On Friday, December 6th, 2024, I (Corporal M. Ha #2107) was leaving Green Meadows Apartments ([3800 BLOCK] Log Cabin Drive) when I was flagged down by a parent at the school bus stop near the Hollingsworth Road entrance.

I made contact with the female subject who advised that the “crazy man” across the street (later identified as Samuel Hughes) was outside exposing his male genital parts in his yard and urinating outside. I parked my patrol vehicle and advised Sergeant D. Inzar about the situation with Hughes. Sergeant Inzar was also in Green Meadows apartment after our call together. He pulled up behind my patrol vehicle and we walked across to speak with Hughes about exposing himself again in public.

We could observe Hughes just in socks and a bath robe moving the yard junk around the front yard. When we cross the street to talk with Hughes, he became very irrate and violent claiming that we cannot trespass on his property. We tried explaining that we could in our official capacity as law enforcement to make contact with him to detain him for the indecent exposure. He ran inside his residence quickly and refused to come out. When we attempted to make entry to apprehend Hughes, he started throwing cinder blocks, two by four, and other household items directly at us.

We halted all traffic on radio channel one and requested additional units due to Hughes’ violent history with law enforcement. Sergeant Inzar also requested EMS unit to be on stand by. Hughes kept throwing cinder blocks, glass, and other objects that he could pick up and throw at us. We told him to stop throwing the items, but he refused to comply with our commands and he stated in lines of “I’m gonna get y’all.” Hughes was incomprehensible most of the time he spoke.

Sergeant Inzar and I took cover around the right side of the house. He kept poking his head and arms out and continued to yell obscenities and threw objects at us. Sergeant Inzar took out his baton and deployed his baton. I drew out my Taser7 (serial # X40016RAP). Hughes attempted to peek out of the side door and Sergeant Inzar went in after him with the baton and I followed behind. Hughes attempted to charge and Sergeant Inzar struck Hughes three time to subdue Hughes’ advances.

I advised my taser was activated and Sergeant Inzar backed up. I deployed one taser cartridge (cartridge serial #X4824KK2W) and the probes made contact with Hughes and he went down. We gave loud and verbal commands for Hughes to comply and turn over on to his stomach but he refused. Hughes was tased three times. Sergeant Inzar was able to take control of his legs. I attempted to place Hughes into handcuffs. I was able to place handcuffs on one of his arm and attempted to roll him to his stomach but he refused and resisted.

At one point during the attempt Hughes spat at me and continued to resist. Sergeant Inzar was able to escort Hughes by the feet closer to the side door until back up arrived. Deputy D. Baltimore and Sergeant W. Dover came to assist. With the four of us, we were able to get Hughes in handcuffs and we monitored him until Community Ambulance Service EMS arrived on scene. The prongs were removed from Hughes and I collected the taser cartridge and later placed in the crime lab.

Due to his violent tendencies and state of mind, he was going to have to be medically cleared to be admitted in the Bibb County LEC. EMS crew drew up the medication to incapacitate and subdue Hughes. While [REDACTED] (Community Ambulance EMT), was trying to hold Hughes down for the injection, Hughes spat at her as well. He received the injection and it took several minutes to subdue Hughes to where we were able to get him on the stretcher and into the back of the ambulance.

I followed the ambulance service to the hospital and I had dispatch notify Atrium Police Department meet us at the ambulance bay. Hughes was transported to Atrium Health Navicent Medical Center and was turned over to the Emergency Room doctor who medically detained Hughes at the hospital.

I spoke with Lt. Richardson with Atrium Police Department. I advised him that he has valid warrants out of Bibb County and I will have dispatch send the hit confirmation to their dispatch center. I also advised that he has more charges pending after the warrants will be signed for aggravated assault on deputies (two counts), felony obstruction of law enforcement, felony obstruction of EMS personnel, and public indecency. Lt. Richardson advised that it will be logged in his chart to be either transported to Bibb County LEC or call us for transport.

I spoke with Judge Sinclair and got the warrants signed for Hughes. I made contact with Lt. Richardson and handed him copies of the warrants.
