On Monday, May 26, 2025, at approximately 1550 Hours, I was notified by Corporal Anders, Bartow County Sheriff’s Office Officer #915, that she was currently at [100 BLOCK] Old Tennessee Rd, Cartersville, Georgia 30121, regarding Suspicious activity involving a U-haul truck and several animals that were deceased or in distress. Corporal Anders advised that she had seen several animals that were in distress or deceased. I advised her to have Bartow Dispatch call the on-call animal control officer so they could be en route.
At approximately 1642 hours, Officer Gibson with Bartow County Animal Control notified me and advised that he would need my assistance. He confirmed that several animals were deceased and many more needed emergency assistance. Officer Gibson also informed me that, due to the large number of animals, he would require additional animal control trucks on the scene to collect the animals.
Upon my arrival at 1758 hours, I observed that the property itself was in complete disarray. I saw trash and debris scattered throughout the property. I observed several dogs running freely throughout the property. Many of the animals running at large appeared to be underweight and had poor hair coats. Poor skin coat conditions usually indicate poor diet and unsanitary conditions. I then located Animal Control Officer Gibson and observed that he was working to unload animals from a large U-Haul box truck. As I approached the car, I could smell a strong, pungent odor that was emanating from the U-haul truck. As I approached the rear of the vehicle, the conditions were unbearable.
I observed several deceased animals located inside crates that were placed inside the U-haul truck. The truck itself was a large box truck and had absolutely no ventilation. The back of the truck had approximately 3 to 4 inches of water in it, where it appears that animals were either being sprayed off to cool down or it was being sprayed to attempt to clean. However, if it was for cleaning, it was not being adequately performed, as the cages were covered in feces, urine, and wastewater. Due to the lack of drainage, U-Haul trucks are not designed for transporting animals. Inside the U-haul truck, six large, various-breed dogs were deceased.
I then relocated to the back of the property, where another twenty-plus dogs were located inside dog kennels. The kennels were approximately 10 feet by 10 feet in size and had entry gates. There were six kennels connected, giving an L-shaped design. The first three kennels had dogs inside them. Many of the animals in the kennels were suffering and in distress. Some of the animals in the kennel were already deceased, and others were barely holding on. There were a few that were able to walk around, but given their age, they were not as spunky as they should have been for their age group. The animals that were barely holding on appeared lethargic, and a quick inspection of their gums suggested they were anemic. Several animals had loose, runny stools that also contained blood; they were lying in it because they lacked the strength to move themselves out of it.
The smell inside the kennels was horrific; it was an iron-like odor, likely due to the large amount of blood present in the animals’ stools. It also smelled of death. The animals inside the kennel that were deceased were exhibiting signs of rigor mortis and had a large number of flies attacking their bodies. The kennels were also covered in feces and had an ammonia-like smell, indicating the presence of high levels of urine. The kennels were unsanitary and unfit for animals to live in. Most of the animals that were living were exhibiting signs of disease and other medical conditions. The animals were confiscated and placed into the custody of the Bartow County Animal Control.
After collecting all the dogs from outside the property, property Owner [WITNESS #1], allowed and consented to our entry into the residence to check the welfare of the animals inside. Due to the exigent circumstances: unsanitary conditions, deceased dogs, and the other animals in extremely fragile states, it was pertinent to check the welfare of the other animals on the inside of the property. Mr. [WITNESS #1] was very helpful and allowed us inside the residence, telling us the animals were located in the bedroom beside the living room on the left. Once inside, I opened the door to the bedroom.
I observed five dogs inside the bedroom. They were in somewhat better living conditions than those on the outside, but still not in ideal situations. The floor in the bedroom was covered in feces, urine, and blood. The animals were walking through the waste matter and also lying on bedding that was saturated with feces and urine. The animals inside the home were also taken due to their poor living conditions and concerns about their welfare and safety.
Together, a total of 46 dogs were removed from the property on May 26, 2025, and 1 dog on May 27, 2025, for a total of 47 dogs. Of that, 10 animals were deceased. The animals were taken to the Bartow County Animal Shelter, where Shelter veterinarian [REDACTED] was present to examine all the animals. During transport to the shelter, another four animals passed away due to the poor conditions. The veterinarian determined that another 16 dogs were in too poor a condition to be treated and were humanely euthanized. Altogether, 16 were euthanized by the veterinarian, 14 were deceased either on the property or en route to the shelter, and 18 have been quarantined and are being monitored due to fear of being diseased.
I then debriefed with Corporal Anders, and based on her findings through testimonial evidence and my own findings through the physical evidence established on scene, the main caretakers/owners of the dogs (Alicia Alsup and Tucker Campbell) were placed under arrest for aggravated animal cruelty to animals (X3).
Through Corporal Ander’s investigation, it was determined by testimonial evidence that both Alicia and Tucker were using the U-Haul truck to transport the animals in an attempt to rehome them. Alicia stated that they traveled up to two hours away out of state with the animals in crates inside the un-airconditioned, unventilated U-Haul truck. While the ambient temperatures outside were in the mid-to-upper 80s, the humidity for the day was also in the 90s. She stated they would give them breaks every so often. However, being inside an enclosed vehicle with no air or ventilation put the dogs in severe distress. It ultimately resulted in the untimely death of those in the U-Haul truck.
Along with Alicia and Tucker, several friends assisted in either loading the animals into the U-haul truck or assisting in the neglect of the dogs. Based on the testimonial evidence, it appeared that Gabriel Cammon, Garland Adams, and Cody Reimer had all actively participated in the neglect/death of the animals involved. Gabriel, Garland, and Cody were placed under arrest for aggravated animal cruelty to animals (X1).
Alicia, Tucker, and Cody all bore witness to the weather conditions. She continued to allow the dogs to be transported in the harsh environment without providing the basic care and preventive measures that a reasonable person would have taken in a similar situation.
Alicia, Tucker, Cody, Gabriel, and Garland were later transported to the Bartow County Jail without incident. I later secured warrants on all of these individuals.
