On the above-stated date and time Cpl. Owens and I responded to a call at the above-stated intersection in reference to a white male who was jumping in and out of the roadway. I responded without the use of my emergency lights and sirens. I received a call from dispatch regarding the same issue, case #2023-00024150 around an hour prior to this call but was unable to locate him.

Upon arrival, I observed who I knew to be Ryan Adams, walking down the side of the roadway. There have been multiple calls over the past few months and Adams has been warned on multiple occasions about staying out of the roadway. I made contact with Adams and placed him into double-locked and checked for fit handcuffs that were faced to the rear. I then searched Adams incident to arrest.

I then placed Adams in the rear of my patrol car which was checked for contraband prior to being placed back there. One of the witnesses is a firefighter by the name of [WITNESS #1]. [WITNESS #1] stated she observed him dancing on the side of the road and that he kept jumping out into the roadway into oncoming traffic.

I recorded her statement on my body camera, as well as the witness from the first incident who was identified as [WITNESS #2]. [WITNESS #2] advised she saw Adams on the side of the road rolling around in the grass and dancing and that cars were having to slow down to avoid hitting him. I then transported Adams to the Camden County Jail where he was released to Jail staff custody without custody. The rear of my patrol car was checked again for any contraband.
