On September 6, 2026, at approximately 1545 hours, I, Cpl. F. Gray, and Deputy Dalton McCroskey were dispatched to 3680 Eisenhower Parkway (Harbor Freight) in reference to an armed robbery, which was later determined to be a theft.
While en route, the caller advised that a black male with a beard, wearing all black clothing, had exited the store with a shopping cart full of merchandise and pointed what appeared to be a firearm. The caller further advised that the subject was traveling toward the CGTC Technology Center and then toward the hill leading to Lowe’s.
Upon arrival in the area, we observed the subject on the sidewalk near Lowe’s, where Georgia State Patrol Trooper Wilmore was already in contact with him. Trooper Wilmore advised that the subject had a firearm in his right pocket. We retrieved the weapon from the subject’s right pocket and determined it to be a black Pro77 Airsoft gun that appeared similar to a real firearm.
The subject was taken into custody, searched, and placed in the back seat of my patrol vehicle. The subject was later identified as Mr. Dwayne Williams.
We then met with a good Samaritan and customer of Harbor Freight, identified as Mr. [VICTIM #1]. [VICTIM #1] stated that while inside the store, he observed a black male leave the store with a shopping cart containing Harbor Freight merchandise. [VICTIM #1] stated that he followed Williams to the left side of the store and told him that he should return the items because he had not paid for them.
[VICTIM #1] stated that Williams responded, “Who the fu*k you talking to?” [VICTIM #1] stated that he told Williams that he would take the items back for him. [VICTIM #1] then placed his hands on the shopping cart and attempted to pull it back toward the business. [VICTIM #1] stated that Williams then pulled out what appeared to be a handgun and pointed it at his face.
[VICTIM #1] stated that he stepped back and went to retrieve his firearm from his vehicle. [VICTIM #1] then followed behind Williams toward the Lowe’s parking lot, at which time Georgia State Patrol and Bibb County deputies arrived.
I later returned to Harbor Freight with Deputy McCroskey to recover and document the merchandise. I met with the manager, Mr. [REDACTED]. [REDACTED] stated that he was unaware Williams was stealing merchandise because he was on break at the time. [REDACTED] stated that [VICTIM #1] later informed him that Williams had taken merchandise from the store.
[REDACTED] provided an itemized list of the merchandise taken, which included numerous power tools, lights, and a 3-ton floor jack. The total value of the stolen merchandise was $1,425.49.
Deputy McCroskey attempted to review the store’s surveillance footage with Loss Prevention. However, the interior cameras were experiencing computer-related issues at the time. Deputy McCroskey was able to view some footage prior to the computer system going down, which showed Williams exiting the store with the merchandise.
Williams’ information was checked through NCIC/GCIC, which showed that he had an active Superior Court VOP warrant through the Bibb County Sheriff’s Office for Aggravated Battery and Burglary in the Second Degree.
Williams was transported to the Bibb County Law Enforcement Center for processing.
The black Pro77 Airsoft gun was submitted to the Crime Lab as evidence.
A case card containing the case number was provided.
