On Tuesday, April 21, 2026 at approx. 1000 hrs, Animal Control Officer R. Ferrell responded to an address located on Cornelius Rd in Berrien Co. The resident found 4 puppies in a nearby creek bed on April 17th. They waited to call animal control in hopes that a neighbor would claim them.

The puppies are as described:
female black and tan hound mix, approx. 12 weeks old
male mostly white with brown features and wiry fur, approx. 10-12 weeks old
female mostly white with light brown/tan features and wiry fur, approx. 10-12 weeks old
female mostly white with light brown/tan features and wiry fur, approx. 10-12 weeks old

Officer Ferrell posted photos of the puppies and where they were located on to the Berrien County Animal Control Facebook page. A Cook Co resident, [VICTIM #1], messaged the page and advised the photos of the puppies found matched puppies that were her neighbors’ (Kimberly Sirmans and Tommy Hancock (shared Facebook profile of Kimberly Tommy Hancock)) and they would come onto her property a lot. She forwarded messages to Officer Ferrell that were between her and Kimberly about the puppies. Kimberly admitted to the puppies being “dropped off” at her house, but taking care of them. The photos of puppies found on [VICTIM #1]’s property match all of the puppies recovered by Officer Ferrell.

[REDACTED] of Adel Animal Control also contacted Officer Ferrell in reference to these same puppies and people. She sent screenshots of a Facebook post from the same Facebook profile that conversing with [VICTIM #1]. In the screenshots, Kimberly was attempting to sell puppies (husky/pitbull mix) for 15 dollars. In one of the photos, you can clear see 5 puppies laying on blankets/towels/clothes on a floor. 3 of the puppies have the same markings and features as the 3 wiry furred puppies found by Officer Ferrell.

I will be applying for warrants on Kimberly Sirmans. The charges will be 4 counts of Abandonment of Dogs (OCGA 4-8-3) for dropping the dogs off several miles from their residence and in another county. She will also by charged with 4 counts of Cruelty to Animals (OCGA 16-12-4(b)(2)) for failing to provide adequate food and water.
