[NARRATIVE #1 on June 25, 2026]

On 06/25/2026 at approximately 0659 hours, I, Deputy McDonald, was dispatched to the area of 5363 Allatoona Gateway in reference to an assault that had just occurred with injuries.

Once on scene, I met with the complainant/victim, identified as [VICTIM #1], who stated that a male who goes by the name “Roy”, later identified as WILLIAM ROY PHILLIPS, and a female, identified as JESSICA DENISE BUCHANAN, came over to get a bike that she claims is hers. Mr. [VICTIM #1] stated that the bike was his and he could prove it. Mr. [VICTIM #1] stated that when he came out of the tent, he got hit. Mr. [VICTIM #1] stated that Mr. Phillips chased him around the field with a metal “pole” pipe. Mr. [VICTIM #1] stated that while Mr. Phillips was chasing him, he heard his girlfriend, identified as [VICTIM #2], say that she got hit, so he ran back around the front of the camp. Mr. [VICTIM #1] stated that when he came around the tent, he observed Ms. Buchanan with a hammer in her hand. Mr. [VICTIM #1] stated that he does not know if Mr. Phillips hit him with the pipe. Mr. [VICTIM #1] stated that Mr. Phillips swung the pipe and a “big a*s” tree branch at him, then threw a block at him. Ms. [VICTIM #2] stated that Mr. Phillips did hit Mr. [VICTIM #1] with the pipe and punch him.

I asked Ms. [VICTIM #2] how the hammer was involved, and she stated that it was sitting next to their fire pit. Ms. [VICTIM #2] stated that she got hit on the back of the head, and when she turned around, Ms. Buchanan only had a hammer in her hand. Ms. [VICTIM #2] stated that she does not know if Ms. Buchanan hit her in the back of the head because she wasn’t bleeding, but it was the only thing in her hand. Mr. [VICTIM #1] stated that when he came around the hill, Ms. Buchanan threw the hammer down, then walked off. Ms. [VICTIM #2] stated that Mr. Phillips has threatened her “numerous” times that he was going to “beat the sh*t out of her.”

Mr. [VICTIM #1] stated that after everything happened, words were exchanged, and Ms. Buchanan and Mr. Phillips left toward their camp on the Chattahoochee Technical College Campus.

Mr. [VICTIM #1] stated that the hammer was still lying on the ground, then pointed at it. I observed a yellow-and-black-handled hammer lying in the grass in front of the tent.

Mr. [VICTIM #1] had a laceration to his left ear and scratch marks on his left cheek. I checked the back of Ms. [VICTIM #2]’s head but did not observe any marks due to her hair.

I photographed both injuries using my body-worn camera.

I was unable to determine the extent of injuries because the fire department and EMS had left as I approached Mr. [VICTIM #1] and Ms. [VICTIM #2].

Deputy Rogers #934 and I checked the homeless camp that was on the Chattahoochee Technical College campus and were unable to locate Mr. Phillips or Ms. Buchanan.

I looked in locals and found a male, identified as DAVID BRIAN PHILLIPS, who matched the description that Mr. [VICTIM #1] and Ms. [VICTIM #2] gave for Roy. I went to the Chattahoochee Technical College Police Department to speak with them about Mr. Phillips and Ms. Buchanan. Corporal Thompkins stated that he told both subjects to leave the property two days ago because they were living on Chattahoochee Tech property. I showed Cpl. Thompkins a picture of Mr. David Phillips, and he stated that it was the male who was with Ms. Buchanan.

I took warrants on Mr. David Phillips for Aggravated Assault and Battery against Mr. [VICTIM #1], and on Ms. Buchanan for Aggravated Assault and Simple Battery against Ms. [VICTIM #2].

[NARRATIVE #2 on June 25, 2026]

On 06/25/2026 at approximately 1329 hours, Bartow County Sheriff’s Office K9s, several other deputies, and Chattahoochee Technical College Police assisted Deputy Rogers and I in attempting to serve the warrants on Mr. Phillips and Ms. Buchanan at the homeless camp on Chattahoochee Technical College property.

While attempting to serve the warrants, a male and a female were seen walking across Allatoona Gateway, going from the camp towards the Chevron. The female was identified as Ms. Buchanan from Ms. [VICTIM #2]’s description. Deputies surrounded both subjects and detained them for investigation. Ms. [VICTIM #2] identified herself, and the male identified himself as William Roy Phillips. Mr. Phillips stated that he was not David Phillips, but he was with Ms. Buchanan at Mr. [VICTIM #1] and Ms. [VICTIM #2]’s camp.

I looked at Mr. William Phillips and a picture of David Phillips, and they look similar.

I introduced myself to Ms. Buchanan and read her the Miranda Warning using my department-issued Miranda card. I asked Ms. Buchanan if she would like to speak with me, and she said she would.

I asked Ms. Buchanan what happened. Ms. Buchanan stated that 3 days ago, Mr. [VICTIM #1] stole her phone from her tent. Ms. Buchanan stated that she went to his tent to ask him if he had it, and he told her no. Ms. Buchanan stated that she went later that day when Mr. [VICTIM #1] was asleep. Ms. Buchanan stated that she unzipped Mr. [VICTIM #1]’s bookbag and she found her phone, so she took the whole bookbag. Ms. Buchanan stated that Mr. [VICTIM #1] then went to her tent and stole her baseball cards, Pokemon, a box of jewelry, and her bicycle.

Ms. Buchanan stated that she and Mr. Phillips went over to Mr. [VICTIM #1] and Ms. [VICTIM #2]’s tent to ask them if they would give them the stuff back. Ms. Buchanan stated that Ms. [VICTIM #2] had a hammer in her hand, and Mr. [VICTIM #1] reached down and picked up an “iron.” He then stated that they were not getting their stuff back and that they needed to leave or he would start hurting people. Ms. Buchanan stated that Mr. [VICTIM #1] swung the “rod” at Mr. Phillips and Mr. Phillips picked up her bike, using it to block the pipe. Ms. Buchanan stated that there was a dent in the bike where Mr. Phillips used it to block the pipe in self-defense. Ms. Buchanan stated that Ms. [VICTIM #2] had the hammer and that she took it from her hand because Ms. [VICTIM #2] was going after Mr. Phillips with it.

Ms. Buchanan stated that she pulled the hammer from Ms. [VICTIM #2]’s hand and that she never laid a hand on Ms. [VICTIM #2]. Ms. Buchanan stated that Ms. [VICTIM #2] hit her on the side of the head, leaving her with a bruised ear.

I asked Ms. Buchanan what Mr. Phillips did to Mr. [VICTIM #1], and she responded that he did not do anything to him. I asked Ms. Buchanan how Mr. [VICTIM #1] got a busted-up ear, and she stated that he had an old scratch on his ear from “like three days ago.” Ms. Buchanan asked me to look at her left ear. I lifted Ms. Buchanan’s head wrap and saw that her left ear had a small mark on it.

Deputy Rogers advised me that he read Mr. Phillips the Miranda Warning and that he was willing to talk.

I introduced myself to Mr. Phillips and asked him to tell me what happened this morning. Mr. Philips stated that they went over to Mr. [VICTIM #1] and Ms. [VICTIM #2]’s camp this morning because Ms. Buchanan’s bike was stolen. Mr. Phillips stated, “The altercation was verbal” and that there was no pipe involved. I confirmed with Mr. Phillips that he had not seen any pipes, and he stated, “I had no pipe, nothing, no.” I asked Mr. Phillips if anyone else had a pipe, and he stated, “Umm, someone had a pipe in their hand, but they hit a bike. They hit a bike man. Nobody hit nobody.” I asked Mr. Phillips if he wanted to tell me what actually happened, since he hadn’t told us the complete story. Mr. Phillips stated that he went with Ms. Buchanan to Mr. [VICTIM #1] and Ms. [VICTIM #2]’s camp about a bicycle. I had to tell Mr. Phillips that he needed to tell me exactly what happened because he wouldn’t answer my question or tell me the story.

Mr. Phillips stated that Mr. [VICTIM #1] told him that no one was taking the bike “and all this stuff.” Mr. Phillips stated that Mr. [VICTIM #1] picked up the pipe, so he picked up the Bicycle and blocked the bike from hitting him with the pipe, then stated that he blocked the pipe from hitting him with the bike. Mr. Phillips stated that was it and that Mr. [VICTIM #1] ran off. Mr. Phillips stated that he wasn’t trying to fight him, hurt him, or none of that stuff. Mr. Phillips stated that he went with Ms. Buchanan to get the bike and that he did not hit anybody with nothing or anything. Mr. Phillips stated that he promised his momma, and that he promised us he did nothing. I asked Mr. Phillips how Mr. [VICTIM #1] got marks to his face, and he stated that he did not know because he did not hit him or none of that. Mr. Phillips stated that he did not pick up a pipe or none of that and that he promised us. Mr. Phillips kept stating that he promised us and that Mr. [VICTIM #1] is a liar.

I asked Mr. Phillips if there were any hammers involved, and he stated that Ms. [VICTIM #2] had the hammer and that he told Ms. Buchanan, “Let’s go, leave this alone, come on let’s go,” and that was it. Mr. Phillips stated that Ms. [VICTIM #2] had the hammer in her hand and Ms. Buchanan tried to take it from her. Mr. Phillips stated that nobody hit anybody, none of that stuff.

Ms. Buchanan was escorted to the front of my patrol car, where I patted her down with the back of my hand, then placed her in the back seat.

Mr. Phillips was escorted to the backseat of Deputy Rogers’ patrol car.

Deputy Rogers and I transported Mr. Phillips and Ms. Buchanan to the Bartow County Jail, where they were booked in and released to jail staff.

Sergeant Clonch #937 spoke to Ms. [VICTIM #2]’s mother, identified as [WITNESS #1], who stated that she was woken up by yelling, but she did not know what they were yelling about. Ms. [WITNESS #1] stated that Mr. [VICTIM #1] was bleeding from his ear. Ms. [WITNESS #1] stated that Ms. [VICTIM #2] told her that Mr. Phillips hit Mr. [VICTIM #1]. Ms. [WITNESS #1] stated that Ms. [VICTIM #2] told her that she was hit with a hammer on the back of the head. Ms. [WITNESS #1] stated that she checked the back of Ms. [VICTIM #2]’s head and could feel a knot where she said she got hit.

While at the jail, I photographed Ms. Buchanan’s ear, and she complained that her thumbs were injured. I photographed Ms. Buchanan’s thumbs using my body-worn camera.
