On January 28, 2024 at approximately 3:00 PM I, Dep. D. Medina responded to a hit and run accident at I-16 west mile marker 6.
On arrival, I saw two white small vehicles pulled over to the right shoulder. I approached the first vehicle, a white Ford Transit with Georgia tag [REDACTED] and spoke with [VICTIM #1] who stated that he was at a complete stop in the left lane due to traffic at a stand still due to construction up ahead. He stated that suddenly a tractor trailer passed him at a high rate of speed on the left shoulder and side swiped the drivers side front bumper before the tractor trailer jackknifed and struck a white vehicle that was in front of him. He stated that the trailer then began to travel east on the west bound lane before stopping and asking if he was ok. He stated that after the brief conversation with the tractor trailer driver, driver got on and left the scene of the accident without providing any personal information, vehicle information and calling 911.
He described the driver as a black male with approximately shoulder length dreads. He stated that his vehicle is a company vehicle and that they had pictures and videos of the accident ready. He showed me the video that shows a tractor trailer traveling at a high rate of speed on the left shoulder, side swipes Mr. [VICTIM #1]’s vehicle, jackknifes before striking a second white vehicle. Vehicle then travels east on westbound lanes and goes off camera angle. Pictures provided also show tag number [REDACTED], and DOT number [REDACTED] with the name of Washington Transport Dry Branch written underneath.
I also spoke with second victim, [VICTIM #2] driving a white Volkswagon Tiguan with Georgia tag [REDACTED], who stated he was at a stop due to construction ahead of him when he was severely struck from behind and hard enough to knock the glasses off his face. He stated he doesn’t remember much because it all happened so fast and wanted to get his vehicle off the roadway but saw a tractor trailer involved. I asked if he was ok, and he stated he needed an ambulance because his back was hurting and was struggling to move. An ambulance was called and Mr. [VICTIM #2] was transported to the hospital.
Using DOT number and Georgia tag [REDACTED], I tracked the business and registered owner which returned to [WITNESS #1] from Dry Branch, Georgia. A second name was found with the name of Keith Washington and it returned to a black male with dreads down to his shoulders.
On January 29th, and with assistance of Twiggs County Deputies, the tractor trailer was found at [800 BLOCK] New Bullard Rd. On arrival to the address, I saw the truck which had front passenger side bumper damage consistent to damaged caused to Mr. [VICTIM #1] vehicle. There was also damaged caused to the cab area. The vehicle also had damage on its left hand side cab area that appeared fresh, along with mud and dirt slung unto the cab from riding the left shoulder. Also, DOT number, name of business and tag number matched those from the pictures provided. I was able to speak with [WITNESS #1] and he advised his son had been driving the truck and had told him he jackknifed the truck, but did not tell him he had struck two other vehicles. Mr. [WITNESS #1] was able to put me in contact with his son whom agreed to meet with me in person.
Keith Washington Jr. arrived and gave his statement. He stated that he did jackknife but did not know he had struck a vehicle. I advised the scene was evident there had been an accident and asked if he had provided, personal information, vehicle information, and or called 911 and he advised he didnt’t.
Keith Lamar Washington Jr. is charged with hit and run and too fast for conditions. He was given citaitions and taken to Bibb County Jail for booking.
