When I arrived on scene at [REDACTED BY AGENCY] Friendship Drive Hortense. A white male walked passed my vehicle and started to run down the road, I advised him to come back and speak with me due to having received a call to that address.
While speaking with Mr. Durham he kept trying to walk away and giving replys that were off the wall and had nothing to do with why I was there. Mr. Durham was advised several times to stay at the front of my patrol vehicle. Mr. Durham ran toward the complainant Ms. [VICTIM #1] and she thought he was gona hit her. I place Mr. Durham in handcuffs and Mr. Durham put up some resistance, but I was able to place him in handcuffs. While still trying to figure out the issue at hand with Ms. [VICTIM #1], Mr. Durham was still trying to walk away. Then Mr. Durham took off running toward the residence and I caught him on the porch and kept him from making entry to the residence (unknown weapons).
I took him back close to my partol vehicle and placed him on the ground, due to Mr. Durham still planting his feet to stop movement. I waited on Deputy Maddox to arrive and as we were escorting him to the patrol vehicle for transport, Mr. Durham kept stopping his movement forward and pushing back appeared it caused Deputy Maddox and himself to fall and Deputy Maddox gave him firm vebral commands to stop. Mr. Durham then got in the patrol vehicle and was transported to the Branltey Co. Jail.
Ms. [VICTIM #1] stated that he was talking/acting being loud to her and started to get out of the way and she thought he was going to get worst and she called and Mr. Durham also did something with her purse and she can not find it. I asked Mr. Durham several times if he wanted to be checked out by EMS and he refused and then started back talking off the wall stuff and repeating his tag number. Mr. Durham is charged with Disorderly Conduct, but Im holding off on the Obstruction charge in case he was having mental issues and he was not being violent.
