On February 26, 2025, at 17:23 hours, I, Sgt. Travis Carlisle, responded to First Street and Poplar Street, in reference to a black male subject laying on the sidewalk. While en route, I was advised that it was a possible indecent exposure incident.
Upon arrival I made contact with the subject on the sidewalk. I had him sit in my patrol car. I then made contact with several patrons of Just Tap’d and they advised me that the male was fondling himself underneath his shorts in a sexual manner. She advised that he finished before our arrival, but had both his hands inside his shorts and appeared to be mast*rbating. He was identified as Mr. Justin Singleton.
He was then detained and transported to the Bibb County jail without incident.
