On Friday, May 23rd,2025 at approximately 0226 hours, I Deputy C. Jones with the Uniformed Patrol Division of the Bartow County Sheriff’s Office was dispatched to [4200 BLOCK] Arrington Road in Acworth, Bartow County Georgia in reference to a domestic incident.

Prior to arriving Dispatch advised that the caller Ms. Haylee Blackwell had called in, advising that her father was throwing her out of the house without a 30 day notice, and had locked her and her boyfriend Matthew Jackson out of the house.

While enroute to the residence Dispatch advised that Mr. [WITNESS #1] had called in and advised that his daughter Haylee, and her boyfriend Matthew arrived at his home at approximately 0130 hours and were arguing then attacked his son, so he locked them out of the house to prevent any other incident.

At approximately 0236 hours, I arrived and met with Mr. [WITNESS #1], his son [VICTIM #1], and his sons girlfriend Ms. [WITNESS #2] who all live at the residence.

Mr. [WITNESS #1] (father) advised at approximately 0130 hours he woke up to his daughter Haylee and her boyfriend Matthew coming inside the residence and heard them arguing and could tell they were both under the influence of alcohol. Mr. [WITNESS #1] advised that he came into the living room and witnessed Matthew and Haylee attacking his son [VICTIM #1]. Mr. [WITNESS #1] advised Matthew, had his son in a rear naked choke while Haylee was scratching him and had grabbed him by the te*ticals. Mr. [WITNESS #1] advised he tried stopping Matthew and Haylee and was eventually able to get them outside and locked them out of the house. Mr. [WITNESS #1] advised he allowed his daughter and her boyfriend to move in last year before Christmas because he wanted to help them get established. Mr. [WITNESS #1] advised last week they came home intoxicated and were arguing but law enforcement was not contacted.

After speaking with Mr. [WITNESS #1], I spoke with his son [VICTIM #1]. [VICTIM #1] advised at approximately 0130 hours, he was woken up by his sister Haylee and her boyfriend Matthew. [VICTIM #1] advised Haylee and Matthew were both highly intoxicated and being loud so he came into the living room asking them to keep it down before they wake up Mr. [WITNESS #1]. [VICTIM #1] advised after he asked them to lower their voices, Matthew attacked him. [VICTIM #1] advised during the altercation, Matthew struck him multiple times in the face and head, then got on his back and applied a rear naked choke which restricted his airway. [VICTIM #1] advised that while Matthew was choking him, his sister was scratching him and grabbed him by the te*ticals and began pulling on them. [VICTIM #1] advised that his father was able to pull Haylee and Matthew off of him and pushed them outside, and locked them out preventing any other disturbance.

I then asked [VICTIM #1] if he had any marks from the altercation. [VICTIM #1] then removed his shirt and I witnessed marks on his face from being struck from Haylee and Matthew. I observed scratches on [VICTIM #1] shoulders, neck, back and on his ribs. While I was looking at [VICTIM #1] eyes I observed Petechiae which is consistent with strangulation. After photographing [VICTIM #1], I spoke with [WITNESS #2]. ([VICTIM #1]’s Girlfriend) While speaking with [WITNESS #2] she advised the same information as Mr. [WITNESS #1] and [VICTIM #1]. [WITNESS #2] advised during the fight she was pulling [HAYLEE] off of [VICTIM #1].

While I was meeting with Mr. [WITNESS #1], [VICTIM #1] and [WITNESS #2], Dispatch advised that Haylee was at the TacoBell in Cobb County and was not able to get a ride back to the residence.

I will be securing warrants for Matthew for the following:

Aggravated Assault Strangulation FVA OCGA: 16-5-21
Battery FVA OCGA: 16-5-23

I will be securing warrants for Haylee for the following:

Battery FVA OCGA: 16-5-23

Due to Matthew and Haylee not being at the residence upon law enforcement arrival and due to them not being located in the area, this case will be pending arrest until they are located.
