On July 28, 2026, at 1237 hours, I was dispatched to 104 Zena Drive, Cartersville, Georgia 30121, in reference to a dispute involving a disorderly and irate subject, later identified as Delilah Hubbard.
Upon my arrival, I spoke with Deputy Lauren Hilley #816. Deputy Hilley stated that Hubbard had been standing at the bonding window since approximately 1000 hours and was refusing to move or allow Bartow County Sheriff’s Office personnel to perform their duties and assist members of the public with bonding services.
Deputy Hilley reported that Hubbard had been asked several times by jail staff to either leave the facility or move away from the bonding window so staff could assist other members of the public. Deputy Hilley further stated that Hubbard spoke with multiple jail supervisors regarding the matter but continued to refuse to comply with their requests.
Deputy Hilley reported that Hubbard was yelling and using profanity in view of the public. The incident was captured on the surveillance cameras at the Bartow County Jail.
Hubbard was taken into custody by Deputy Hilley in the Bartow County Jail lobby while I was inside the facility. I was able to review the video surveillance footage to verify the events that had been stated.
Hubbard passively resisted while being placed under arrest. Hubbard was charged under county ordinance for Disorderly Conduct and was arrested on a citation.
