Officer’s Narrative:

On July 19, 2022, around 7:00 PM I, K9 Corporal Stokes was dispatched to a report of a sexual assault at [REDACTED BY AGENCY] (Camden County). At the time of the call, the victim was located at Southeast Georgia Health System – Camden Campus Emergency Room (ER) located at 2000 Dan Proctor Drive.

Upon arrival, I met with the ER staff regarding the alleged sexual assault victim. I was made aware that the victim was a [REDACTED BY AGENCY] female. The ER staff advised that no medical treatment had yet been provided.

The mother was awaiting for law enforcement in Triage Room 2, where I made contact with her. I introduced myself to her and explained that I would have to speak with her about the events to take the initial report. The mother, Ms. [REDACTED BY AGENCY], was visibly distraught about what she had witnessed.

I began asking her basic information about the victim, the suspect, and other home residents. She told me the victim was her daughter, a [REDACTED BY AGENCY] female and that she has two other young children living in the home. The suspect was the victim’s husband identified as Mr. Steven Gregory Flores and biological father to the victim. I was also informed that the sexual assault occurred at the [REDACTED BY AGENCY] Drive address in her home.

I questioned Ms. [REDACTED BY AGENCY] on the whereabouts of her husband at this time. She explained that he is currently at work at the Naval Submarine Base Kings Bay. She stated he is an E6 sailor assigned to the Trident Training Facility.

I explained that I would ask for initial details of what occurred this evening. Ms. [REDACTED BY AGENCY] explained that around 4:30 PM on this date, she was downstairs watching television with her middle child when they wanted to go upstairs to play with her brother. When her child went upstairs, she also had to change clothes. As she tried to open the primary bedroom door, it was locked.

She stated she became concerned and was able to pry open the bedroom door with an object. She described her husband quickly flipped over to his back, grabbed his phone, and pretended to be on it. I asked her what was his exact postion was before turning onto his back. She stated she wasn’t sure. He quickly flipped over to his back. She explained that she saw her daughter lying in the same bed.

Ms. [REDACTED BY AGENCY] explained that immediately after she saw her husband flip over, she ripped the blanket off the bed. When she removed the blanket, she found her husband naked and her [REDACTED BY AGENCY] daughter wearing only a shirt. Ms. [REDACTED BY AGENCY] stated that her daughter’s shorts and underpants were lying beside her in bed.

At this point, Ms. [REDACTED BY AGENCY] yelled at her husband, told him to leave the house, and grabbed her daughter. I asked what actions the father took at that point. Ms. [REDACTED BY AGENCY] explained he put on his Navy uniform, said her daughter is a liar, that she hates him and always has, and thdt she is Satan. He left shortly after for work on the naval base.

I asked for evidentiary purposes if her husband took a shower before putting his uniform on, and she responded that he did not. I also asked for evidence if her daughter was given a bath, shower, or used the restroom at any point. She explained she had not taken a bath, shower, or washed but was not sure if she had used the restroom at this time.

While I was continuing to question Ms. [REDACTED BY AGENCY], Sgt. McGee placed the on-call detective on a phone call updating him on the allegations and possible crime that had taken place. Detective Williams (SMPD #107) is the on-call and assigned Detective to this case.

As my investigation continued, I asked Ms. [REDACTED BY AGENCY] if she ever asked her daughter why her shorts and underpants were off. The response she received from her [REDACTED BY AGENCY] daughter was that, “Daddy put his pee-pee in me.” After that discovery, Ms. [REDACTED BY AGENCY] became panicked and distraught. She wasn’t sure what to do and called her best friend. At the time of this interview, the best friend, Ms. [REDACTED BY AGENCY], was waiting with the juvenile victim in ER Room 12. Ms. [REDACTED BY AGENCY] drove the victim and Ms. [REDACTED BY AGENCY] to the Emergency Room.

My interview reached a point where Detective Williams could take over the investigation. While waiting for Det. Williams, to arrive, I spoke with the medical staff, who informed me that there was still no medical treatment, and a Sexual Assualt Nurse Examiner (S.A.N.E.) was called.

Based on the fact that the father is an active service member with the U.S. Navy, I contacted Naval Criminal Investigative Servics (NCIS) Special Agent DiGiacomo and requested assistnce with locating and detaining Mr. Flores for questioning. NCIS locatd and detained Mr. Flores and assisted during the investigation.

A forensic interview ws conducted with the juvenile. Following a formal interview with Mr. Flores, he was arrested and charged with rape and incest. Detective Williams advised me he would be securing warrants for Mr. Flores.
