Violate Family Violence Order

On October 31, 2021 (Sunday) at 0231 hours, 1 was dispatched to the area of Gilreath Road Home Place Drive, Cartersville, GA, in reference to a female subject sitting in the middle of the road. The female was described as a white female wearing a plaid shirt.
While in the area searching for the female I observed a white male walking down the road. As 1 stopped to check with him to see if he had seen the female, she came walking down Home Place Drive.
At this time I identified the male subject / Michael Pratt. He originally stated he knew the female, but didn’t really know her that well. He began to state he wasn’t suppose to be around her because of an incident that happen a few years ago however he didn’t give much detail at this time.
I then spoke to and identified the female as Rachel Ferrell. Rachel advised me that she and Michael are boyfriend and girlfriend and they live together at [10 BLOCK] B Home Place Drive, Cartersville, GA. She then advised me there is a stay away order for Michael due to a FVA charge back in July of 2020.
I then went back and spoke to Michael who stated he has been staying with Rachel at [10 BLOCK] B Home Place Drive. He also stated they had an argument earlier at which point Rachel became upset and told she was going to go stand in the road and let a car hit her and that’s why they were outside.
I then had the jail staff check for a conditional bond which they were able to verify and make a copy. After speaking to both parties it was determined that Michael was in violation of the family violence order set in place by the Probate Court. Michael was placed under arrest at this time. While I was placing Michael under arrest Rachel became upset and told me I was going to have to arrest them both.
I told her to go back to the house at which point she refused to do and tried to grab a hold of Michael in an effort to stop me from taking him to jail. Another deputy had to move Rachel away so that I could secure Michael in my car.
As I was placing Michael into my car, Rachel kept trying to come towards my car and myself and assisting deputies had to restrain her. At this time due to Rachel actively trying to prevent me from taking Michael into custody I placed her under arrest for obstruction. She was then placed under arrest and both subjects were transported to The Bartow County Detention Center without further incident.
