On Tuesday, September 15th, 2026, I, Deputy J. Clark, along with Sergeant M. Ha (FTO), responded to a disorderly subject at 1425 Rocky Creek Road (B and T Fresh Food Market formally known as Piggly Wiggly). Prior to arriving on scene, dispatch advised that the caller was following the suspect traveling north on Rice Mill Road. The caller advised that they were near the intersection of Rice Mill Road and Spencer Circle.
Upon arriving at the intersection, dispatch advised that the caller followed behind the suspect in a Silver Ford pickup truck, and they were near the entrance to Linkwood Apartments ([3300 BLOCK] Sherry Drive). Upon arrival at the apartment complex, [VICTIM #1] (caller) advised that the suspect was sitting on the lawn chair in front of one of the apartments. We followed behind [VICTIM #1], and he pointed to the subject sitting on a chair outside of apartment [REDACTED]. I approached the suspect and immediately placed him in custody with the handcuffs in the rear and double locked it.
While conducting a search incident to arrest, I recovered four of the Hormel Chicken Alfredo meals (two in each pant leg). There was also a 2.5-inch pocket knife in his front pants pocket. During the search incident to arrest, the suspect spontaneously uttered the words “I’ma gonna kill y’all” to me, Sergeant Ha, [VICTIM #1], [VICTIM #2], and [VICTIM #3]. After the search was over, he was placed in the back seat of Sergeant Ha’s marked patrol vehicle. The stolen items were returned to [VICTIM #1]. The estimated total value of the items was $16. We returned to the incident location.
Sergeant Ha asked the suspect for his information; however, the subject refused to give the information required by Sergeant Ha. Sergeant Ha logged into his fingerprint scanner and was able to acquire the suspect’s information (identified as Kadeem Ragin with date of birth [REDACTED BY AGENCY]). I spoke with [VICTIM #3] to inquire about the incident.
[VICTIM #3] advised that [VICTIM #2] (assistant store manager) advised him that there was a disorderly customer (Ragin) inside the store and that he was trying to make him leave. [VICTIM #3] approached Ragin and requested that he leave the property. Ragin got visible upset and purposefully knocked over the electric monitor of the advertisement sign, damaging the screen. [VICTIM #3] advised that the machine was approximated value of $5000. After Ragin knocked over the advertisement stand, [VICTIM #3] approached and advised him to leave the store. Ragin took a fight stand and balled up his hands into fists and swung at [VICTIM #3], striking [VICTIM #3] in the face near the left jaw. [VICTIM #3] took a step back and made a defensive stand. Hearing the commotion, [VICTIM #2], [VICTIM #1], and [VICTIM #4] all came to assist [VICTIM #3] at the front entrance. When people arrived at the entrance, Ragin took out his pocket knife, opened it, and started to swing at all of them. Ragin finally left the scene and fled on foot towards Rice Mill Road and eventually stopped at Linkwood Apartments, where the victims followed Ragin. [VICTIM #3] denied medical assistance at this time.
[VICTIM #3] showed the store video surveillance system, and it showed the events unfold as [VICTIM #3] described. All the victims were provided with the victim’s case brochure. Ragin was taken to Bibb County LEC without further incident and turned over to booking deputies. The pocket knife collected at the scene of the arrest was taken to the Bibb County Crime Lab.
