[NARRATIVE #1 on May 13, 2026]

On May 13, 2026, I was dispatched to the lobby of the Barrow County Sheriff’s Office in reference to an individual wanting to file a report. A code one (non-emergency) response was used.

Upon arrival, I met with the complainant/victim who mentioned that her ex-boyfriend had been contacting her through various phone numbers. The complainant (later identified as [VICTIM #1]) mentioned that on May 1, 2026, she had TPO signed and taken out against her ex-boyfriend (identified as Timothy Meyer). However, she was unaware if he had been served yet. [VICTIM #1] mentioned she wanted a report to document that her ex-boyfriend had been using other phone numbers to contact her.

[VICTIM #1] was given a case card with my name, badge number, and the case number assigned. At this time, [VICTIM #1]’s ex-boyfriend has not been served.

[NARRATIVE #2 on September 15, 2026]

On September 15, 2026, I was notified that an Aggravated Stalking warrant was taken out on Timothy Meyer. Timothy’s vehicle, which was identified as a 1997 Jeep Wrangler bearing GA tag: [REDACTED].

After doing some research into Timothy and his Jeep, I discovered his last known location was in Jefferson. I added the Jeep to the Flock hotlist. A few hours later, I refreshed the search and found the Jeep driving again, going south through Jefferson. I made my way back toward Timothy’s house. When I arrived at the intersection of Highway 82 and Diamond Ridge Drive, RTCC sent me a message regarding the Jeep. I was notified that the Jeep had just hit south on Highway 82 at the county line coming into Barrow.

I stopped at the front of the neighborhood and waited for the Jeep. When I observed a Jeep pulling into the neighborhood, I activated my blue lights and stopped the Jeep. Once I visually confirmed it was Timothy driving, I got him out of the Jeep and detained him. After confirming the warrant, I told Timothy he was under arrest for his outstanding warrant. Timothy’s handcuffs were checked for proper fit and double-locked behind his back. I searched Timothy incident to arrest, and no contraband was located. I was notified prior to the arrest that CID wanted Timothy’s phone seized. Timothy requested that all of his property, including the Jeep, be turned over to his mother.

I secured Timothy in the backseat of my patrol car and transported him to the Barrow County Detention Center. On the way to the jail, Timothy asked me several times what his warrant was in reference to, and I had very little detail to share with him. Timothy stated he was willing to work with law enforcement and offered up his other cellphones that were at his house. Those phones were collected by Sgt. Smith, and a property receipt was provided to Timothy’s mom. After telling Timothy several times that I had no details regarding his case, he continued talking in the backseat of my car. Timothy told me that this wasn’t his first time being arrested and that he has active TPO’s against him. Timothy stated he spoke to “Officer Myers”, referring to Investigator Myers, about one of his cases, and he knew he wasn’t allowed to go anywhere near one of his ex-girlfriends.

Timothy stated he frequents Athens and the Bethlehem area, so he is unsure how he would have violated a TPO. Timothy also stated the breakup was nasty, and he and his ex-girlfriend aren’t on good terms. As Timothy was exiting my patrol car, he fully extended his legs while under the door frame. As a result, he slammed his shoulder into the door frame and dislocated his left shoulder. The jail nurse evaluated him and advised that he would have to get clearance from the hospital. I secured Timothy back in my patrol car and proceeded to Northeast GA Barrow for jail clearance.

While at the hospital, the doctors in charge reset his shoulder two separate times. They stated that it appears Timothy is intentionally dislocating his shoulder to prolong his hospital stay. Timothy was cleared and secured back in my patrol car. Timothy was secured with a seat belt only and no handcuffs due to his left arm being wrapped in a sling. Once at the jail, Timothy was turned over to jail staff without incident and served with his outstanding warrant. Timothy was provided with a property receipt for the cellphone that was located on him at the time of the arrest.
