Deputy Ferrell received a call on September 21, 2026 from [WITNESS #1] at approximately 0755 about a Pitbull-type dog that had shown up at a residence on Perry Mathis Circle., Mrs. [WITNESS #1] stated her aunt had gotten up to let their dogs outside that morning to use the bathroom and noticed a large dog lying on the porch and wouldn’t leave, and that they were scared to let their dogs out. I, Deputy Ferrell, got to the location on Perry Mathis Circle about 0900 that morning.
Upon arrival, I noticed the same pit-bull-type dog Mrs. [WITNESS #1] described to me lying in the front yard. It was a male dog that looked to be very malnourished and favored his front right leg, as if he had been hurt. I, Deputy Ferrell, was able to catch the dog and brought it back to the Berrien County Animal Control Shelter, where he has been logged into the system and has been given food and water. I posted the pictures of the dog on our Facebook page, hoping someone would recognize the dog and come reclaim him. I, Deputy Ferrel, found the dog approximately 20-25 miles from the location where he was last seen chained to a truck.
At 2103, [WITNESS #2] messaged the Animal Control Facebook page and stated she knew the dog and that he belonged to Brandon Oliver and Chasity Skapetis. Ms. [WITNESS #2] stated the dog was given to Brandon and Chasity by a friend of hers; no name was mentioned for the friend. She also stated that she had received multiple calls about how Brandon and Chasity was treating the animals they owned, and that the dog would stay chained up to a white SUV-type vehicle in the yard. Ms. [WITNESS #2] stated that she knew the neighbors and that they had a lot of information on Brandon and Chasity about how they treated their dogs.
I, Deputy Ferrell, went and spoke with Mrs. [WITNESS #3], who lives at the residence on Aulie Vickers Rd. I arrived at the location around 1530 and noticed there was a white in color SUV sitting in the next-door neighbor’s yard that did have a chain attached to the front of it. I got out and went and spoke to Mrs. [WITNESS #3] to try to find out more information, but all she would say at first was I have already called Brandon and Chasity and told them they need to return to her house; the law was there and wanted to speak to them. She also stated they knew what it was about already, and Brandon was pissed off and cussing on the phone. Mrs [WITNESS #3] said Chastity would most likely stay calm, but Brandon was looking for a fight. Once told that, I stepped back outside to my truck and called for another deputy to come assist, just in case Brandon showed up ready to fight, as I was previously told.
I, Deputy Ferrell, waited in front of the house with Mrs. [WITNESS #3], and I noticed two very malnourished dogs that looked to be a mixed breed and were on the smaller side; one of the dogs was black in color, and the other was brown. The brown one was very malnourished, and you could see just about every bone in the body. Mrs. [WITNESS #3] stated that the dogs belonged to Chasity and Brandon, and that they left them there when they moved to Nashville. Mrs. [WITNESS #3] stated took the dogs in so they wouldn’t die. I asked about the Pit bull dog that I suspected of being abandoned on a dirt road and Mrs. [WITNESS #3] stated that Brandon kept it chained to the truck and refused to take care of him, and that she would go give the dog scraps when she could, the Pit-bull type dog’s name is Brutis, she stated.
Brandon and Chaisty arrived around 1615; Chaisty went straight to the house, and Brandon got out the vehicle, cursing, saying, ” I didn’t do nothing; I don’t know why y’all are here, I Deputy Ferrell began to explain the concerns I had about the dog, Brutis, and that multiple people have made accusations about the dog being dumped on a dirt road and how the other dogs are treated, and I told Brandon that by what I have been told and the shape I found Brutis in and by the shape the two smaller dogs in the house are in, is not very good and they are very malnurished.
Brandon stated that he always took care of all his animals. I, Deputy Ferrell, told Brandon there is no need to the attitude and cussing; I was just trying to figure out what is going on. At that time, I went ahead and asked for his and Chastity’s licenses and called dispatch to run their information. Chastity came back with everything good; Brandon came back with warrants attached to his license for Aggravated Animal Cruelty. He was placed under arrest by Deputy Mararo, who transported him back to the Berrien County Jail. I, Deputy Ferrell, walked back up to the house where Chasity was and handed her her license back and explained why he was just arrested. I then proceeded to my truck to leave when Mrs. [WITNESS #3] walked up to my truck once she knew I wasn’t recording on Body Cam anymore and told me that Chasity told her ” Brandon threw Brutis out of the back of the truck while it was still moving during the middle of the night. Mrs. [WITNESS #3] said it was about 2 weeks ago when she found that out.
The incident and arrest were captured on an Axon Body cam I will be getting with an Investigator about charging Brandon Oliver with ( Animal Abandonment 4-11-15.1) and ( Animal Neglect, which is covered under Animal Cruelty 16-12-4) 3 dogs that I know of are very malnourished and have been neglected and one abandoned on a dirt road about 20-25 miles from where Brandon and Chasity lived.
