On May 28th, 2026, at 0022 hours, I was dispatched to 50 Conference Center Dr, Cartersville, Georgia, in reference to a domestic dispute.
Upon arrival, I spoke with Russell Moss, who stated he and his sister, [VICTIM #1], have been here at the facility for their mother, [REDACTED], who had passed away. Russell stated [VICTIM #1] was starting an argument over the house she is staying in, which was their mother’s house. Russell stated [VICTIM #1] told him he was trying to come after her money. Russell stated he told [VICTIM #1] he didn’t want her money, but he is going to legally because he gets a third, and another family member gets a third of [REDACTED]’s money.
Russell stated [VICTIM #1] told him, ” Bullsh*t, you just want my money and I’ll blow your fu*king head off.” Russell stated he then grabbed [VICTIM #1], but he didn’t choke her out. Russell stated no one was around when [VICTIM #1] threatened him. Russell stated when he grabbed [VICTIM #1], he told her, ” No, you can’t, and you’re not going to blow my head off, I’m not scared of you.”
When Russell showed me where he grabbed [VICTIM #1], he had his hand around his throat and chin area.
I spoke with [VICTIM #1], who stated Russell kept trying to talk about [REDACTED]’s house, which started an argument. [VICTIM #1] stated she told Russell it wasn’t the right time and to shut up because they were here for their mother, who had passed away. [VICTIM #1] stated Russell grabbed her by the throat, which caused her difficulty breathing. [VICTIM #1] stated she has COPD, which already makes it hard to breathe, and with Russell grabbing her throat, it made it twice as hard.
[VICTIM #1] showed me where Russell grabbed her by the neck, and I observed a red mark near her chin and the left side of her neck.
When [VICTIM #1] was asked if she threatened to blow Russell’s head off, she advised me she couldn’t recall if she did or not. [VICTIM #1] advised me only her, Russell, and [REDACTED] were in the room.
Russell was placed under arrest in handcuffs to the rear. Russell was placed in the rear of a patrol vehicle and transported to the Bartow County jail and turned over to the jail staff without further incident. A warrant for aggravated assault-strangulation has been secured for Russell’s arrest.
Due to conflicting statements and no witnesses to the threat made towards Russell, the charge of felony terroristic threats and acts has been left unfounded.
