On June 7, 2026, at 5:45 PM I, Sgt Thomas Kent, responded to a fight call at 3391 Mercer University Dr Circle K. While enroute I was informed that there had been a person shot and a person struck by a vehicle. As I arrived on scene, I noticed that there was a woman lying in the road with several people standing over her and vehicles blocking traffic for her. I was flagged down by several bystanders advising that the suspect just left as I was pulling up in a silver SUV. I pulled around to see if I could spot the SUV fleeing but was unable to see any vehicle matching the description. I parked my vehicle directing traffic away from the injured woman on the ground. I attempted to perform medical aid and identify the victim. I noticed at least one gunshot to the lower left leg and severe trauma from being run over by a vehicle. Macon-Bibb Fire Dept arrived on scene and took over medical aid. I then began to locate and interview witnesses to incident and secure the crime scene with tape.

I spoke to [WITNESS #1] who stated that she had seen the woman arguing with a man at the Enmark located at 3311 Mercer University Dr. They argued at this location and then the woman got back into the silver SUV and drove down to the Circle K and parked. The woman started walking away from the male, but he began to follow her.

I then spoke to [WITNESS #2] Waters who stated that he was driving down Mercer University Dr when he saw a woman running from a man who was shooting at her. The woman got struck by a bullet and then stumbled into the roadway right in front of the vehicle in front of him. The dark colored car in front of him then hit the woman running over her. [WITNESS #2] stated that he has a dash cam that recorded everything he saw.

I then spoke to [WITNESS #3] Collier who stated that she saw the woman and male suspect arguing. The man took all the woman’s stuff out of the vehicle and threw them on the ground. She then saw the woman attempting to flee from the male towards the road. The man began to shoot at her, and she stumbled into the roadway and was struck by a car. [WITNESS #3] stated that the male suspect was a medium skin black male with a short afro wearing a yellow shirt. The suspect then fled in a silver SUV.

I then spoke to the manager at Jake’s Fireworks beside Circle K, [WITNESS #4]. [WITNESS #4] stated that he heard some gunshots and went to look outside. He then saw a woman running up the hill towards his parking lot and then saw a man chasing her. The woman turned and ran towards the road. He then sees the man rack a round out of his pistol and begins firing at the woman again. The woman appeared to be struck and stumbles into the roadway where she is hit by a car.

I then spoke to the driver of the vehicle that struck the woman, [WITNESS #5]. [WITNESS #5] stated that he was driving down Mercer University when he suddenly sees a woman being shot at on the sidewalk. Before he had time to react, she runs straight into the road in front of him and he is unable to stop or avoid her.

When the suspect left the gas station in a silver SUV a tag number of [REDACTED]. Dispatch was able to play back the recording and get the correct tag which was [REDACTED]. This tag came back to a silver Buick Enclave. Inv Fletcher came across the radio and notified units that he was tracking the suspect vehicle with Flock Cameras in the Eisenhower Pkwy area. At this time additional units began to respond to the area and managed to locate the vehicle with the assistance of Inv Fletcher utilizing flock cameras. A brief chase ensued and after a PIT was performed the suspect, identified as Delmar Black, was blocked in. The suspect refused to cooperate and additional units from Hostage Negotiations, SWAT, and Bomb Squad responded to assist in apprehending the suspect. Lt Lewis responded to handle the investigations from CID. At this time, I have not been able to identify the victim, and she is currently listed as Jane Doe in this report.
