On Sunday, August 16, 2026, at approximately 2102 hours, I responded to Amberwoods Apartments, [1100 BLOCK] N. Tennessee St, in reference to a domestic disturbance in the area of Apt [REDACTED].
The complainant called 911 after witnessing 2 males fighting in the parking lot. Complainant gave a description of the males and stated that one of the males was wearing a red shirt, and he was now leaving the area on foot.
Ofc Brown was in the area, and he located Mr. Dover in the area of Tennessee St and Collins Dr. Ofc Davis responded to the incident scene and located Victim, who was the victim in the case. I responded to assist Ofc Brown. Upon my arrival, I asked Mr. Dover if there was an altercation at the apartment. He denied having any altercation and advised that he recently moved in with Victim because he was homeless. Victim woke him up and was yelling that he needed to leave the apartment. Mr. Dover stated that the argument was only verbal and he left the location.
Ofc Davis advised me that Victim had visible injuries, and he stated that he was strangled by Mr. Dover. I detained Mr. Dover and placed him in handcuffs behind his back, double locked after checking for proper fit. Mr. Dover was searched in which no contraband was located. He was placed in my vehicle and transported back to the incident location.
I spoke to Victim, and he stated that he allowed Mr. Dover to move in with him a few days ago because he had nowhere else to go. Victim advised that Mr. Dover has been drinking and using drugs. When he came home tonight, Mr. Dover was passed out in the living room. An argument started, and he told Mr. Dover that he wanted him to leave. Mr [VICTIM #1] also stated that the argument ended in a physical altercation after Mr. Dover grabbed him by the shirt collar. During the altercation, Victim advised that he was strangled by Mr. Dover. Victim did have a visible injury to his upper chest area just below his neck, and his shirt appeared to have been wrinkled, consistent with someone grabbing and twisting the collar. I could see what appeared to be four fingers just below Victim’ neck line.
I asked Victim about being strangled, and he stated that Mr. Dover grabbed him by the back of the neck with one hand and then pushed in with his other fist from the front. This caused him not to be able to breathe. Victim also stated that he was struck about the head while Mr. Dover strangled him.
I photographed Victim’ injuries. At this point, I advised Mr. Dover that he was being charged with Aggravated Assault Strangulation CE-0182934 and Battery – Family Violence CE-0182935.
I transported Mr. Dover to Bartow County Jail, where he was turned over to the jail staff without incident.
I searched my vehicle before and after each transport for contraband and found nothing each time.
