On 5/26/2026 at approximately 1818 hours, I, Ofc. B. Harris W152 was dispatched to 401 Gainesville Hwy, Winder, GA 30680 (Publix) regarding a Hit and Run. I responded CODE 1 (no lights or sirens activated) in marked patrol vehicle #400.

Upon arrival, I was met by the victim, [VICTIM #1], who stated that she was inside Publix and when she came out, she was stopped by JUVENILE [REDACTED BY AGENCY], who told her she witnessed another vehicle strike her car and leave the parking lot. Ms. [VICTIM #1] stated that JUVENILE [REDACTED BY AGENCY] was able to get a picture of the suspect’s license plate. Ms. [VICTIM #1] showed me the picture of the license plate, and I observed the license plate number [REDACTED]. Once I obtained Ms. [VICTIM #1]’s information, I asked her to call JUVENILE [REDACTED BY AGENCY] me so I could speak to her.

I then spoke with the father of JUVENILE [REDACTED BY AGENCY], [REDACTED BY AGENCY] who stated that his daughter would be more than happy to speak with me to help in any way she can. While speaking with JUVENILE [REDACTED BY AGENCY] she stated that the suspect vehicle backed out of the handicap parking spot and backed all the way into Ms. [VICTIM #1]’s vehicle. JUVENILE [REDACTED BY AGENCY] then stated the vehicle turned around, stopped in front of Publix, and the driver exited the vehicle, placed groceries inside, and then left the parking lot. JUVENILE [REDACTED BY AGENCY] stated that the impact of the suspect vehicle hitting Ms. [VICTIM #1]’s vehicle was very loud and that she doesn’t know how the suspect didn’t hear it.

I then took pictures of the damage to Ms. [VICTIM #1]’s vehicle, which had multiple large dents and multiple large scratches to the rear passenger-side quarter panel and bumper. Once I handed Ms. [VICTIM #1] my business card with case report number 2026-00026675, I explained the process for obtaining the report for her records and told her that she was free to leave at this time.

I went inside Publix and spoke with the manager about viewing the security camera footage. While viewing the camera footage, I observed the suspect vehicle, which was a black Kia Sorento, back out of the handicap parking spot and back into Ms. [VICTIM #1]’s vehicle, causing Ms. [VICTIM #1]’s vehicle to rock side to side. I then observed the suspect vehicle turn around and park in front of Publix, where I observed a female exit the vehicle, walk around to the passenger side of the vehicle, look at the damage, and then proceed to place groceries into the vehicle and then leave the scene. I was able to see the license plate in the video, which matched the picture that JUVENILE [REDACTED BY AGENCY] took.

Once back at my patrol vehicle, I submitted a GCIC inquiry on my duty-issued laptop to run the license plate [REDACTED]. I received a return to Talisa Reece, who lives at [300 BLOCK] Harrison Ln, Winder, GA 30680. I then notified Barrow County Dispatch that I was en route to that address and had another unit en route as well.

Upon arriving at [300 BLOCK] Harrison Ln, I observed the black Kia Sorento that matched the vehicle in the camera footage, backed into the driveway. Ofc. P. Melniciuc W151 arrived on scene shortly after I did. I walked up the driveway to see if there was damage to the vehicle, but I was met by Talisa Reece, who was standing in the garage. I asked Ms. Reece if she was recently at the Publix where the incident occurred, and she said yes. While asking the question, I observed a large dent and multiple paint scuffs on the rear passenger side quarter panel and bumper, which aligned with what I saw in the video. I asked Ms. Reece how the damage happened to the vehicle, but she couldn’t explain how.

I then explained to Ms. Reece that I observed her vehicle on video, hitting Ms. [VICTIM #1]’s vehicle, and the extent of the damage that was done to the vehicle. I also explained to Ms. Reece that there was a witness who saw the incident happen and took a picture of her license plate. Ms. Reece kept saying that she didn’t know that she had hit anything. I explained to Ms. Reece that, with how hard Ms. [VICTIM #1]’s vehicle shook in the video, I find it hard to believe that she didn’t know she hit something.

I then told Ms. Reece that she was under arrest for hit and run. I placed Ms. Reece in properly spaced, double-locked handcuffs behind her back. I then conducted a search of Ms. Reece’s person for weapons, contraband, and means of escape using the back of my hand with negative findings. I then walked Ms. Reece down to my patrol vehicle and placed her in the rear passenger compartment and secured her using a lap-and-shoulder harness for her protection.

I walked back to the garage and spoke with Ms. Reece’s husband, who stated that Ms. Reece had told him that she had hit a pole while at Publix. I explained everything to her husband and told him what she was being arrested for.

I then transported Ms. Reece to the Barrow County Detention Center, where she was released from my custody to the Detention Center staff without further incident. The arrest booking and citation were completed while at the Detention Center, and a copy of the citation was left with Ms. Reece’s property. I checked the backseat of my patrol vehicle before transporting Ms. Reece and after dropping her off at the Detention Center with negative findings.

Talisa Reece was issued a citation for Hit and Run 1st Offense – Citation #WC005594.

Photos of the damage to the vehicles have been attached to this report along with the security camera footage and the photo of the license plate.
