On 08/07/2026, approximately 2138 I Deputy Franklin and Corporal Holmes were dispatched to [REDACTED] in reference to a domestic at [REDACTED]

Upon arrival I spoke with [WITNESS #1] that stated his daughter [VICTIM #1] is being beat on by her boyfriend Matthew Chandler SR. He also stated that he beats on her all the time. He requested that we go to her house and do a welfare check on her because she was just on the phone with the mother, [WITNESS #2] stating she needs to be picked up. [WITNESS #1] also stated she called back and said she didn’t need to be picked up.

I also spoke with the mom [WITNESS #2] who stated she was doing a live show and her daughter called crying on the phone stating can she come get her. Ms. [WITNESS #2] also stated that her daughter told them that she was being beaten by her boyfriend Matthew Chandler and needed to be picked up immediately. From there the parents gave us the address of [REDACTED] of where they live.

Upon arrival I spoke with Matthew Chandler who opened the door. I asked him can he have [VICTIM #1] come to the door. He said okay and closed the door and called for [VICTIM #1]. [VICTIM #1] came to the door I asked her to step outside and talk to me I asked her what happen [VICTIM #1] stated nothing happen she said it was just a argument nothing physical. I asked what happened to her face she stated her baby did it. I observed Ms. [VICTIM #1] face on the left side above her eye had a knot and bruises on her face with smeared blood on the left side of her face and a busted lip that was bleeding with a tear through the center of her lip.

I asked [VICTIM #1] again, “are you sure that’s what happen she stated yes my child did it. From there we left the scene and went back to [REDACTED] and met back up with the parents. When we arrived the father [WITNESS #1] stated [VICTIM #1] just called her mother again and stated Matthew just got done hitting her.

We returned to [REDACTED] and knocked on the door [VICTIM #1] came out I asked what’s going on she stated again nothing I observed her face she had new bruises on her face. Her nose had a red mark on it including her neck also had bruising all around her neck. [VICTIM #1] stated she’s going to leave and take her two kids with her. [VICTIM #1] began packing her things and her kids in her mother’s vehicle and left the scene. From there we went back to [REDACTED] way at the Marathon gas station with [WITNESS #1]. [WITNESS #1] called [VICTIM #1] and [WITNESS #2] back to the gas station as well. When Ms [WITNESS #2] and [VICTIM #1] came back to the gas station I spoke back with [WITNESS #1] that asked what are we going to do about Matthew that keep hitting and beating on [VICTIM #1]?

I told Mr. [WITNESS #1] your daughter is telling you and your wife one thing but telling us something completely different. [WITNESS #1] stated she’s telling us he’s hitting her I told Mr. [WITNESS #1] she’s telling us her 18 month child did it. [WITNESS #1] said ain’t no way a child beat his daughter like that. From there [VICTIM #1] walked over to her father [WITNESS #1] and I. Mr [WITNESS #1] told her how many times are you going to let this man hit you before you do something about it. [VICTIM #1] stated I don’t know. [WITNESS #1] stated to [VICTIM #1] you need to tell the officers to truth look at your face.

[WITNESS #1] told Corporal Holmes that she just admitted on Deputy Franklin body cam that he hit her. [VICTIM #1] looked at my body cam and notices it was flashing red she began telling the truth and stated that her boyfriend had hit her numerous times. [VICTIM #1] stated she was slapped and punched all over her body. [VICTIM #1] stated he grabbed her and drug her across the floor and scraped her right knee. [VICTIM #1] also stated that Mr. Matthew grabbed her neck with his hands and strangled her multiple times to were she couldn’t breathe. [VICTIM #1] also started showing us everywhere she was hurt at. [VICTIM #1] showed us her knee that was scrapped and had red bruising on it and she also showed us her right side of her breast that had a red bruise on it.

We went back to the residence on [REDACTED] and noticed Matthew Chandler vehicle was still parked behind their home. I knocked on the door, Matthew came out I told him I needed him to step out of the home and ask you a few questions he stated can I put my shoes on I said no and step out. Mattew stepped out of the home I began placing Matthew in handcuffs. From there.

Matthew Chandler was placed back into the squad car transported to the Macon Bibb County LEC.

[VICTIM #1] was given a victim’s rights case card.

The jail was given written instructions to contact [VICTIM #1] up Matthew’s release from the LEC.
