Aggravated Assault

Officer’s Narrative:

On 04/03/2022 I responded code 1 (no lights or siren) to a domestic dispute at [600 BLOCK] Covered Bridge Rd. The caller, Ms. [VICTIM #1], said her husband threatened to shoot her and kill himself. He was in possession of a firearm and was no longer on scene.

I arrived on scene and spoke to Ms. [VICTIM #1]. Ms. [VICTIM #1] told me that her husband, Mr. Wa Chong Lor, had pulled out a firearm and pointed it at her and threatened to kill her. Ms. [VICTIM #1] told me they had an argument earlier in the night about his drinking habit and how he is never home to take care of the family.

Ms. [VICTIM #1] said that Mr. Lor got upset over the argument and it escalated. She said that Mr. Lor retrieved a firearm and pointed it at her. Ms. [VICTIM #1] told me that Mr. Lor said that he was going to kill her and then shoot himself.

Ms. [VICTIM #1] said that the 6 children they have together witnessed the event and began to cry. She said when the kids began to cry Mr. Lor put the firearm down and was upset. She said Mr. Lor began to load the firearm and pointed it and her again and himself. She said he was going to kill her and himself again. She said the children started to cry again and he left in a black Scion TC hatchback with Georgia Tag [REDACTED].

She told me that when Mr. Lor left, he took the gun with him and said he was going to kill himself. She said she didn’t know where Mr. Lor would be going but he did have an uncle that lived in Monroe, GA. She didn’t believe he would go there because the 2 of them were in a dispute.

I put out a BOLO to all local PD’s and surrounding counties for that vehicle. Mr. Lor was considered armed and dangerous because he had the firearm with him. I advised Ms. [VICTIM #1] of her victim’s rights and gave her a pamphlet with victim’s rights info. I asked her if she would want me to arrange shelter for her and she requested yes. She said she didn’t have any family or friends in the area.

A local domestic violence shelter advised they didn’t have space to accommodate her and her children. Ms. Lor said she had someone who was willing to come over and spend the night with her. I obtained the following written statement from Ms. [VICTIM #1]:

“This morning I woke up early to go to the laundromat around 8:30 am to do two loads of laundry. I told my husband to watch the kids. I did not talk to him after that, and all day after. I came back home from doing laundry, cooked for the kids. Around 3pm, my husband took the kids to go fishing. With the 4 kids. My 1-year-old and 12-year-old stayed home with me.

I woke up from my nap around 6pm, the kids and my husband came home from fishing. I went outside to water my garden, and my husband was feeding his chickens. After watering my garden, I came inside and cut up some fruit to feed the kids and made a pizza for us. Then around 9pm, I went to pay some bills on my computer.

My mother-in-law called me around 10pm to talk about our issues. I talked to her for about 40 minutes, and then after I talked to her, my mother-in-law talked to my husband. 10 minutes into the phone conversation, he hung up the phone with my mother-in-law and walked out the door. He was already getting ready to go somewhere while I was talking to my mother-in-law.

After, he talked to my mother-in-law for 10 minutes, he opened the door and walked out. I asked him “Where are you going?” he stopped and yelled, “You want to see the monster in me come out? This is what you want! This is what you want huh!” He went to my bedroom, and pulled out his gun, came to the kitchen front door and pointed the gun at me and yelled the same thing. The kids were crying, telling him to stop.

He said, “Do you want to die!?” He pointed the gun at me, said “Do you want me to shoot you? Do you want me to shoot myself?” he dropped the gun, loaded it, and pointed it at me the 2nd time yelling the same things to me. The kids begged him to stop. So, he dropped the gun, put it in his pocket and ran out the door saying he was going to kill himself. I locked the door and called the police.”

After obtaining the written statement I contacted on call CID. They were notified and didn’t respond to the scene. CID advised me not to speak to the children and they would set up interviews with them at a later date. I established probable cause to arrest Mr. Lor for Aggravated Assault Family Violence, and 6 counts of Cruelty to Children in the 3rd degree.

While on scene an Auburn police officer spotted Mr. Lor at Atlanta Hwy and Mount Mariah Rd. They conducted a traffic stop on the vehicle and Mr. Lor was inside the vehicle. I responded to the scene of the traffic stop. Mr. Lor was in handcuffs detained. I read him his Miranda warning and he agreed to speak with me.

Mr. Lor told me that Ms. [VICTIM #1] was talking to his mother and was talking bad about him. He said he was feeling depressed and wanted to kill himself. He admitted to pointing the firearm at Ms. [VICTIM #1] but denied it being loaded. A firearm was recovered on scene of the traffic stop. It was a black semi auto Montgomery compact chambered in .45. Mr. Lor was advised he was under arrest.

I switched out handcuffs and put mine on Mr. Lor. I placed them on behind his back, double locked and checked for tightness. I searched Mr. Lor for additional weapons and contraband but nothing was found. Mr. Lor was placed in the backseat of my patrol vehicle. The backseat of my patrol vehicle was checked for weapons and contraband prior to and after transport. Nothing was found.

I transported Mr. Lor to the Barrow County Detention Center. Once we arrived at the detention center, I turned custody over to detention deputies. I will be seeking warrants for Mr. Lor for Aggravated Assault Family Violence, and Cruelty to Children in the 3rd degree Family Violence.
