Officer’s Narrative:

On May 23rd, 2026, at approximately 0100 hours, I, Cpl. Knight (506) was patrolling the area of Texaco, located at 504 Hayes Lake Rd., Statham, GA 30666, when I observed a vehicle traveling eastbound on Atlanta Hwy SE without its headlights activated.

I got behind the vehicle, a two-door red Dodge Challenger, activated my red and blue emergency lights, and initiated a traffic stop just after the Texaco. I notified dispatch that the vehicle was still rolling down on Atlanta Hwy SE and was failing to stop. As the vehicle was traveling down Atlanta Hwy SE, I observed the driver failing to maintain the lane. The vehicle eventually came to a stop in the driveway of [2200 BLOCK] Atlanta Hwy SE.

After running vehicle tag [REDACTED BY AGENCY] through GCIC/NCIC, I was alerted that the registered owner had a suspended license and the vehicle’s registration was also suspended.

Although the driver ‘s-side window was rolled down, I was unable to see inside the vehicle clearly. I could not see anyone in the driver’s seat or hear any movement, raising concern that someone may be attempting to conceal themselves or access a weapon. Due to these safety concerns, specifically the inability to see the occupants combined with the unknown situation inside the vehicle after a failure to stop, I stopped approaching and retreated to my patrol vehicle. I informed dispatch that I was conducting a felony stop. I gave loud verbal commands for the occupants to show me their hands. Other units arrived on scene and began assisting. After commands, Deputy McLntosh 198, hands from both the driver’s and passenger’s sides became visible.

The first female occupant, later identified as Kengela Jackson, exited the vehicle from the driver’s side in compliance with commands. While being detained, she immediately stated she was not the driver and that the driver had jumped in the back seat. She also informed officers that two additional occupants remained inside the vehicle.

A second female, later identified as Brymira Maddox, exited from the passenger side, and a third female, later identified as Tationya Witt, exited from the driver’s side of the vehicle.

All occupants were detained and separated in patrol vehicles. Prior to placement, each occupant was patted down for weapons and contraband in accordance with department policy. No weapons or illegal items were found on any individual during the pat-down searches. Deputy McLntosh and I cleared the vehicle. We detected a strong odor of alcohol coming from inside and conducted a probable cause search. During the search, an open container was found along with other open containers throughout the vehicle. These included two cans of Cayman Jack Margarita, one empty and one half full, and a bottle of Casamigos Tequila containing a small amount of liquid. Photographs of the open containers were taken and then the contents were dumped at the scene. (see attached picture)

I then spoke with Kengela, identified myself, and explained the reason for the stop. When I inquired about the driver, Kengela stated she was not driving and had been sitting in the back seat. She claimed that Tationya was driving, and that Tationya jumped into the back seat with her. Kengela reported that the vehicle belongs to Brymira’s father and admitted that the open container in the back seat was hers. She further stated that she had driven to Vintage Billiards, 2085 Atlanta Hwy SE, earlier in the evening, but was not driving at the time of the stop, reiterating that Tationya was driving.

I then spoke with Brymira, identified myself, and explained the reason for the stop. Brymira stated she was not the driver and had been sitting in the passenger seat. She reported that Tationya was driving the vehicle.

All parties declined to provide written statements. Verbal statements were recorded on the Axon body cameras worn by me, Officer Massey (507), Deputy McIntosh (198), and Officer Booth (511).

I then spoke with Tationya, identified myself, and explained the reason for the stop. Tationya denied being the driver and initially claimed the vehicle’s owner was operating the vehicle. During our interaction, I observed a strong odor of alcohol on her breath, glassy eyes, and slurred speech. It was verified that the registered owner, a male, was not present at the scene. When questioned further, Tationya ultimately stated she did not know who had been driving. Officer Booth advised Tationya of her Miranda Rights and requested that she perform Standardized Field Sobriety Tests (SFST), which she refused. Officer Booth read the Georgia Implied Consent Notice for drivers age 21 or over verbatim. When asked if she would submit to the state-administered blood test, Tationya refused. This refusal was documented and confirmed in my presence.

I informed Tationya that she was being placed under arrest for the following offenses:

• Failure to Maintain Lane (OCGA 40-6-48)
• Headlight Requirements (OCGA 40-8-22)
• Open Container (OCGA 40-6-253)
• DUI – Driving Under the Influence of Alcohol (OCGA 40-6-391)
• Driving While License Suspended (OCGA 40-5-121)

and a warning for the suspended registration (OCGA 40-6-15)

Brymira and Kengela were both released after being issued citations for Open Container (OCGA 40-6-253). Because both were intoxicated, neither could drive the vehicle. They arranged for someone to pick them up and the vehicle. Officer Smith 515 remained on scene until the vehicle was retrieved. The vehicle was ultimately picked up by [REDACTED].

Tationya and her belongings were transported and turned over to the Barrow County Jail.

An official notice of license suspension and the DDS 1205 form were completed and attached to the report.
