On May 25, 2026, at approximately 1400 hours, I was traveling eastbound on Highway 20 when dispatch aired a BOLO over the radio regarding a red Chevrolet Silverado bearing South Carolina license plate [REDACTED]. The BOLO advised the vehicle was traveling westbound on Highway 20, driving into oncoming traffic and speeding rapidly.
As I approached Rowland Springs Road, I observed the vehicle traveling in the left-hand lane. When the driver, later identified as Jason Shirley, observed my patrol vehicle, he rapidly applied his brakes and slowed to almost a complete stop in the roadway. I pulled behind the vehicle and activated my emergency lights. Jason then slowly rolled into the Texaco parking lot and parked in a parking space on the left-hand side of the lot.
Upon approaching the driver’s side window, I observed Jason to be very fidgety and sweating profusely. I identified myself and my department and asked where he was traveling. Jason stated he was traveling from White, Georgia to Villa Rica, Georgia. I then requested his driver’s license, which he nervously searched for while shaking and fumbling through items inside the vehicle.
While checking Jason’s license through GCIC, the return showed his North Carolina driver’s license status as “Class C — Inactive,” and Jason was unable to provide any additional proof of a valid license. I then asked Jason to step out of the vehicle for further questioning. As Jason exited the vehicle, I observed a glass Corona beer bottle nearly fall out of the truck. While looking inside the vehicle, I also observed multiple opened Corona beer bottles in the backseat area.
I asked Jason if he had been drinking alcoholic beverages. Jason stated he had been drinking just before leaving and stated he “didn’t want to lie.” I then asked Jason, on a scale from 0 to 10, with 0 being completely sober and 10 being passed out intoxicated, where he believed he was on that scale. Jason responded, “Honestly, a 7.”
While speaking with Jason, I observed slurred speech and noticed he was unable to maintain his balance, swaying from left to right. I asked Jason if he would perform standardized field sobriety exercises, and Jason stated he would not pass. Jason then asked if he could just receive citations and not drive again.
Jason was then placed under arrest and secured in handcuffs behind his back. The handcuffs were double locked and checked for fit and safety before Jason was placed in the rear of my patrol vehicle. I read Jason his Miranda Rights, which he stated he wished to invoke. I then requested a state-administered blood test, and Jason refused to respond.
Prior to transport, I ensured Jason did not possess any weapons or illegal substances. Jason was transported to the Bartow County Jail without incident. Upon arrival at the jail, Jason refused to answer any questions from myself or jail staff.
Jason was cited for DUI Less Safe, Open Container, and Operating a Motor Vehicle Without a Valid License.
