On Tuesday, May 19th, 2026 at approximately 1209 hours I was dispatched to the area of the Highway 41/Highway 411/Tennessee St cloverleaf in Cartersville, Bartow County, Georgia in reference to a male pedestrian collapsing while walking along the roadway.
Upon my arrival, I observed Cartersville Police Department Officer J.D. Downer standing by looking down into the woodline next to the roadway. Officer Downer advised he was told about the male by a passerby while observing traffic flow along Joe Frank Harris Parkway. Officer Downer said he located the male and while speaking with the male, the male fell down the hillside next to the roadway.
Bartow County Fire and Emergency Services arrived on scene and rescued the male subject from the steep inclined hillside covered with briars and overgrowth and brought the male back up to the roadway. I immediately smelled the odor of alcohol emitting from the male’s breath and observed the male to be unsteady on his feet. The male was also slurring his words. Based on my training and experience, I believed the male to be under the influence of alcohol.
The male was asked for identification. The male identified himself as Terry Moore with a birthdate of [REDACTED]. I asked Terry if he had been drinking today. Terry said no. I asked the male if he had used any drugs today and Terry said no. I asked Terry if there was anyone I could call to pick him up and Terry said no. I asked Terry if I could take him somewhere and Terry wanted to be taken to the Red Barn Grocery. I was not able to do this due to Terry being unable to care for himself. I asked Terry if I could take him to Piedmont Cartersville Hospital to be evaluated and Terry said no. I asked Terry if he would be willing to speak with MetroAtlanta EMS personnel and Terry said no.
Due to Terry being unable to safely care for himself while walking along a public roadway placing him into a dangerous situation, I escorted Terry to the Bartow County Sheriff’s Office Detention Center where he was turned over to the jail staff without incident for the charge of Disorderly Conduct (County Ordinance) through the Bartow County Magistrate Court.
Sec. 50-76. – Disorderly conduct defined.
A person commits the offense of disorderly conduct when such person commits any of the following:
(8)Is in a public place under the influence of an intoxicating liquor or drug in such condition as to be unable to exercise care for his own safety or the safety of others.
