On June 23, 2026 at approximately 2118hrs I, Cpl. J. Holmes was dispatched to [600 BLOCK] Bowman St in reference to a domestic disturbance.
Upon my arrival, I was advised that the complainant, [VICTIM #1] was no longer at the Bowman St address, but had moved to the Shell convenience store located at 385 Coliseum Dr. I went to the Shell store and made contact with [VICTIM #1] and he stated that his sister, Victoria Ratliff became upset with him when he asked for his phone back. He stated Ratliff became so upset that she grabbed the front of his neck and clinched her hand closed around it. [VICTIM #1] stated that he was unable to breathe while Ratliff was gripping his neck. Upon observation of [VICTIM #1]’s neck, there was redness and what appeared to be light swelling on the front of his neck
When I met with [VICTIM #1] at the Shell station, Ratliff was there as well. She was arrested and transported to the Bibb L.E.C. charged with aggravated assault(strangulation). Once at the L.E.C., Ratliff was turned over to booking staff to be processed into the center.
[VICTIM #1] was given a “crime victim rights” pamphlet with the associated report number and reporting deputy’s information.
