On Monday, June 9, 2026, at approximately 1704 hours, I responded to 960 Joe Frank Harris Pkwy (Piedmont Cartersville) in reference to a domestic disturbance that occurred earlier in the day.
Upon my arrival, I spoke with Victim 2, who stated her boyfriend and father of her child,whom she is pregnant with, Victim 1, had been in a physical altercation at approximately 1540 hours at [300 BLOCK] Old Mill Rd (Alexandria Landing).
Victim 2 stated she was with her friend Juvenile 1 when she walked to Victim 1, who was with his cousin, Mr. [WITNESS #1], to speak with Victim 1. Victim 2 stated Victim 1 started yelling and she attempted to slap him, but Victim 1 was able to avoid the slap. Victim 2 stated sheattempted to slap Victim 1 an additional time, striking him in the upper chest or face; Victim 2 was unsure exactly where she struck him.
Victim 2 stated Mr. [WITNESS #1] had broken the two of them up from fighting and separated them from each other and went their separate ways.
Victim 2 stated shortly after she had gone to walk past Victim 1, who was standing in a breezeway at the above location, when Victim 1 reacted like Victim 2 was about to strike him. Victim 1 thengrabbed Victim 2 by the neck, choking her, stating that she “saw cartoon characters” before losing consciousness and waking up with Mr. [WITNESS #1] standing over her, helping her. Victim 2 stated Victim Thad left the area upon her regaining consciousness.
Upon checking Victim 2′ neck for any signs of bruising or irritation, I was unable to see any visible bruising, and there was no visible redness in her eyes from lack of oxygen.
Photos of Victim 2′ neck were taken on my department-issued body-worn camera.
Victim 2 informed me she was 8 weeks pregnant with Victim l’s child.
I spoke with Victim 1 via phone call through the Bartow County dispatch line. Victim 1 stated he was with Mr. [WITNESS #1] when Victim 2 started running at him and swinging at him, attempting to strike him. Victim 1 stated he kept stepping back, asking why she was trying to hit him, before stopping and getting slapped in the face. Victim 1 stated he slapped Victim 2 back in defense before they both startedarguing.
Victim 1 stated Victim 2 threw her phone at his face, attempting to hit him. Victim 2 then began kicking him in the legs while Mr. [WITNESS #1] was trying to separate them. Victim 1 stated Victim 2 then kicked him in the groin, causing him to become aggravated and grab Victim 2 by the neck, choking her. Victim 1 stated he recalls only grabbing Victim 2 by the neck for a short time, no longer than approximately 30 seconds to 1 minute, before letting go.
Victim 1 stated Mr. [WITNESS #1] said she had lost consciousness, stating he did not believe he choked her long enoughfor that to happen. Victim 1 stated he then left before anything further could take place.
No photos of Victim 1 were taken for injuries due to this interaction being via phone call.
I spoke with Mr. [WITNESS #1], whose statement matched Victim l’s. Mr. [WITNESS #1] additionally added he believes Victim 1 had choked Victim 2 for a much longer amount of time, at approximately 5-10 minutes, before letting go while he was attempting to get Victim l’s hands off of Victim 2′ neck.
I spoke with Juvenile 1, whose statement was consistent with Victim l’s and additionally added she did not see Victim 2 kick Victim 1 but did witness Victim 1 grab Victim 2 by the neck, choking her, and could hear Victim 2 gasping for air. ms. [REDACTED] stated Victim 1 then let go due to Mr. [WITNESS #1] separating them before turning around and grabbing Victim 2 by the neck an additional time.
Juvenile 1 stated she watched Victim 2’s body become limp before Victim 1 let her go and watched her hit the ground, and Victim 2’s body began convulsing. Juvenile 1 stated Mr. [WITNESS #1] was attempting to separate Victim 1 from Victim 2 during this incident.
Due to testimonial evidence, it was determined that Victim 2 was the primary aggressor in the incident, andwarrants were obtained for the following below. Additionally, charges were taken for Victim 1 due to the testimonial evidence revealing Victim 1 did not act in self-defense by exceeding the amount of force a reasonable person would use.
An electronic warrant for Victim 1 and Victim 2 was requested and granted by the Honorable Judge BartMitcham, from the Magistrate Court of Bartow County, State of Georgia. The active and valid warrants are as follows:

I spoke with Victim 1 on 06/09/26 at approximately 0920 hours via phone call. I requested Victim 1 come to the Cartersville Police Department in reference to the case. Upon Victim l’s arrival, I placed Victim 1 inhandcuffs behind his back, checking for proper fit and double locking. I searched Victim 1 incident to arrest for any contraband or weapons, with none being found.
Victim 1 was placed into the back of Officer Chapman’s marked patrol vehicle that has been checked prior to and after each transport. Victim 1 was secured via safety belt and transported to the Bartow County Jail forhousing, being turned over to jail staff.
Officer Chapman and I went to [10 BLOCK] Courtyard Ln on 06/09/26 at approximately 1100 hours to make contact with Victim 2. Upon arrival, contact was made with Victim 2. I placed Victim 2 in handcuffs in front of her due to being pregnant, checking for proper fit and double locking. Victim 2 was searched incident to arrest for any contraband or weapons, with none being found.
Victim 2 was placed into the back of my marked patrol vehicle that has been checked prior to and after each transport. Victim 2 was secured via safety belt and transported to the Bartow County Jail for housing, being turned over to jail staff.
