On Monday, June 28, 2021, at approximately 10:00 PM, I responded to a two-vehicle crash at the intersection of GA 305 and Bark Camp Church Road in Burke County.

Upon arrival, I observed that the roadway was wet and that it was sprinkling rain. I observed a pickup truck on the shoulder of Bark Camp Church Road with damage to its driver’s side.

I observed a motorcycle laying on its driver’s side next to the pickup truck. Burke County Sheriff’s Office L.T. Brandon Reeves stated the driver (lone occupant) of the motorcycle was transported to the Burke County Medical Center by Burke County EMS. Shortly after arriving at the Medical Center, the cyclist succumbed to his injuries from the crash.

The cyclist was identified by his GA driver’s license as [VICTIM #1] with a date of birth [REDACTED] (GA [REDACTED]). The cyclist had been wearing his helmet at the time of the crash. The driver of the pickup truck was identified by his GA driver’s license as Albert Lee Paschal with a date of birth [REDACTED BY AGENCY] (GA [REDACTED]).

Mr. Paschal stated he was stopped behind a stop sign on Bark Camp Church Road at its intersection with GA 305. Mr. Paschal stated, while stopped at the stop sign, he observed a vehicle with one headlight traveling south on GA 305.

Mr. Paschal stated he then proceeded into the intersection because he thought he would have time to cross the roadway safely. Mr. Paschal stated when he entered the intersection, he felt something strike his vehicle.

Mr. Paschal stated after the collision he stopped his vehicle and got out Mr. Paschal stated that after he got out, he observed the other driver laying on the ground with the motorcycle on top of him. Mr. Paschal’s efforts to free the cyclist from the motorcycle were successful.

The Georgia State Patrol Troop F Specialized Reconstruction Team was contacted and the fatal crash investigation was turned over to SCRT-F member TFC1 Steve Harris #37.

Mr. Paschal agreed to provide a voluntary blood sample for the purposes of the crash investigation. Before performing the blood draw, a voluntary blood sample consent form was explained and Mr. Paschal signed the form acknowledging that he understood.

The blood draw was performed by [REDACTED] at approximately 0030 hours on 6-29-2021. The GBI blood test kit was sealed and prepared for shipment in the presence of Mr. Paschal.

I then met with Burke County Coroner [REDACTED] at the Burke County Medical Center in reference to performing a blood draw on the deceased Mr. [VICTIM #1]. Coroner [REDACTED] agreed to try to obtain the blood evidence.

Coroner [REDACTED] also advised that he would be requesting an autopsy to be performed by the GBI. I spoke to Mr. [REDACTED] the next day and he stated the GBI denied the request to perform an autopsy and he was not able to retrieve the requested blood sample from the deceased.

Coroner [REDACTED] pronounced [VICTIM #1] deceased at 2254 hours on 6-28-21 at the Burke County Medical Center. Coroner [REDACTED] notified Mr.[VICTIM #1]’s father, Mr. [REDACTED], of his son’s demise.

Both vehicles were removed and impounded by Lonnie’s wrecker service.

The GBI blood test kit with Mr. Paschal’s blood evidence was transported to Post 21 for shipment to the GBI crime lab.

The SCRT case number is SCRTF-034-21. The crash report number is 0000750037.

Activity is pending until the blood results come back and SCRT completes their investigation.
