On Wednesday, May 3, 2023, at 1513hrs, while speaking with Burke County Defacs Caseworker ([REDACTED]) via phone I was advised she needed to conduct a welfare check at [500 BLOCK] West 6th Street (Apt.[REDACTED BY AGENCY].

Upon meeting with Ms. [WITNESS #1], she advised me she received an Intake report from The Waynesboro Primary School Guidance Counselor [REDACTED BY AGENCY] Ms. [WITNESS #1] said she was told that [REDACTED BY AGENCY] said on Tuesday, May 2, 2023, his father (Jamal Collins) grabbed him by the arm, slung him into a wall, and drug him across the carpet.

Ms. [WITNESS #1] said Ms. [REDACTED BY AGENCY] did observe bruises on his face. Ms. [WITNESS #1] said she was advised that [REDACTED BY AGENCY] mentioned he was afraid of his father.

Upon our arrival at Apt. [REDACTED BY AGENCY] we met with Mr. J Collins Sr. at the back door. Mr. Collins advised Ms. [WITNESS #1] we were not allowed to come into the residence to speak. Mr. Collins said he preferred to speak through the back screen door.

Upon attempting to talk with Mr. Collins, Mrs. [WITNESS #2] (mother) approached us and asked what was going on. Ms. [WITNESS #1] explained to Mrs. [WITNESS #2] the reason for her visit and asked to speak with [REDACTED BY AGENCY] Ms. [WITNESS #2] gave Ms. [WITNESS #1] and me permission to speak with [REDACTED BY AGENCY]. Ms. [WITNESS #1] and I walked away from Ms. [WITNESS #2] and spoke with him at the side of the Apartment.

Ms. [WITNESS #1] asked [REDACTED BY AGENCY] to take his mask off as we were walking and noticed he had a bruise on the right side of his face. It appeared to be an abrasion near his right cheek and a small scratch mark near his right temple.

Ms. [WITNESS #1] asked [REDACTED BY AGENCY] what happened and [REDACTED BY AGENCY] stated he was afraid to speak. Ms. [WITNESS #1] advise him he was ok and he could speak with her, Ms. [WITNESS #1] Checked his body for additional bruises while speaking with him Ms. [WITNESS #1] stated she felt a bump on the back of his head.

[REDACTED BY AGENCY] said yesterday his father (Jamal Collins) got mad at him yesterday for getting into trouble on the bus with another juvenile and decided to discipline him. [REDACTED BY AGENCY] said his father smacked him and threw him against the wall. Ms. [WITNESS #1] said she could not see any bruises on the back of the head.

Upon my observation, I observed bruises on the right side of his face and took photos. I did not find any bumps on the back of [REDACTED BY AGENCY] Head. After speaking with [REDACTED BY AGENCY] Ms. [WITNESS #1] spoke with [REDACTED BY AGENCY] (15yrs).

[REDACTED BY AGENCY] told Ms. [WITNESS #1] that it was just a scratch on the face [REDACTED BY AGENCY] said you know how kids be bad in school so her father told him to sit in the corner. [REDACTED BY AGENCY] said her dad told him to stay in the corner because he got in trouble. [REDACTED BY AGENCY] said he got the mark on his face from a door. [REDACTED BY AGENCY] said that is what [REDACTED BY AGENCY] told her about his injury.

[REDACTED BY AGENCY] said her dad did not put his hands on [REDACTED BY AGENCY] [REDACTED BY AGENCY] was not able to give the information on what door [REDACTED BY AGENCY] ran into. [REDACTED BY AGENCY] said when he gets upset he just runs into there (did not give an explanation of what she meant by there). [REDACTED BY AGENCY] said her dad did not put his hands on [REDACTED BY AGENCY] [REDACTED BY AGENCY] said when her parents get mad at them, they place them on timeout. After speaking with [REDACTED BY AGENCY] Ms. [WITNESS #1] spoke with [REDACTED BY AGENCY].

[REDACTED BY AGENCY] said his dad was mad so [REDACTED BY AGENCY] kept playing and scratched his face on the door. [REDACTED BY AGENCY] said [REDACTED BY AGENCY] was running from his dad and scratched his face on the door. [REDACTED BY AGENCY] said his dad did not do anything he told him to go and lay down in the room.

[WITNESS #3] said [REDACTED BY AGENCY] was in his sister’s room. Ms. [WITNESS #1] asked [REDACTED BY AGENCY] about an incident that happened in the past with domestic abuse involving him. [WITNESS #3] said he did not remember. [WITNESS #1] checked [REDACTED BY AGENCY] for bruises and marks to make sure he was not being abused also. Ms. [WITNESS #1] advised me Mr. J. Collins served time in jail for abusing [REDACTED BY AGENCY] in the past. Ms. [WITNESS #2] spoke with [REDACTED BY AGENCY].

[REDACTED BY AGENCY] said that [REDACTED BY AGENCY] and [REDACTED BY AGENCY] were playing in the house and when [REDACTED BY AGENCY] ran by the door he slipped and the door cut his face. Ms. [WITNESS #1] asked [REDACTED BY AGENCY] did [REDACTED BY AGENCY] get in trouble yesterday. [REDACTED BY AGENCY] first said no and then said yeah, but then said he was playing with [REDACTED BY AGENCY] and got his face scratched up.

[REDACTED BY AGENCY] said she did not see [REDACTED BY AGENCY] run into the door, [REDACTED BY AGENCY] said [REDACTED BY AGENCY] told her [REDACTED BY AGENCY] ran into the door. After speaking with [REDACTED BY AGENCY] Ms. [WITNESS #1] spoke with [WITNESS #2].

[WITNESS #2] said she was at work yesterday when her son was injured. [WITNESS #2] said when she got home she was told he was in time-out. [WITNESS #2] said she did not see any bruises on his face. Ms. [WITNESS #1] informed [WITNESS #2] she was familiar with the charges Jamal received before due to [REDACTED BY AGENCY] Ms. [WITNESS #2] admitted to being aware of those charges. After speaking with [WITNESS #2] Ms. [WITNESS #1] spoke with Mr. Jamal Collins.

Upon her approach, Jamal Collins became hostile and said nothing happened to [REDACTED BY AGENCY]. Mr. J. Collins said that [REDACTED BY AGENCY] is upset due to having his X-Box taken away from him because of getting a sad face at school. J. Collins said [REDACTED BY AGENCY] did this before going to school and reported the abuse to him.

Mr. J. Collins said [REDACTED BY AGENCY] got into a commotion with some boy on the bus. Ms. [WITNESS #1] asked Jamal what happened to [REDACTED BY AGENCY] yesterday. Mr. J. Collins said he did not discipline him physically he just sent him in the room with no X-box for 3 days. Mr. J. Collins said he do not know how he got the bruise. Mr. J. Collins said it was his first time seeing the bruise and he has no idea how he got the bruise. Mr. J. Collins said that [REDACTED BY AGENCY] may have said he was abused because he was mad at him.

While asking [WITNESS #3] and [REDACTED] to show me the door that [REDACTED BY AGENCY] ran into, Mr. J. Collins advised me I could not come into the residence. I was unable to further my investigation. I advised Mr. J. Collins he was under arrest.

Mr. J. Collins’s arms were placed behind his back, and he was handcuffed and escorted to the back of a patrol vehicle to be transported to the Burke County Detention Center by Sgt. Pritchett.

Due to [REDACTED BY AGENCY] statement and physical evidence, [REDACTED BY AGENCY], [REDACTED BY AGENCY] and [REDACTED BY AGENCY] conflicting stories of the incident I found probable cause to arrest and charge Mr. J. Collins with Cruelty to Children in the first degree, and Battery.
