On August 19th, 2026 at 2250 I was dispatched to [4500 BLOCK] Joe Frank Harris Parkway in reference to a domestic disturbance. David Black called 911 and said his son and his girlfriend were in a domestic dispute.
Upon my arrival I first spoke to [VICTIM #1]. [VICTIM #1] said earlier this day her boyfriend, Jason Black, took her cell phone and would not return it. [VICTIM #1] said he took the phone without consent and she asked several times to return it. Jason still had the phone in his possession.
I then spoke to Jason. Jason said [VICTIM #1] just gave him the phone and told him to call 911 because they had an altercation with David earlier. Jason said he did not keep the phone from [VICTIM #1]. [VICTIM #1]’s phone was not damaged. I took posseion of her cell phone and returned it to her.
Jason then said David attempted to run over him earlier in the driveway and made verbal threats to attempt it again. Jason said there was evidence on [VICTIM #1]’s phone
I asked [VICTIM #1] if David attempted to run over Jason. [VICTIM #1] said yes and she was in the vehicle with him. [VICTIM #1] said David accelerated towards Jason. David did stop right before he was about to strike Jason. [VICTIM #1] said she did have a video of David saying he was going to run over Jason. I watched the video and sent [VICTIM #1] the Citizen’s Upload link using Coreforce.
I then spoke to David. First I asked David if he witnessed Jason taking [VICTIM #1]’s phone. David said he did witness [VICTIM #1] and Jason arguing over the phone. [VICTIM #1] was telling Jason to return the phone and he would not do so.
I asked David if he attempted to run over Jason and he denied it. I then asked about the threats he made to run Jason over. He said it was taken out of context because Jason was approaching the vehicle threatening to hit him with a shovel.
I asked Jason and [VICTIM #1] about the shovel. Both said prior to the incident David had approached Jason yelling at him. Jason felt threatened and picked up the shovel, but did not raise it toward David or make any threats.
Jason was taken into custody and charged with Criminal Trespass-Interference with Property under the Family Violence Act. Jason was transported to the Bartow County Sheriff’s Office without incident.
David was taken into custody and initially charged with Aggravated Assault and Terroristic Threats (F) under the Family Violence Act. Upon arrival at the Bartow County Detention Center, Deputy Joshua Cline was conducting a patdown of David. Deputy Cline discovered a white granulated substance in David’s pocket. I suspected the substance to be meth. David said the substance was not his and he must have accidentally got it from work. David was also charged with Grossing the Guardlines and Possession of Meth.
I took custody of the suspected meth for evidence. The preliminary gross weight of the suspected meth was 1.3 grams. It was placed into evidence and a GBI submission for testing was done.
