On 07/08/2026 at approximately 13:10 hours I, Sgt. Burchett while employed by the Adairsville Police Department responded to the Garden Inn motel in Adairsville located at 500 Georgia N Circle to assist Officer Mercado with a suspicious person in the parking lot.

Upon arrival I located Officer Mercado on the side of the parking lot in a grassy area. Officer Mercado was speaking to a white male and white female. Officer Mercado advised me that he was requested by the motel manager to assist with the female.

Officer Mercado advised me that the manager had told him that the female had been aggressive and had thrown sticks at him from the wooded area near the parking lot. Officer Mercado stated that the male and female had been staying at the motel and were now unable to pay for the room. When asked to leave the motel, the female became very upset and began throwing the sticks at the manager.

I began speaking to the female. The male was very compliant and calm. The female was very agitated and appeared to be in an altered state of mind. The female was yelling and talking about Jesus and then began hitting herself in the face. The female was talking about her murdered son and talking about her family.

The female was yelling at the male who was her friend. She would yell and accuse him of murdering or hurting her children. It appeared that the female was talking to herself and possibly hearing voices. At one point she began seeing her child under a nearby car and began talking to her child. I looked and observed that there was no child under the vehicle.

I asked the female for her name and date of birth. After resisting to identify herself, she finally provided her name and date of birth. The female was identified to be Miss Jackie Lennell Watters, born [REDACTED BY AGENCY].

I began speaking to the male and asked if Miss Watters always acted like this. He answered no. I requested Metro EMS to respond for a mental evaluation for Miss Watters. Upon arrival I informed them of Miss Watters’ condition.

The EMTs began speaking to Miss Watters. She refused again to provide her name to them. After answering their questions Miss Watters was asked to get inside the ambulance to be transported to the hospital. Miss Watters strongly refused.

After discussion with the EMT I informed Miss Watters that she needed to be transported to the hospital to get help. Miss Watters continued to refuse to go to the hospital. I decided that Miss Watters needed help and could not be allowed to leave without help.

I informed Miss Watters that she needed to go to the hospital. I informed her that if she refused I would have no choice but charge her for disorderly conduct for her actions with the motel manager and acting disorderly in public at the motel.

While speaking to Miss Watters and attempting to get her to agree to got to the hospital, one of the EMTs began pleading with her to get inside the ambulance. Miss Watters became aggressive again and raised her voice. Miss Watters then stood up rapidly and began to lunge in the direction of the EMT.

I quickly grabbed Miss Watters’s right wrist and controlled her arm behind her back. Officer Mercado did the same with the left arm. I placed Miss Watters into hand restraints and double locked them.

I escorted Miss Watters to my patrol vehicle. While searching her outer garments Miss Watters began aggressively pulling away while yelling. Miss Watters pulled away a few times while I removed a cigarette lighter from her pant leg.

Officer Mercado attempted to place Miss Watters in the rear seat of my patrol vehicle. Miss Watters began resisting and refused to get inside the vehicle. Officer Mercado lifted Miss Watters and placed her inside the vehicle and secured her inside the rear of the vehicle.

I transported Miss Watters to the Bartow County Detention Center. After releasing Miss Watters to the jail staff, they began searching her person. While the jail staff was searching her pant leg Miss Watters turned around aggressively and lunged toward the jailer while her hands were unrestrained. Miss Watters was escorted to the holding area by other jail staff.

I returned to the Police Department and secured an arrest warrant for Miss Watters for the charge of disorderly conduct without any further incident.
