] was a witness to the assault. Mr. Joshua advised that he was cooking, and the kitchen started building up with smoke. He stated that Shekinah came into the kitchen and began shouting at him because of the smoke. Mr. Joshua advised that he attempted to ignore his sister initially because he did not want to interact with Shekinah. He stated while he was ignoring her, Shekinah came up to him and attempted to pull his earbud from his right ear. Mr. Joshua stated he jerked away from her to keep her from taking his earbuds out. Mr. Joshua stated that he left the kitchen and walked to the mother’s bedroom to explain why he and Shekinah were arguing.

He stated that Shekinah walked between him and his mother’s bedroom doorway and pushed him. He also claimed that his other sibling [VICTIM #1] “bearhugged” him and tried to remove him from their mother’s room. Mr. Joshua began shouting and using profane language and I had to advise him to lower his voice and not to use profane language as we were outside in public view and to also keep his siblings from hearing our conversation. Mr. Joshua did lower his voice but continued to use profane language. I asked him to reiterate how his sister Shekinah pushed him. He stated that she pushed him on his shoulders, but then he also claimed she used her body to keep him from getting into the room. He claimed that Shekinah pushed up against him using her chest to push him backward. He advised that he “went around” her and entered into his mother’s room.

However, when I asked him to clarify how he “went around” his sister he recanted his statement and claimed that she walked away, and he was able to walk freely into the room. Then he recanted another statement and claimed that his sister was chest bumping him in the hallway as he was attempting to go towards their mother’s room. Joshua stated he was talking to his mother for approximately thirty seconds before his brother [VICTIM #1] came into the room and bearhugged him. I scanned Mr. Joshua for signs of injuries and did not observe any clues. Mr. Joshua also declined a medical evaluation.

Next, I went inside to speak with [VICTIM #1]. He stated that both he and his sister Shekinah were actively working to have Mr. Joshua evicted from the residence after their mother invited him over around November of last year. The two siblings had been feuding with Joshua ever since. As far as today, Mr. [VICTIM #1] advised that he noticed the smoke coming from the kitchen and he told his sister Shekinah that Joshua was burning something on the stove. He stated that Shekinah approached Joshua to complain about the fire. He advised that Joshua was intentionally ignoring Shekinah as she talked to him, so subsequently she reached towards his ear to remove the earbud. He stated that his brother Joshua “explodes” afterward.

Mr. [VICTIM #1] advises that both Joshua and Shekinah begin yelling at each other and Joshua walks out of the kitchen towards their mother’s bedroom. He advised that Joshua and Shekinah continued arguing as they got to the mother’s room. Mr. [VICTIM #1] stated that he attempted to de-escalate the situation but was unable to speak over the siblings due to their shouting. He advised Mr. Joshua began shouting at their mother. Mr. [VICTIM #1] advised that Joshua was hovering over their mother who was sitting on the bed. Mr. [VICTIM #1] got between Joshua and their mother attempting to shield her mother from Joshua because he believed her safety was at risk.

Mr. [VICTIM #1] advised that his siblings were still arguing and shouting during this maneuver. Mr. [VICTIM #1] advised while attempting to restrain his brother and back him away from their mother, Joshua threw him toward the wall once [VICTIM #1] grabbed him. [VICTIM #1] advised that items were knocked off the shelf near the wall, but he was ultimately able to regain his footing. [VICTIM #1] advised that he put his hands on his shoulder attempting to get his brother to leave the room, but he stated that Joshua threw [VICTIM #1]’s hands off his shoulders. After failing to de-escalate the situation, [VICTIM #1] advised that he walked out of the room and called 911.

Next, I spoke to their mother Ms. [WITNESS #1]. Ms. [WITNESS #1] advised that Joshua and Shekinah are affected by [REDACTED BY AGENCY]. Joshua and Shekinah were not taking medications as prescribed. She advised that Joshua did start a small fire in the kitchen while he was cooking. She advised that [VICTIM #1] complained to Shekinah about the incident, and Shekinah came into the kitchen and started shouting at Joshua. She advised that when Joshua walked into her room, Shekinah did try to push him out of her room. She advised that Joshua would get in Shekinah’s face often when the two siblings argued.

She stated the arguments would escalate because Joshua would try to talk over Shekinah. She advised that both Joshua and Shekinah were yelling and being physical towards each other, however, Ms. [WITNESS #1] claimed that Shekinah was the initiator. Ms. [WITNESS #1] that [VICTIM #1] was trying to de-escalate the argument between the siblings and was shielding her from Joshua due to his aggressive demeanor while in her bedroom. Ms. [WITNESS #1] advised that an eviction process had been started for Joshua and since then he has been causing conflict within the household.

Lastly, I went outside and spoke to Ms. Shekinah. Ms. Shekinah advised that her brother [VICTIM #1] told her about the fire in the kitchen. Shekinah stated that she came into the house to confront Joshua about the incident because she was concerned that he was damaging her stove. She advised as she was talking to Joshua she noticed he was ignoring her. She began shouting at him, but he did not respond. She advised when she walked up to Joshua and began reaching for his earbud, that is when he began shouting “Don’t f**king touch me”, and “Don’t ever f**king touch me again”. Ms. Shekinah claimed that she never touched Joshua in the kitchen nor was she able to remove the earbuds from his ear.

She stated that Joshua left the kitchen and walked into their mother’s bedroom and began screaming at the mom, “Get this crazy b**ch away from me” [referring to Shekinah]. Shekinah stated that she went into the room after Joshua and he was actively screaming in her face. Ms. Shekinah also claimed that Joshua had a history of violent tendencies. She stated that she began screaming at Joshua as he was screaming at their mother. She stated that when Joshua stepped closer and closer to their mother, she got between Joshua and their mother to shield the mom from Joshua. She stated that she pushed Joshua to keep him out of their mother’s face, but he resisted her and made his way back into the room.

She advised that she and Joshua were both arguing and hurling insults at each other. Shekinah advised that she removed herself from the room as Joshua continued shouting at their mother. Shekinah advised eventually [VICTIM #1] came in and tried to de-escalate and coerce Joshua out of the room. However, as [VICTIM #1] tried to get Joshua to leave, Joshua became physical towards [VICTIM #1]. I asked Shekinah if she made any physical contact while she and Joshua were arguing. She stated she only physically touched Joshua when he was in their mother’s face shouting. She stated that she placed her hands on his chest and put herself between Joshua and their mother.

I asked Shekinah if she and Joshua argued often. She advised that her relationship with her brother Joshua was toxic. She stated that the siblings had bad blood, and she stated that she had called law enforcement on Joshua for assaults and disorderly conduct at their past residence, but she stated that the disputes between the siblings were mostly verbal at the Whispering Way residence. I scanned Ms. Shekinah for any injuries and noticed a red mark below her neck. I asked Shekinah about the mark, and she claimed it was a rash.

Based on the statements provided by all subjects, it appeared that Shekinah initiated the verbal dispute between her and Joshua. Furthermore, Joshua actively engaged with Shekinah in the verbal dispute. Both subjects were yelling and using profane language within the household. The two individuals carried the argument into their mother’s room which disturbed her and disrupted the peace and tranquility of the home for the other residents, including their brother [VICTIM #1], and Shekinah’s [REDACTED BY AGENCY] year-old son [REDACTED BY AGENCY], Mr. Joshua’s conduct while law enforcement was at the scene displayed hostility and aggression to the point where I had to calm Mr. Joshua down and direct him to refrain from using profane language. I charged Joshua and Shekinah with Disorderly Conduct [Local Ordinance Sec. 16-11].

I provided Ms. [WITNESS #1] with a business card containing our agency’s phone number and a case number to call to report additional information about the case and to follow up with law enforcement if needed. I advised the mother that I would be transporting both [JOSHUA] and Shekinah to the Barrow County Jail for the incident that occurred that evening. My Watch Guard body camera was worn and activated. I advised both parties to keep the peace and to conduct themselves morally moving forward. I am writing this report to document the statements and actions taken today.

Both subjects were arrested with their hands behind their backs. The handcuffs were double-locked and checked for proper fitment. I placed Ms. Shekinah Umuna in custody and escorted her to my patrol vehicle #423. I searched Ms. Shekinah’s outer garments for weapons and contraband, and any means of escape prior to escort. The search was recorded via body cam. The search incident to arrest yielded negative results. Ms. Shekinah was placed in my patrol vehicle #423 for transport.

Mr. Joshua Umuna was searched incident to arrest by me for weapons and contraband and any means of escape prior to escort. The search incident to arrest yielded negative results. Mr. Joshua was placed in the back seat of Ofc. Pierce’s my patrol vehicle for transport per my request. Both arrestees were buckled in. Upon arrival at the Barrow County Detention Center, both arrestees were turned over to the jail staff for booking without incident. A female deputy searched Ms. Shekinah when she entered the facility and that search yielded negative results. The rear seats of both patrol vehicles were searched for contraband prior to and after transport with negative results. My Watch Guard body camera was worn and activated. The on-board camera in my patrol vehicle was activated during transport as well.
