On July 28th, 2026, I responded to a dispute at [300 BLOCK] Shenandoah Cir, Winder, GA 30680. In reference to a neighbor who had come into their yard and was yelling at them about a car. I responded to the call CODE 1 (no lights or sirens) in marked patrol vehicle #405.
Upon my approach, the residents of [300 BLOCK] Shenandoah Cir said that two people from [300 BLOCK] Shenandoah Cir, Winder, GA 30680 were pointing at one of their cars as it drove by. [VICTIM #1], DOB:[REDACTED BY AGENCY]/1978, said that the male then started walking up to their yard, was standing behind one of their cars, and was reading the tag. [VICTIM #1] then went out into the yard and asked him what he was doing, and said the male immediately became aggressive towards him. The male was identified as Todd William, DOB: [REDACTED BY AGENCY] 2001. William’s mom is Catherine Todd, DOB:[REDACTED BY AGENCY]/1975. Catherine was also outside with William and was saying she was going to fight the neighbors. At one point, Catherine had sprinted across the yard at the family who was standing in their yard. [VICTIM #2], DOB: [REDACTED BY AGENCY] 2007, said that she and her friends felt like they were in danger and they did not feel safe. [VICTIM #2] had a video of everything that had happened. The video will be attached to the report.
I gave the family a case card and told them to give us a call when the two of them returned. Approximately an hour later, the family called back and stated that William and Catherine were back home. I headed out to the home, and while en route, we received a call that a female had jumped out of a car because her son said he was trying to kill himself. Upon my arrival, I quickly realized it was William and Catherine from the previous call.
Katherine was [REDACTED BY AGENCY] on the phone with her mother, who had called us. I did not see William at the time. I stood by with Catherine until a second unit arrived, as I was notified that William and Catherine were not law enforcement-friendly. Once a second unit arrived, William was located [REDACTED BY AGENCY] in the passenger seat of a vehicle sitting in the driveway. William was [REDACTED BY AGENCY]. William had [REDACTED BY AGENCY], as he had cut [REDACTED BY AGENCY]. William became very hostile once his mom, Catherine, began being moved into the ambulance.
While William was being placed in handcuffs, he continued to resist and refuse to put his hands behind his back. William was then placed in handcuffs behind his back with assistance. The handcuffs were double locked and checked for fit. William was then searched for weapons, contraband, and means of escape with a negative result. I checked my backseat for weapons, contraband, and means of escape with a negative result. William was then placed in the backseat of marked patrol vehicle#405.
William was then transported to [REDACTED BY AGENCY]. Catherine was transported to [REDACTED BY AGENCY]. Once William was cleared from [REDACTED BY AGENCY], he was transported to Barrow County Jail.
William was turned over to Barrow County intake deputies for booking.
All of William’s belongings, along with his medical clearance papers, were turned over to intake deputies. A victim notification form was also completed and left with the jail.
William was charged with Disorderly Conduct, Simple Assault, and Obstruction of a police officer.
