On Monday, July 13th, 2026, at approximately 1808 hours, I, Ofc. Perry #149 was dispatched to [300 BLOCK] Mobile Drive, Winder, GA 30680, in reference to a domestic dispute. Call notes stated that Mr. William Davis was coming off methamphetamine and was acting out in the home. I traveled CODE 3 to the location listed above in my marked patrol vehicle #537.

Upon arrival, I met Mr. [WITNESS #1] and Ms. [WITNESS #2], who stated that their son William had left out the back of the residence. I searched the area for William but was unsuccessful at the time. I began speaking with [WITNESS #1] and [WITNESS #2], and they told me that William was coming down off the drugs he had taken.

[WITNESS #1] and [WITNESS #2] stated that when William comes down off the drugs, he lashes out and acts abnormally. [WITNESS #1] and [WITNESS #2] stated that he has been acting this way most of the day. William eventually arrived back on scene, and I placed him in properly fitted double-lock handcuffs. I then patted William down for any drugs, weapons, or means of escape, and none were found.

I advised William that he was just being detained at this time and placed him in the backseat of my patrol vehicle. I continued to gather information from [WITNESS #1] and [WITNESS #2] about the situation. [WITNESS #1] and [WITNESS #2] stated that they were not in fear for their life and no threats were made to them. Due to a lack of Probable Cause, I was unable to take any Family Violence charges.

I advised William that he would be placed under arrest for Disorderly Conduct and Disturbing the Peace. I then transported William to 652 Barrow Park Drive, Winder Ga 30680 (Barrow County Detention Center).

Upon arrival, custody of William and his belongings was relinquished to the Barrow County Intake Deputies. I completed all intake forms and left William with two citations: WC91710 Disorderly Conduct and WC91711 Disturbing the Peace. I then returned to service with no further issues.
