On Sunday, September 4, 2026, at approximately 1735 hours, I was dispatched to [900 BLOCK] E Main St (Avonlea Highland Apartments) in reference to a domestic disturbance. The call was initiated by a resident reporting a disturbance at the apartment pool involving a naked individual, later identified as Zachary Wolff. Prior to officers’ arrival, Bartow Dispatch advised that Mr. Wolff was threatening another male and began chasing him to the Main Street entrance of the apartment complex.

Upon arrival, Ofc. Lowell observed Mr. Wolff running toward an apartment building and immediately gave chase. Ofc. Lowell followed Mr. Wolff up three flights of stairs and held him at taser point. I arrived on scene as Ofc. Lowell was issuing verbal commands, which Mr. Wolff initially ignored. Eventually, Mr. Wolff complied, turned away from officers, and was placed in handcuffs behind his back. Mr. Wolff resisted officers’ attempts to secure the handcuffs properly, making it impossible to check for fit or double-lock them. He then laid on the ground and refused to walk down the stairs.

While speaking with Mr. Wolff, I detected a strong odor of an alcoholic beverage on his breath. Throughout the encounter, he exhibited slurred speech and had difficulty maintaining his balance, which, based on my training and experience, is consistent with heavy alcohol consumption. Mr. Wolff was eventually assisted to his feet and walked to the bottom of the stairs, where he again refused to walk. As a result, Ofc. Pearce, Lt. B. Cole, and I carried him to my patrol vehicle. Once at the patrol vehicle, Mr. Wolff decided to tell officers he was not getting in and braced himself against the side step, pushing away. Mr. Wolff was forced by officers to get into the patrol vehicle, in the rear seat. After the door was closed, Mr. Wolff began to kick the vehicle but did not cause any damage. Due to his behavior, Mr. Wolff was immediately transported to 104 Zena Dr (BCSO) and turned over to the deputy on scene without incident.

While I transported Mr. Wolff, Ofc. Lowell remained on scene to interview witnesses who stated they were alerted to an incident at the pool and observed Mr. Wolff naked, being physical with witness 3, and yelling obscenities. The [REDACTED] left their apartment and entered the pool area, telling Mr. Wolff to put his clothes back on. Mr. Wolff then began yelling threats and chasing them. Shortly after, Ofc. Lowell arrived. Mr. and Ms. [REDACTED] declined to press charges. Ofc. Lowell also interviewed witness 3, a friend of Mr. Wolff. Witness 3 reported that she and Mr. Wolff originally planned to go to the lake so he could swim naked but decided on the pool instead. While at the pool, Mr. Wolff removed his pants and eventually exited the pool still naked. Witness 3 stated there was never an altercation between her and Mr. Wolff and was unsure how the situation with the [REDACTED] began.

I returned to 195 Cassville Rd (CPD) and obtained seven warrants for Mr. Wolff: four counts of Obstruction (M), Disorderly Conduct, Public Drunkenness, and Public Indecency.
