On September 20, 2025, at approximately 0833 hours, I, Cpl. F. Gray, along with Cpl. Min Ha was dispatched to 180 Willie Smokey Glover Dr. (Central City Park) in reference to a public disturbance/ Demented Person. While en route, the caller, [WITNESS #1], reported that a black female was naked, screaming, and standing outside a building as well as inside.
Upon arrival, I met with Ms. [WITNESS #1] and asked her where the female was located. She informed me that the female subject was inside a vacant structure, specifically the train station, and that she had been outside yelling loudly. Ms. [WITNESS #1] mentioned that she attempted to give the female food, but the subject denied accepting it. She then took me to the door where she last saw the female standing, both outside and inside, while naked.
I entered the vacant structure and began searching the premises. As I moved toward the back of the building, I heard a female yelling and talking to herself. I proceeded further and saw the female subject inside a room, naked and sitting on the floor with the door closed. I opened the door and instructed the female to come out so I could get her some help. However, she got up and aggressively approached me, slamming the door in my face before sitting down again.
I opened the door once more, and she lunged at me aggressively, punching me in the arm. I instructed the subject to get back several times, and I then used my Taser, deploying four probes aimed at the upper body area, but this was ineffective. As I attempted to restrain the subject, she assumed a boxing stance and tried to punch me. In response, I threw a punch at her, striking her near the chest, and then I grabbed her by the arm to hold on. At that moment, Cpl. Min Ha arrived on the scene.
I managed to put handcuffs on her right arm while Cpl. Ha worked to secure the left wrist. The subject began to resist by pulling her arms in front of her, but eventually, we succeeded in placing her in handcuffs. She was then put in the back of my patrol vehicle and checked out by Atrium EMS. The subject was transported to the Bibb County LEC. When arrival at the jail, the female subject identified herself as Justina Simmons, DOB [REDACTED BY AGENCY].
Lt. Inzar was notified and responded to the scene. The Taser probes were submitted to the crime lab for evidence.
